[해외연구보고서] 호주, 새로운 위성 관측 시스템 통해 수질관리 강화

UNSW캔버라, 새로운 우주기반의 지구관측시스템 통해 호주 내륙·해안 수역 감시·관리
수도시설에 안전한 식수 제공·수질오염사건 규제·1차산업 전반 수질모니터링 관리 지원

호주 국방부 아카데미(ADFA)의 UNSW 캔버라(UNSW Canberra)에서 실시된 분석은 새로운 우주 기반의 지구 관측 시스템(Earth observation system)이 호주의 내륙 및 해안 수역들을 감시하고 관리하는 데 귀중한 인프라가 될 것이라는 것을 보여주었다.

이번 범위 지정 연구는 호주 국립과학기관인 CSIRO(호주 연방과학산업연구기구)와 스마트 위성 공동 연구센터(SmartSat Cooperative Research Center ; CRC)가 공동 이니셔티브로 개발 중인 아쿠아 워치(AquaWatch) 호주 수질관리 임무의 첫 번째 단계 중 하나였다. 그것은 호주 최고의 우주 임무개발센터인 UNSW 캔버라에 있는 호주 국립 동시 설계 시설(Australian National Concurrent Design Facility ; ANCDF)에서 실시되었다.

호주 국립과학기관인 CSIRO의 아쿠아 워치 호주(AquaWatch Australia) 미션 리더인 알렉스 헬드(Alex Held) 박사는 "이번 예비 시스템 설계 보고서는 우주 및 지상 통합 인프라 구축에 대한 우리의 접근 방식을 뒷받침할 것이며, 이러한 목적으로 설계된 지구 관측 위성을 건설하기 위한 국내 기술 능력에 대한 우리의 분석을 알려줄 것이다"라고 말했다.

알렉스 헬드(Alex Held) 박사는 이어 "이는 현지 선진 제조의 발전을 촉진하고 지구 관측 데이터 분석, 모델링 및 애플리케이션의 성장을 지원할 것이다"라고 덧붙였다.

지구 관측 위성인 아쿠아 워치(AquaWatch)는 우주에서 수집된 데이터는 독성녹조, 식수오염, 관개에서 유출된 과잉을 포함한 수질 및 자연 사건에 대한 중요한 통찰력을 제공한다.

지구 관측 위성은 현재 호주의 주요 수역에 대해 60∼70%의 커버리지(coverage)만을 제공하며, 일부 내륙 수로의 품질은 테스트를 통해 직접 모니터링되지만, 이 데이터는 정기적으로 위성 데이터와 결합되지 않는다.

아쿠아 워치(AquaWatch)는 기존 시스템을 보완하고 종합적인 국가 모니터링 시스템을 구축해 물 관리자들에게 실시간 업데이트, 예측 분석 및 예측 경고를 제공하는 것을 목표로 하고 있다.

스마트 위성 공동 연구센터(CRC)의 CEO인 앤디 코로니오스(Andy Koronios) 교수는 "동시설계시설(Concurrent Design Facility은는 전국적으로 매우 중요한 우주 인프라이다"라면서 "우리 파트너인 UNSW 캔버라(UNSW Canberra)는 스마트 위성 공동 연구센터(CRC) 및 CSIRO(호주 연방과학산업연구기구)를 대신하여 이러한 중요한 시설을 설립하고 이 연구를 완료한 것을 축하해야 한다"라고 말했다.

앤디 코로니오스(Andy Koronios) 교수는 특히, "아쿠아 워치(AquaWatch)가 호주의 중요한 국가 자원인 담수 및 해안 수역의 품질을 지속적으로 모니터링하기 위해 우주 기술을 사용하는 것을 목표로 한다"고 강조했다.

앤디 코로니오스(Andy Koronios) 교수는 이어 "이 결과는 호주의 수질정보 전달의 단계적 변화로 이어질 수 있으며, 수도기관, 지역사회, 수도시설 및 상업용수 사용자의 안전한 식수 제공, 오염사건 규제, 1차 산업 전반의 수질 모니터링 및 관리 보조를 지원할 수 있다"라면서 "양식장, 암초 구조물, 그리고 해안 환경의 관리를 지원할 수 있다"이라고 말했다.

이는 ANCDF(호주 국립 동시 설계 시설)를 통해 그룹의 각 구성원이 동시에 프로젝트에 참여함으로써 설계 프로세스의 속도를 크게 높일 수 있었다.

아쿠아 워치 호주(AquaWatch Australia) 보고서의 위성 세그먼트에 대한 예비 개념 연구가 8워 24일 UNSW 캔버라에 의해 발표되었으며, 곧 있을 호주 우주국의 우주 기술 로드맵에서 지구 관측에 대한 정보를 제공할 예정이다.

 

이번 연구에는 퀸즐랜드대학교(University of Queensland), 커틴대학교(Curtin University), 호주국립대학교(Australian National University), 지구과학 호주(Geoscience Australia), 국방과학기술 그룹(Defence Science and Technology Group), 호주 우주국(Australian Space Agency)의 전문가들도  참여했다.

New Satellite System Would Enhance Water Quality Management In Australia

Analysis conducted at UNSW Canberra has demonstrated that a new space-based Earth observation system would be a valuable piece of infrastructure for monitoring and managing Australia’s inland and coastal waterbodies.

The scoping study was one of the first steps in the AquaWatch Australia water quality management mission being developed as a joint initiative between CSIRO, Australia’s national science agency and the SmartSat Cooperative Research Centre (CRC). It was conducted at Australia’s premier space mission development centre, the Australian National Concurrent Design Facility (ANCDF) at UNSW Canberra.

ANCDF Manager and Space Systems Engineer Denis Naughton said the infrastructure could include a constellation of satellites and a network of ground-based sensors and that the study provided an understanding of the project’s challenges and potential solutions.

“We were able to identify a system design that addresses those requirements and is feasible to construct, commission and operate,” Mr Naughton said. “The consolidated technical solution for the operational AquaWatch satellites would require further detailed engineering analyses of the mission.”

CSIRO’s AquaWatch Australia mission leader Dr Alex Held said “this preliminary system design report will underpin our approach to establishing the integrated space and ground infrastructure, and inform our analysis of domestic technical capability to build such purpose-designed Earth observation satellites.

"This will help drive the development of local advanced manufacturing, support the growth in Earth observation data analysis, modelling and applications.”

Data gathered from space provides critical insights about water quality and natural events including toxic algal blooms, the contamination of drinking water and excess runoff from irrigation.

Earth observation satellites currently only provide 60-70 per cent coverage for major Australian water bodies, and while the quality of some inland waterways is monitored directly by testing, this data is not routinely combined with satellite data.

AquaWatch aims to complement existing systems and build a comprehensive national monitoring system to deliver real-time updates, predictive analytics and forecast warnings to water managers.

“The Concurrent Design Facility is an extremely important space infrastructure for the whole nation," SmartSat CRC’s Chief Executive Officer, Professor Andy Koronios said.

"Our partner, UNSW Canberra, should be congratulated for establishing such an important facility and for completing this study on behalf of SmartSat and CSIRO."

The Australian National Concurrent Design Facility is Australia’s premier space mission development centre.

Professor Koronios said AquaWatch aims to use space technologies to provide continuous monitoring of the quality of Australia’s fresh and coastal water bodies; a critical national resource.  

“The outcomes could lead to a step-change in Australia’s national water quality information delivery, supporting decision makers in water agencies, local communities, water utilities and commercial water users to provide safe drinking water, regulate contamination events, and monitor water quality across primary industry and assist with management of aquaculture farms, reef structures and our coastal environs,” he said.

The study brought together experts from a range of institutions, with the ANCDF enabling each member of the group to contribute their part to the project simultaneously, significantly speeding up the design process.

The Preliminary Concept Study for the Satellite Segment of AquaWatch Australia report was published today by UNSW Canberra and will inform the upcoming Australian Space Agency’s Earth Observations from Space Technology Roadmap.

Experts from the University of Queensland, Curtin University, Australian National University, Geoscience Australia, Defence Science and Technology Group and the Australian Space Agency also participated in the study.
