[해외연구보고서] EPA, 식수에 함유된 유해화학물질로부터 규제 강화

수돗물에 함유된 PFOA(과불화합물)·PFOS(과불화옥탄술폰산) 등으로부터 시민 보호

미국 환경청(EPA)은 기관의 과학자문위원회(SAB ; Science Advisory Board)에 특정 PFAS(Per-Furooroalkyl Substance ; 과불화알킬 물질) 및 PFAS(PolyfluoroAlkyl Substance; 폴리플루오로알킬 물질)의 건강 영향에 관한 초안 과학 문서를 검토할 것을 요청하고 있다.

EPA는 과불화화합물(PFOA ; Perfluorooctanoic acid) 및 과불화옥탄술폰산(PFOS ; Perfluorooctane sulfonic acid)에 노출되지 않도록 공중보건을 보호하기 위한 과학 기반 접근방식에 전념하고 있으며, 여기에는 음용수 보건 권고사항을 동료 검토된 새로운 접근방식으로 신속하게 업데이트하고 이러한 오염물질에 대한 국가 일차 음용수 규정을 신속하게 개발하는 것이 포함된다.

EPA의 마이클 S 리건(Michael S. Regan) 청장은 “새로운 PFAS 전략 로드맵에 따라 EPA는 레거시(legacy) PFOA와 PFOS 오염으로 고통 받는 지역사회를 보호하기 위해 명확하고 강력하며 과학에 기반을 둔 조치를 적극적으로 추진하고 있다”고 말했다. 

마이클 S 리건 국장은 이어 “이 조치는 과불화화합물(PFOA)와 과불화옥탄술폰산(PFOS)에 대한 개정된 건강 권고안을 개발하고 곧 이러한 오염물질로부터 지역사회를 보호하기 위한 규정을 제정하기 위해 노력하는 동안 이 예비정보에 대한 우리의 이해를 강화하기 위해 경험 많은 과학자들의 엄격한 검토를 보장할 것이다”라고 강조했다.

EPA는 이전에 파악한 것보다 훨씬 낮은 수준의 PFOA 및 PFOS 노출에서 부정적인 건강 영향이 발생할 수 있으며 PFOA가 발암물질일 가능성이 있음을 나타내는 최신 과학적 데이터와 새로운 분석이 포함된 초안 문서 4개를 과학자문위원회에 전송했다. 초안 문서에는 이 새로운 정보에 관한 EPA의 초기 분석 및 결과가 수록된다.

안전 점검 후, 이 정보는 보건 권고 및 PFOA 및 PFOS에 대한 국가 1차 음용수 규정 개발을 알리는 데 사용된다. EPA는 현재 이러한 문서에 대한 독립적인 과학적 검토를 모색하고 있다. EPA는 이용 가능한 정보에 대한 투명하고 강력한 평가를 보장하기 위해 이러한 초안 문서를 일반인이 이용할 수 있도록 하고 있다.

EPA는 PFAS 노출로부터 대중을 보호하기 위한 조치를 취하는 것을 기다리지 않을 것이다. 해당 기관은 파트너사의 모니터링 및 교정 노력을 지원하는 등 먹는물 관련 PFOA 및 PFOS와 관련하여 파트너사와 적극적으로 협력할 예정이다.

중요한 것은 바이든(Biden) 대통령이 2021년 11월 15일 서명한 초당적 사회기반시설법(the Bipartisan Infrastructure Law)은 100억 달러를 투자해 지역사회가 식수와 하·폐수에서 PFAS 및 기타 신흥 오염물질을 시험하고 정화하도록 돕고, 소외된 지역사회에서의 프로젝트 지원에 사용할 수 있다는 점이다.

EPA는 가능한 한 신속하게 이 새로운 과학과 SAB(Science Advisory Board ; 과학자문위원회)의 의견을 반영하여 PFOA 및 PFOS에 대한 업데이트된 건강 권고사항을 발표할 예정이다. 동시에 EPA는 2022년 가을 발간을 위해 제안된 PFAS 국가 일차 음용수 규정을 계속 개발할 예정이다. 더 많은 정보를 원하시면, www.epa.gov/pfas를 방문.

EPA takes steps to protect the public from PFOA and PFOS in drinking water

WASHINGTON (Nov. 16, 2021) - Today, the U.S. Environmental Protection Agency (EPA) is asking the agency’s Science Advisory Board to review draft scientific documents regarding the health effects of certain Per- and Polyfluoroalkyl Substances (PFAS). 

EPA is committed to science-based approaches to protect public health from exposure to Perfluorooctanoic acid (PFOA) and Perfluorooctane sulfonic acid (PFOS), including by quickly updating drinking water health advisories with new peer-reviewed approaches and expeditiously developing National Primary Drinking Water Regulations for these contaminants.

“Under our new PFAS Strategic Roadmap, EPA is moving aggressively on clear, robust, and science-based actions to protect communities suffering from legacy PFOA and PFOS contamination,” said EPA Administrator Michael S. Regan. 

“This action will ensure a rigorous review from experienced scientists to strengthen our understanding of this preliminary information as the agency works toward developing revised health advisories for PFOA and PFOS, and soon establishing regulations that protect communities from these contaminants.”

EPA has transmitted to the Science Advisory Board four draft documents with recent scientific data and new analyses that indicate that negative health effects may occur at much lower levels of exposure to PFOA and PFOS than previously understood and that PFOA is a likely carcinogen. The draft documents present EPA’s initial analysis and findings with respect to this new information.

Following peer review, this information will be used to inform health advisories and the development of Maximum Contaminant Level Goals and a National Primary Drinking Water Regulation for PFOA and PFOS. 

EPA is now seeking independent scientific review of these documents. EPA is making these draft documents available to the public to ensure a transparent and robust evaluation of the available information.

EPA will not wait to take action to protect the public from PFAS exposure. The agency will be actively engaging with its partners regarding PFOA and PFOS in drinking water, including supporting their monitoring and remediation efforts. 

Importantly, the Bipartisan Infrastructure Law, signed by President Biden on November 15, 2021, invests $10 billion to help communities test for and clean up PFAS and other emerging contaminants in drinking water and wastewater, and can be used to support projects in disadvantaged communities.

EPA will move as quickly as possible to issue updated health advisories for PFOA and PFOS that reflect this new science and input from the SAB. Concurrently, EPA will continue to develop a proposed PFAS National Primary Drinking Water Regulation for publication in Fall 2022.
