[사우디] 라스 알 카이어 담수화 플랜트 민영화 중단

사우디아라비아의 라스 알 카이어 담수화와 발전소(Ras Al Khair desalination and power plant)의 민영화 작업이 중단됐다고 사우디 고위 관계자가 밝혔다.

라스 알 카이어 담수화 및 발전소는 정부가 자본지출 압력을 줄이고 석유로부터 수익을 다각화하기 위해 매각하고자 하는 다수의 국가자산 중 하나이다.

환경, 물, 농업 분야 민영화감독위원회(환경, 물, 농업 부문 민영화 감독 위원회)는 "이번 결정은 수년간의 담수화, 신기술, 연구개발(R&D) 및 공급망 분야의 경험을 바탕으로 왕국에서 건설된 지식과 역량을 활용하기 위해 이루어졌다"고 밝혔다.

사우디 국영민영화센터는 7월 26일 홈페이지를 통해 "라스 알 카이어 담수화 플랜트 등 SWCC(Saline Water Conversion Corporation) 자산에 대한 새로운 계약 전략과 계획이 곧 발표될 것"이라고 밝혔다.

로이터통신(Reuters report)은 영국 소식통을 인용, "SWCC가 72억 달러 규모의 라스 알 카이어 담수화 플랜트를 매각하는 데 도움을 주기 위해 고문들을 고용했다"고 보도했다.

지난 1월 7개 회사와 컨소시엄이 라스 알 카이어 담수화와 발전소(Ras Al Khair desalination and power plant) 입찰에 참여했으며 낙찰자는 프로젝트 회사의 60%를 소유하고 관리, 운영 및 유지 보수를 처리할 것으로 예상했다.

Privatisation Of Saudi’s Ras Al Khair Desalination And Power Plant Halted

The privatisation of Saudi Arabia’s Ras Al Khair desalination and power plant has been suspended, senior officials in the Kingdom have revealed.

Ras Al Khair desalination and power plant is one of a number of state assets that the government aimed to sell to reduce pressure on capital spending and diversify revenues away from oil.

"This decision was made in order to capitalise on knowledge and capacity built in the Kingdom as a result of many years of experience in the areas of water desalination, new technologies, R&D (research and development) and supply chains,” said the Privatization Supervisory Committee for the Environment, Water and Agriculture sectors, according to a Reuters report.

"A new engagement strategy and plan for the Saline Water Conversion Corporation (SWCC) assets such as Ras Al Khair plant will be announced shortly," it said in a statement on Monday on the website of the Saudi national centre for privatisations.

SWCC had hired advisers to help it sell the $7.2 billion Ras Al Khair desalination plant, Reuters reported, quoting sources from the Kingdom.

In January, it said that seven companies and consortia had been invited to submit bids for the plant, with the winner expected to own 60% of the project company and handle its management, operations, and maintenance.
