[스리랑카] 세계은행, 스리랑카와 상하수도 확대 협약 

100만 명 이상에게 물공급 및 위생서비스 확대 위한 협약 체결

진행중인 ‘물공급 및 위생개선 프로젝트’에 4천만 달러 추가 조달

스리랑카 정부와 세계은행(World Bank)은 최근 수도 서비스에 대한 접근성을 높이고 위생 개선을 위해 진행 중인 ‘물 공급 및 위생 개선 프로젝트(Water Supply and Sanitation Improvement Project : WaSSIP)’에 4천만 달러의 추가 자금 조달을 9월 10일 체결했다. 이 추가 재원은 7개 지역의 상수도, 위생, 위생 서비스를 확대하여 100만 명 이상에 이를 것이다.

스리랑카 재무부 장관인 사지스 아티갈(Sajith Atygalle)는 정부를 대신하여 가상으로 서명했고, 세계은행 스리랑카 담당 국장인 파리 하다드-제르보스(Faris Hadad-Zervos)는 세계은행을 대신하여 서명을 했다.

세계은행 몰디브, 네팔, 스리랑카 담당 국장인 파리 하다드-제르보스(Faris Hadad-Zervos)는 “‘코로나19(COVID-19)’ 대유행은 모든 가정에 안전한 물과 위생시설의 긴급한 필요성을 강조해 왔다”고 말했다.

 하다드-제르보스 국장은 이어 “WaSSIP(물 공급 및 위생개선 프로젝트)는 지역사회가 운영하는 상수도 제도가 강력하고 지속가능한 결과를 제공할 수 있다는 것을 입증했고, 이 추가 자금 조달은 더 많은 가정에 도달할 수 있도록 상수도 및 위생 계획의 적용범위를 확대하는 데 도움이 될 것이다”라고 덧붙였다.

이 사업은 새로운 도시, 농촌 및 토지 급수 계획을 수립하고 가정에 안전한 물을 지속적으로 공급하기 위한 기존 계획을 재정비함으로써 배관 용수(piped water)의 보급률(coverage)를 증가시키는 것을 목표로 한다. 

이 프로젝트는 케갈레(Kegalle), 라스나푸라(Rathnapura), 모나라갈라(Monaragala), 바둘라(Badulla), 누와라 엘리야(Nuwara Eliya), 킬리노치(Kilinochchi), 물라이티부(Mullaitivu) 지역에서 운영된다. 이러한 추가 자금 조달에 따라, 두 개의 추가 구역인 갈레(Galle)와 (쿠루네갈라(Kurunegala)에서 정수처리장 건설이 계획되어 있다.

혼 바수데바 나나야카라(Hon. Vasudeva Nanayakkara) 상하수도부 장관“우리는 계속되는 WASSIP와 그것이 지역사회에 미치는 영향에 매우 만족한다”라면서 “추가적인 자금 조달은 향후 4년 내에 470만 명의 인구를 충당하겠다는 정부의 ‘모두를 위한 물(Water for All)’ 공약을 가속화하는데 도움이 될 것이다’라고 말했다.

이 프로젝트는 농촌과 부동산 지역의 지역사회 기반 조직(CBO ; community-based organizations)을 지속적으로 강화할 것이며 상수도 서비스를 운영하고 유지하기 위해 강력한 CBO 연맹을 설립하는 것을 목표로 한다. 

이 사업은 여성 리더들의 멘토링을 통해 여성의 리더십을 강화하고 여성의 목소리를 높이기 위한 기술개발 등 여성의 CBO 참여와 의사결정을 촉진하기 위한 구체적인 활동을 포함하고 있다.

이 프로젝트는 상하수도부에 의해 시행된다. 4천만 달러의 세계은행 지원은 기존의 1억6천 500만 달러의 WASSIP 프로젝트에 기반을 두고 있다.

세계은행의 스리랑카 포트폴리오에는 교통, 도시, 물, 교육 및 건강을 포함한 다양한 부문에서 23억 달러에 달하는 18개의 활성 프로젝트가 있다.

Sri Lanka, World Bank Sign Agreement to Expand Water Supply and Sanitation Coverage for More than 1 Million People

COLOMBO, September 10, 2021 - The Government of Sri Lanka and the World Bank recently signed a $40 million additional financing for the ongoing Water Supply and Sanitation Improvement Project (WaSSIP), to increase access to the piped water services and improved sanitation. This additional financing will expand water supply, sanitation, and hygiene services in seven districts, reaching more than one million people.

Sajith Atygalle, Secretary to the Ministry of Finance, virtually signed on behalf of the government and Faris Hadad-Zervos, World Bank Country Director for Sri Lanka, signed on behalf of the World Bank.

“The COVID-19 pandemic has underscored the urgent need for safe water and sanitation facilities in every home,” said Faris Hadad-Zervos, World Bank Country director of Maldives, Nepal, and Sri Lanka. 

“The WaSSIP has demonstrated that community-operated water supply schemes can deliver strong and sustainable results, and this additional financing will help expand coverage of water and sanitation schemes to reach many more households.”

The project aims to increase the coverage of piped water by constructing new urban, rural and estate water supply schemes and rehabilitating existing schemes to provide households with a continuous supply of safe water. 

The project operates in Kegalle, Rathnapura, Monaragala, Badulla, Nuwara Eliya, Kilinochchi and Mullaitivu districts. Under this additional financing, septage treatment plants are planned in two additional districts - Galle and Kurunegala.

“We are extremely happy with the on-going WASSIP and its impact on the local community,” said Hon. Vasudeva Nanayakkara, Minister of Water Supply. “The additional financing will help accelerate the government’s “Water for All” pledge to cover 4.7 million people within the next four years.”

The project will continue to strengthen community-based organizations (CBO) in rural and estate areas and aims to establish a strong federation of CBOs to operate and maintain the water supply services. 

The project includes specific actions to promote women’s participation and decision-making in CBOs such as skills development to strengthen women’s capacity to take on leadership roles and enhance women’s voice through mentorship from female leaders.

The project will be implemented by the Ministry of Water Supply. The World Bank support of $40 million builds on the existing WASSIP project of $165 million.

There are 18 active projects in the World Bank’s portfolio in Sri Lanka amounting to $2.3 billion in a variety of sectors including transport, urban, water, education, and health.
