If we hope to regain progress on the Sustainable Development Goals-and improve people¡¯s lives-we must improve water service delivery in ways that help countries better manage future crises and improve equitable access to water.

The pandemic has had a severe impact on the water industry in Asia and the Pacific but those involved in water supply, sanitation, and wastewater have been particularly hard hit, according to our research(¡®COVID-19 and Water in Asia and the Pacific: Guidance Note).

The disruption that the pandemic caused altered key drivers of the water sector-water demand and wastewater discharge-resulting in an abrupt decline in commercial and industrial water demand and wastewater generation. The decline, in turn, has triggered the need for rapid operational adjustments for the hard-hit service providers.

¼öÀÍ °¨¼Ò´Â ¼öµµ»ç¾÷ÀÚ¿¡°Ô °¡Àå Å« ÀçÁ¤Àû ¼Õ½ÇÀÌ´Ù. ¾Æ½Ã¾Æ°³¹ßÀºÇàÀÌ ¼öÇàÇÑ ¼³¹®Á¶»ç °á°ú, ¼öµµ»ç¾÷ÀÚÀÇ ¾à 3ºÐÀÇ 2°¡ »ó¾÷ ¹× »ê¾÷ ¼öÀÍ °¨¼Ò¸¦ °æÇèÇÑ °ÍÀ¸·Î Á¶»çµÆ´Ù. ƯÈ÷ ¼Ò±Ô¸ð À¯Æ¿¸®Æ¼ÀÇ °æ¿ì, »ó¾÷¡¤»ê¾÷¿ë¼ö ¼Òºñ ±Þ°¨À¸·Î ±Þ°ÝÇÑ ÀçÁ¤ º¸À¯°í °¨¼Ò¿¡ Á÷¸éÇØ ÀÖ´Ù. ¸¹Àº ±¹°¡°¡ ¡®Äڷγª19¡¯ ´ëÀ¯Çà ±â°£ µ¿¾È ¼öµµ ¼­ºñ½ºÀÇ ¿¬¼Ó¼ºÀ» º¸ÀåÇϱâ À§ÇÑ Á¶Ä¡¿¡ ³ª¼­°í ÀÖÀ¸¸ç, ¸î¸î ±¹°¡´Â ¼öµµ»ç¾÷ÀÚ¿¡°Ô Á÷Á¢ ÀçÁ¤Àû Áö¿øÀ» Á¦°øÇϱ⵵ Çß´Ù. ±×·¯³ª Á¤ºÎÀÇ ±¸Á¦Ã¥ÀÌ ¾ø´Â °æ¿ì Àü¿°º´À¸·Î ÀÎÇÑ ÀçÁ¤Àû ºÎ´ãÀº °í½º¶õÈ÷ ¼öµµ»ç¾÷ÀÚÀÇ ¸òÀÌ´Ù.

´ëÀ¯Çà ȸº¹ ´Ü°è¿¡¼­ »ó¾÷ È°µ¿ÀÇ Á¡ÁøÀû °³½Ã¿Í À̵¿¼º Áõ°¡´Â ¼öµµ»ç¾÷ÀÚÀÇ ºñ»ó ÇÁ·ÎÅäÄÝÀ» ÇѽÃÀûÀ¸·Î ¿ÏÈ­½ÃÄ×´Ù. ±×·¯³ª ¾ðÁ¦µç ´ëÀ¯Çà ´Ü°è(ºñ»ó ¸ðµå)·Î µ¹¾Æ°¥ °¡´É¼ºÀÌ ÀÖ¾î, ¼öµµ»ç¾÷ÀÚµéÀº °æ°èÀÇ ²öÀ» ³õÁö ¸»¾Æ¾ß ÇÑ´Ù.
Revenue decline is the single biggest financial impact to water service providers. In our survey, two-thirds of water supply service providers saw a decrease in commercial and industrial revenues.

Many utilities, particularly the smaller ones, have faced a steep decline in financial reserves mainly due to the sharp decrease in commercial and industrial water consumption which wasn¡¯t fully offset by the increase in household consumption. Utilities that employ cross-subsidies on water tariffs are expected to be especially hit.

Many governments have intervened to ensure the continuity of critical water services during the pandemic, in some cases providing direct financial support to water service providers. In the absence of government relief, the financial burden of the pandemic is currently borne by water service providers.

In the recovery phase, the gradual opening of commercial activity and increasing mobility has eased the emergency protocols of service providers. However, the possibility of reversion back into emergency mode puts service providers on high alert.

Even as commercial activity picks up, the recovery phase does not represent pre-pandemic economic activities and service providers are likely to operate at less than full capacity. Reduced capital and maintenance spending, as well as significant changes to operating and maintenance planning, may be achieved either through government transfers or increased customer tariffs.

To support the recovery of the water sector, the immediate priority for recovery should include ensuring public safety through the continuous provision of essential services while protecting the health of staff. Supporting the financial recovery of water service providers will require finding a balance between the need to extend continuing financial relief to customers and ensuring the resumption of critical capital works.

¶ÇÇÑ ¡®Äڷγª19¡¯ ´ëÀ¯ÇàÀÇ ±³ÈÆÀº ¹Ì·¡ À§±â¿¡ ´ëÇÑ È¸º¹·ÂÀ» ³ôÀ̱â À§ÇÑ °èȹ ¹× ¿î¿µ¿¡µµ ÅëÇÕµÅ¾ß Çϸç, Ãë¾à ºÎ¹®¿¡ ´ëÇÑ »çȸÀû °á°ú¸¦ º¸ÀåÇÏ°í º¹Áö¸¦ À§ÇÑ Á¶Ä¡¸¦ ÃëÇØ¾ß ÇÑ´Ù´Â °ÍÀÌ´Ù.

´ëÀ¯Çà ÀÌÈÄ, À¯¿¬ÇÑ ±Ù¹« ¹æ½Ä, µðÁöÅÐ ±â¼ú »ç¿ë È®´ë, À¯¿¬ÇÑ °¡°Ý Ã¥Á¤ ¶Ç´Â ÁöºÒ °èȹ ±×¸®°í °³¼±µÇ°í ´Ùº¯È­¡¤ÇöÁöÈ­µÈ °ø±Þ¸Á µîÀ» Æ÷ÇÔÇÏ´Â ¡®´º ³ë¸Ö(new normal)¡¯ÀÌ ³ªÅ¸³¯ °ÍÀ¸·Î ¿¹»óµÈ´Ù. ¾Æ½Ã¾Æ¡¤ÅÂÆò¾ç Áö¿ªÀÇ Áö¼Ó°¡´É¹ßÀü¸ñÇ¥(SDGs) ´Þ¼º, ƯÈ÷ ±ú²ýÇÑ ¹° ¹× À§»ý º¸ÀåÀ» ÁÖ¿ä ³»¿ëÀ¸·Î ÇÏ´Â ¡®SDG6¡¯Àº ¸Å¿ì ¾î·Á¿î °úÁ¦´Ù. ƯÈ÷ Á¤ºÎ ¿¹»êÀÌ ¿©·¯ ¿ì¼±¼øÀ§¿¡ Á¶±Ý¾¿ °í¸£°Ô Æí¼ºµÇ´Â °³¹ßµµ»ó±¹¿¡¼­´Â ´õ¿í ±×·¸´Ù. Áö¼ÓÀûÀÎ °æÁ¦ ¼ºÀå, ºó°ï ÅðÄ¡, ºÒÆòµî ÇؼÒ, ¼¼ °¡Áö ¸ñÇ¥ÀÇ µ¿½Ã ´Þ¼ºÀ» ÀǹÌÇÏ´Â À̸¥¹Ù ¡®SDG ÇØƮƮ¸¯(hat trick)¡¯Àº °¥¼ö·Ï ½ÇÇö °¡´É¼ºÀÌ Èñ¹ÚÇØÁö°í ÀÖ´Ù.

Lessons of the COVID-19 pandemic should also be integrated into planning and operations to increase resilience to future crises, and measures should be taken to protect the well-being and ensure social outcomes for vulnerable sectors.

It is expected that after the pandemic, there will be a ¡°new normal¡± which may include flexible working arrangements, greater use of digital technologies, flexible pricing or payment schemes, and improved/diversified/localized supply chains. In this new reality, we will see how the lessons and experiences from the pandemic has changed the way we live, work, and play.

Getting Asia and the Pacific back on track to achieve the Sustainable Development Goals (SDGs), particularly SDG-6, which calls for clean water and sanitation for all, will be a tall order. This is especially true in developing economies where government budgets are spread thinly across many priorities. The ¡°SDG hat-trick¡± of sustained economic growth, eliminating poverty, and significantly reducing inequality is looking increasingly unlikely.

ù°, ¡®SDG6¡¯¿¡ µû¸¥ ¡®WASH(¹° ¹× À§»ý, Water, Sanitation and Hygiene)¡¯¿¡ ´ëÇÑ º¸ÆíÀû Á¢±ÙÀ» °¡¼ÓÈ­Çϱâ À§ÇØ WASH °ü·Ã Á¶Ç×À» °øÁß º¸°Ç Àü·«¿¡ ÅëÇÕÇØ¾ß Çϸç, ¿©±â¿¡ ´ë±Ô¸ð ÅõÀÚ°¡ ÇÊ¿äÇÏ´Ù. ºÐ»êÈ­, ÀÚ¿¬ ±â¹Ý ¼Ö·ç¼Ç »ç¿ë µî ¹° ¹× À§»ý ¼­ºñ½º¸¦ À§ÇÑ Çõ½ÅÀûÀÎ ¹æ¹ýÀ» ¸ð»öÇØ¾ß ÇÑ´Ù.

To prevent and mitigate future health crises more effectively, the water sector must consider the following solutions:

- Integrate water, sanitation, and hygiene (WASH) into the public health strategy by accelerating universal WASH access in line with SDG-6 will require large investments. We need to explore innovative methods for water and sanitation service such as decentralization and employing nature-based solutions.

- Improve crisis preparedness and response management of water service providers by using digital innovations that are increasingly available at cost-effective pricing and adopt technologies that add value to service providers and their customers.

- Create resilience in irrigation by improving productivity and market access, as well as adopting innovations in automation, mechanization, and e-commerce.

- Employ wastewater-based epidemiology.

- Green recovery strategies, including investments in water and sanitation, can deliver accelerated economic growth while protecting people and the planet.

¼³¹®Á¶»ç ÀÀ´äÀÚµéÀº ¶ÇÇÑ ¡®Äڷγª19¡¯ ´ëÀ¯Çà ÀÌÈÄ¿Í Àå±â ȸº¹À» µÞ¹ÞħÇÒ ÃÖ¿ì¼± °úÁ¦·Î ¿¬±âµÈ ÀÚº» ÀÛ¾÷(deferred capital works)ÀÇ Àç°³¸¦ ²Å¾Ò´Ù. ¹Î°£ ºÎ¹® ÅõÀÚ´Â °ø°ø¡¤¹Î°£ ÆÄÆ®³Ê½Ê(PPP)À» ÅëÇÑ ¼öµµ ºÐ¾ß ȸº¹ ÀÚ±Ý Á¶´ÞÀÇ ¶Ç ´Ù¸¥ Áß¿äÇÑ ±¸¼º¿ä¼ÒÀÌÁö¸¸, PPP¿¡ ´ëÇÑ »çÀü °æÇèÀÌ °ÅÀÇ ¶Ç´Â ÀüÇô ¾ø´Â ±¹°¡¿¡¼­´Â À̸¦ ¼ö¿ëÇÏ´Â µ¥ ½Ã°£ÀÌ °É¸± ¼ö ÀÖ´Ù.

ÀçÁ¤ Áö¿øÀº ¼¼ºÎ ºÎ¹®(subsector) ¼öÁØÀÇ ¿ª·® °­È­¿Í º´ÇàµÇ¾î¾ß ÇÑ´Ù. À§±â¸¦ ´ëºñÇϱâ À§ÇÑ °­·ÂÇÑ °èȹ¿¡´Â ¼öµµ»ç¾÷ÀÚÀÇ ¿ª·® ±¸ÃàÀ» ÅëÇØ Àü¿°º´ ½Ã³ª¸®¿À°¡ Æ÷ÇԵǾî¾ß ÇÑ´Ù.

¹°Àº »î°ú »ý°èÀÇ ¸ðµç ¸é¿¡¼­ Áß¿äÇÏ´Ù. ´ëÀ¯Çà¿¡¼­ ¹þ¾î³ª SDGÀÇ ÁøÀüÀ» °¡¼ÓÈ­ÇÏ°í »ç¶÷µéÀÇ »îÀ» °³¼±ÇÏ·Á¸é ¹°°ú À§»ý½Ã¼³ µîÀ» ¿ì¼±¼øÀ§¿¡ µÎ¾î¾ß ÇÑ´Ù. ¡®Äڷγª19¡¯ ´ëÀ¯ÇàÀº ±¹°¡°¡ ¹Ì·¡ÀÇ À§±â¸¦ ´õ Àß °ü¸®ÇÏ°í ¹°¿¡ ´ëÇÑ °øÆòÇÑ Á¢±ÙÀ» °³¼±Çϵµ·Ï ÇÔÀ¸·Î½á ¼öµµ ¼­ºñ½º Á¦°øÀ» °³¼±ÇÒ ±âȸ¸¦ ÁØ °ÍÀÌ´Ù.

Survey respondents also ranked the resumption of deferred capital works as the top priority that will support their post-pandemic and long-term recovery. Private sector investment is another important component of financing water sector recovery and rejuvenation through public-private partnerships, however, countries with little or no prior experience with PPPs may take some time to embrace it.

Financing support must be coupled with capacity building at the subsector level. Robust planning for crisis preparedness must include pandemic scenarios, through capacity building of service providers. Water is critical to all aspects of life and livelihoods. As we emerge from the pandemic, water and sanitation must be prioritized if we hope to regain progress for the SDGs - and improve people¡¯s lives. The pandemic has given us an opportunity to improve service delivery in ways that help countries better manage future crises and improve equitable access to water.
