[남아공] AfDB, 레소토 댐 2단계 건설에 8,672만 달러 대출

남아공에 물공급 및 수력발전 위해 폴리할리댐과 저수지·38km의 물 이동 터널 등 건설

아프리카 개발은행(African Development Bank ; AfDB) 그룹의 이사회는 '레소토 고원 물 프로젝트(Lesotho Highlands Water Project)'의 2단계 건설의 공동자금 조달을 위해 8천672만 달러의 대출을 승인했다.

이 다단계 프로젝트는 남아프리카공화국의 고텡(Gauteng) 지역에 물을 공급하고 남아프리카공화국에 둘러싸여 있는 레소토(Lesotho) 국가에 수력 전기를 생산한다. 이 프로젝트는 양국의 상호 이익을 위해 일련의 댐을 건설하여 레소토 고원의 오렌지(Orange) - 센쿠(Senqu) 강의 물을 활용하는 것을 수반한다.

대량 원수 인프라 프로젝트의 자금 조달 및 시행을 담당하는 남아프리카의 국영기관인 트랜스 칼레돈 터널 당국(Trans-Caledon Tunnel Authority)의 자금을 사용하여 폴리할리(Polihali) 댐과 저수지 및 38km 길이의 물 이동 터널, 도로 및 교량 건설, 통신 인프라, 전기와 기타의 확장에 사용하며, 개발 인프라를 레소토(Lesotho)에 제공한다.

새로운 건설은 프로젝트의 첫 번째 단계에서 건설된 시설을 보완한다. 레소토 하이랜드 개발청(Lesotho Highland Development Authority)은 레소토의 경계에 속하는 프로젝트의 일부를 시행할 예정이다.

아프리카 개발은행(AfDB)의 농업·인적·사회개발 담당  담당 부사장인 베스 던포드(Beth Dunford) 박사 “오렌지-센쿠(Orange-Senqu) 강 유역의 공유 수자원을 둘러싼 이 프로젝트에 대한 두 정부의 파트너십은 상호 개발 의제에 도움이 되고 지역 통합을 심화시킨다”라고 말했다. 

베스 던포드(Beth Dunford) 박사는 “이 개입은 남아프리카공화국의 물 부문에서 AfDB가 자금을 지원하는 첫 번째 주요 프로젝트가 될 것이며 에너지 및 운송 부문에서 AfDB의 현재 지원을 보완하고 AfDB의 지원 목록(portfolio)을 다양화하며 AfDB와 남아프리카공화국과의 강력한 파트너십을 공고히 할 것"라고 강조했다.

 '레소토 고원 물 프로젝트(Lesotho Highlands Water Project)'가 완료되면 레소토와 남아프리카간의 수송 능력을 현재 7억8천만 입방미터(㎥)에서 연간 12억6천만 입방미터로 늘리고 수력발전을 추가로 생산할 수 있을 것으로 기대된다.

예상되는 프로젝트 혜택으로는 남아프리카 가우텡(Gauteng) 지역의 물안보 강화와 인프라 개선 및 수력발전 용량 증가로 인한 레소토의 사회·경제적 발전 촉진 등이 있다. 이러한 개발은 남아프리카의 2천600만 인구에 긍정적인 영향을 미치고 국가 경제 생산량의 60%를 차지하는 지역을 활성화할 것으로 예상된다.

레소토에서 이 프로젝트는 지역의 8만5천 명 이상의 사람들에게 혜택을 줄 것이고, 향후 6년 동안 6천 명 이상의 일자리를 창출할 것으로 예상된다. 또한, 레소토의 경제 또한 수도 이전을 위해 받게 될 로열티 지불로 인해 상승할 것으로 기대된다. 총 21억7천100만 달러가 투입된 이 프로젝트는 또한 중국 상하이(Shanghai)에 본부를 둔 신개발은행(New Development Bank)으로부터 2억1천368만 달러의 융자를 받고 있다.

이 프로젝트는 단계적으로 진행 중이다. 1단계는 2004년에 완료되었으며 레소토에서 남아프리카로 물을 공급하기 위한 것이었다. 2007년까지 약 48억 입방미터(㎥)의 물이 이전되었다. 2단계의 타당성 연구는 2005년 10월에 시작되어 2008년 5월에 완료되었으며, 이 프로젝트의 두 번째 단계는 남아프리카 정부의 승인을 받았다. 레소토와 남아프리카공화국은 2010년 이 프로젝트를 수행하기로 합의했다.

남아프리카공화국 정부는 대출 보증과 함께 18억7천100만 달러를 기부할 예정이다. 현재까지 남아프리카에 있는 아프리카 개발은행(AfDB) 그룹의 활동적인 지원 목록(portfolio)은 총 약 45억 달러의 자금 지원을 약속하는 23개 사업장으로 구성되어 있다.

African Development Bank approves $86.72 million loan to boost water security and socio-economic development in South Africa and Lesotho

The African Development Bank Group’s Board of Directors has approved a loan of $86.72 million to co-finance the second phase of the Lesotho Highlands Water Project.

The multi-phase project will provide water to the Gauteng region of South Africa and generate hydroelectricity for Lesotho. The project entails harnessing the waters of the Senqu-Orange River in the Lesotho highlands by constructing a series of dams for the mutual benefit of the two countries.

The Trans-Caledon Tunnel Authority, a state-owned entity in South Africa charged with financing and implementing bulk raw water infrastructure projects, will use the funds to construct the Polihali Dam and reservoir, a 38 kilometer-long water transfer tunnel, roads and bridges, telecommunications infrastructure, and to extend electricity and other development infrastructure to Lesotho. 

The new construction will complement facilities built during the project’s first phase.  The Lesotho Highland Development Authority will implement the part of the project that falls within Lesotho’s borders.

“The two governments’ partnership on this project around the shared water resources from the Orange-Senqu River Basin serves the interests of their mutual development agenda and also deepens regional integration,” said Dr. Beth Dunford, African Development Bank Vice President for Agriculture, Human and Social Development.

“The intervention will be the first major project to be financed by the Bank in the water sector in South Africa and it will complement the Bank’s current support in the energy and transport sector, diversify the Bank’s portfolio and consolidate the Bank’s strong partnership with the country,” she added.

Once completed, the project is expected to boost transfer capacity between Lesotho and South Africa to 1,260 million cubic meters/year, up from the current 780 million cubic meters/year, and enable additional generation of hydroelectric power in Lesotho. 

Expected project benefits include greater water security in South Africa’s Gauteng region and a boost to Lesotho’s socio-economic development due to infrastructure improvements and increased hydropower capacity. These developments are expected to positively impact 26 million people in South Africa and boost a region that accounts for 60% of the country’s economic output. 

In Lesotho, the project will benefit more than 85,000 people in the project area, and generate more than 6,000 jobs over the next six years. Lesotho’s economy will also receive a boost from the royalty payments it will receive for water transfers. The project, with a total cost of $2.171 billion, is also receiving financing $213.68 million in loans from the Shanghai-based New Development Bank. 

The South African government will contribute $1.871 billion as well as a loan guarantee. The project is being undertaken in phases. Phase one was completed in 2004 and was intended to supply water from Lesotho to South Africa. About 4.8 billion m³ of water had been transferred by 2007. Feasibility studies for phase two began in October 2005 and were completed in May 2008.

The second phase of the project has been approved by the Government of South Africa. Lesotho and South Africa signed an agreement in 2010 to undertake the project. To date, the African Development Bank Group’s active portfolio in South Africa comprises 23 operations with a total commitment of about $4.5 billion in financing.
