알마르 워터·압둘 라티프 자멜·악시오나 등 6개 기업 컨소시엄서 건설…45만㎥/일 식수 생산

모하마드 빈 나세르 왕세자 등이 참석한 가운데 1월 25일 준공 기념식 가져

사우디아라비아 남서부 지잔(Jizan)시에 위치한 하루 45만㎥의 식수 생산를 생산할 수 있는 ‘슈카이크 3단계 담수화 시설(Shuqaiq 3 desalination plant)’이 준공식을 갖고 본격 가동에 들어갔다.

사우디 수자원공사인 사우디 워터 파트너십 회사(Saudi Water Partnership Company ; SWPC)는 모하마드 빈 나세르(Mohammad Bin Nasser) 왕세자가 참석한 가운데 환경·물·농업부 후원으로 준공 기념식을 1월 25일 개최했다.

지잔시 상공회의소 홀에서 열린 이번 준공 기념식에는 압둘라흐만 알파델리(Abdulrahman Al-Fadhli) 환경·물·농업부 장관, 압둘라 알 압둘카림(Abdullah Al-Abdulkarim) 살린워터컨버션공사(Saline Water Conversion Corporation ; SWCC) 사장, 칼레드 알쿠레시(Khaled Alqureshi) 사우디 워터 파트너십 회사(SWPC) CEO, 알바로 이란조(Alvaro Iranzo) 사우디 주재 스페인 대사, 압둘 라티프 자멜(Abdul Latif Jamee)와 알마르 워터 솔루션스(Almar Water Solutions) 대표 등 컨소시엄 주요인사들이 참석했다.

‘슈카이크 3단계 담수화 플랜트’는 에너지 효율이 높은 순수 역삼투(RO) 기술을 사용하는 지역 최초의 대규모 플랜트로 연간 최대 150H㎥(기가리터)의 고품질 물을 공급해 400만 명에 이르는 아시르(Asir)주와 지잔(Jizan)주의 수요를 충족시킬 예정이다.

2천명 이상의 다학제팀(multidisciplinary team)이 ‘슈카이크 3단계 담수화 플랜트’ 건설에 참여하여 중요한 보건 및 안전 이정표를 달성했으며, 시간 손실 사고 없이 900만 시간 이상의 작업 시간을 수행했다.

모든 작업은 ‘코로나19(COVID-19)’ 예방을 위해 엄격한 작업 규칙에 따라 수행되었으며, 이로 인해 노동력을 보호하면서 작업을 가속화하기 위해 매우 까다로운 계획을 구현해야 했다.

물 부문에서 가장 복잡하고 혁신적이며 지속 가능한 플랜트 중 하나로 인정받은 ‘슈카이크 3단계 담수화 플랜트’는 2019년 9월 UAE 두바이에서 열린 ‘2019 중동 에너지 어워드(Middle East Energy Awards 2019)’에서 ‘올해의 유틸리티 프로젝트(Utilities Project of the Year)’로 선정되었다.

준공식 후, 알마르 워터 솔루션(Almar Water Solutions)의 카를로스 코신(Carlos Cosin) CEO는 “‘코로나19’의 도전은 우리를 시험에 들게 했고 프로젝트에 관련된 모든 사람들의 최고를 이끌어냈다. 그들 덕분에 오늘 ‘슈카이크 3단계 담수화 플랜트’는 이 지역에서 가장 야심 찬 프로젝트 중 하나이며 시민, 산업 및 농업에 식수 및 용수를 공급하여 수백만 명의 삶의 질을 향상시킬 것이라고 확신한다”라고 말했다.

‘슈카이크 3단계 담수화 플랜트’는 알마르 워터 솔루션을 비롯해 압둘 라티프 자멜 엔터프라이즈(Abdul Latif Jameel Enterprises), 악시오나(ACCIONA), 마루베니 주식회사(Marubeni Corporation), 라와피드 알다라 홀딩스(Rawafid Alhadarah Holding Co) 등이 결성한 컨소시엄이 6억 달러에 가까운 투자로 건설되었으며, 이 지역의 경제 및 산업 발전에 기여하는 18억 명 이상의 사람들에게 식수 및 용수를 공급한다.

The Shuqaiq 3 desalination plant in Saudi Arabia has been inaugurated

Jazan, Saudi Arabia - January 25, 2022.  The Shuqaiq 3 desalination plant, with a rated production capacity of 450,000 cubic meters per day and located in the province of Jizan, in southwestern Saudi Arabia, was inaugurated in a ceremony organized under the patronage of His Royal Highness Prince / Mohammad Bin Nasser and the Saudi Arabian Ministry of Environmental, Water and Agriculture.

The ceremony, held in the Chamber of Commerce Hall in Jazan City, was presided by HE Eng. Abdulrahman Al-Fadhli, Minister of Environmental, Water and Agriculture in the Kingdom of Saudi Arabia together with numerous authorities such as HE Eng. 

Abdullah Al-Abdulkarim, Governor of the Saline Water Conversion Corporation (SWCC) and HE Eng. Khaled Alqureshi, CEO of Saudi Water Partnership Company (SWPC). HE Alvaro Iranzo, Spanish Ambassador to Saudi Arabia also attended together with members of the Consortium, including representatives of Abdul Latif Jameel and Almar Water Solutions.

This is the region’s first large-scale plant that uses highly energy-efficient pure reverse osmosis technology, and it will supply up to 150 Hm3 (gigaliters) of high-quality water annually, meeting the demand in the Asir and Jizan provinces, which are home to nearly 4 million people.

A multidisciplinary team of more than 2,000 people participated in the plant’s construction, on completion marking an important health and safety milestone, with over 9 million man-hours without lost-time incidents. 

All work was carried out under rigorous work protocols within the context of COVID-19, which have made it necessary to implement very demanding plans to accelerate the work whilst protecting the workforce.

Recognized across the water sector as one of the most complex, innovative and sustainable plants in its class, in September 2019, Shuqaiq 3 was awarded the “Utilities Project of the Year” at the Middle East Energy Awards 2019 held in Dubai, UAE, consolidating its position as one of the region’s flagship projects.

After the ceremony, Carlos Cosin, CEO of Almar Water Solutions, commented: “We are very proud of how the construction of the Shuqaiq 3 desalination plant was carried out. The challenge of COVID-19 put us to the test and brought out the best of everyone involved in the project. Awarded to the consortium formed by Almar Water Solutions (through Abdul Latif Jameel Enterprises), ACCIONA, Marubeni Corporation and Rawafid Alhadarah Holding Co and with an investment of close to 600 million dollars, the Shuqaiq 3 plant will supply drinking water to more than 1.8 million people, while contributing to the economic and industrial development of the area.
