[해외보고서] 2021년 유럽 강에서  239개 댐 등 수중 장벽 제거

2020년 대비 137% 늘어…유럽 내 하천 복원 움직임과 관심이 커져

유럽 17개 나라서 노후 댐이나 쓸모 없는 수중 장벽 제거 활발

스페인은 13m 높이 댐 포함 수중 장벽 108개 제거…핀란드 최대 댐 철거하기도

유럽에서 강, 하천 등에 세워진 댐, 둑 등 장벽에 대한 제거작업이 확산되고 있다. 『Dam Removal Progress 2021』 보고서에 따르면, 2021년에 제거된 수중 장벽은 2020년 대비 137%가 늘었는데, 이는 유럽 내 하천 복원에 대한 움직임과 관심이 커지고 있음을 확인시켜준다. 

『Dam Removal Progress 2021』 보고서에 따르면, 2021년 유럽 17개국에서 최소한 239개의 댐이 제거된 것으로 집계되고 있다. 방벽의 76%가 저두댐(low-head dam)과 둑(weirs)이였지만, 전체의 24%가 2m 이상이었다.

특히, 스페인은 2021년에 철거된 가장 높은 댐(높이 13m)을 포함하여 강에서 108개의 구조물을 제거한 선두 국가다. 이베리아(Iberian) 국가는 점점 더 빠른 속도로 장벽을 제거하고 있으며, 노후된 댐의 해체를 시행하는 법의 중요성을 다시 한 번 보여준다.

포르투갈, 몬테네그로, 슬로바키아 등 3개국이 최초로 철거를 기록했으며, 핀란드에서는 작동하는 수력발전 댐이 철거되었다. 최소한 15만 개의 낡고 쓸모없고 목적도 없는 장벽이 유럽의 강을 막고 있다.

세계 물고기 이동 재단(World Fish Migration Foundation)의 허먼 와닝겐(Herman Wanningen) 이사는“유럽에서 댐 철거를 향한 변화의 시작 단계에 있다는 것이 분명하지만 이 주제는 여전히 많은 국가에서 매우 논란의 여지가 있는 것으로 보여진다”고 말했다.

와닝겐 이사는 특히 “댐 제거는 물고기로 가득 찬 자유롭게 흐르는 강을 복원하는 가장 효율적인 도구이다. 이 도구는 사용이 중단되거나 더 이상 경제적 기능이 없는 낡고 쓸모없는 장벽부터 시작하여 유럽의 모든 곳에서 구현되어야 한다”고 강조했다.

최소 2만5천km의 강을 자유롭게 흐르는 상태로 복원하는 것은 유럽 그린딜의 일부인 2030년 유럽연합 생물다양성 전략의 핵심 요소 중 하나로 플래그가 매겨져 있다.

120만 개의 엄청난 수의 장벽은 많은 경우에서 1세기 이상 동안 유럽의 강들을 파편화시켰다. 유럽에서 민물, 철새, 어류의 93%가 감소하기 위해서는 긴급한 조치와 이러한 장애물의 제거가 야생동물뿐만 아니라 우리 사회의 더 건강한 미래를 위해 필요하다.

‘Dam Removal Progress 2021’ 연례 보고서의 결과는 ‘세계 어류 이동의 날(World Fish Migration Day)’의 전 세계 축하와 함께 5월 19∼21일 포루투갈 리스본에서 열리는 ‘제7회 유럽 댐 제거 세미나(7th Dam Removal Europe seminar)’의 「연결된 강(Connected Rivers)」에서 발표된다.

이번 행사에서는 2021년의 가장 혁신적이고 영감을 주는 장벽 제거를 기념하는 공식 기념식과 함께 ‘댐 제거 유럽상( Dam Removal Europe Awards)’수상자를 공개한다.

■ 댐 제거 유럽(Dam Removal Europe) 소개

댐 제거 유럽(Dam Removal Europe)은 전반적인 야망은 자연적 또는 문화적 중요성이 높은 유럽의 강들을 복원하는 것이다. 현재, 유럽에는 오래된 댐과 보에 의해 파편화된 많은 강들이 있다. 이러한 장벽을 제거함으로써, 다시 한번 모두가 이익을 얻을 수 있도록 물고기로 가득 찬 건강한 강을 가질 수 있다.

Record number of dams removed from rivers in Europe in 2021

- At least 239 barriers were removed in 2021 by practitioners from 17 European countries. 

- Spain alone has removed more barriers (108) in 2021 than all the other European countries combined in 2020 (101).  

- An operating hydropower plant was shut down and its dam dismantled due to environmental benefits over energy production, leading to the biggest dam removal in Finland. 

An increase of 137% of barriers removed compared to the previous year confirms the growing movement and interest in restoring rivers in Europe. A freshly released report counts at least 239 dams removed in 17 European countries in 2021. 76% of the barriers were low-head dams and weirs, but 24% of the total were higher than 2 meters.

Spain is the leading country with 108 structures removed from its rivers, including the tallest dam taken out in 2021 (13 meters high). The Iberian country keeps removing barriers at an increasing pace, demonstrating once again the importance of a law that enforces the decommissioning of obsolete dams.  

Three countries (Portugal, Montenegro, and Slovakia) recorded their first ever removal and in Finland a functioning hydropower dam has been dismantled. At least 150000 old, obsolete, and purposeless barriers clog European rivers. It’s clear that we are just at the beginning of a shift towards dam removal, while the topic is still seen as very controversial in many countries. 

Herman Wanningen, Director of the World Fish Migration Foundation, said: “Dam removal is the most efficient tool to restore free-flowing rivers full of fish. This tool should be implemented everywhere in Europe, starting with the old and obsolete barriers that are out of use or have no economic function anymore."

Restoring at least 25000 km of rivers to a free-flowing state is flagged as one of the key elements of the European Union Biodiversity Strategy for 2030, which is part of the European Green Deal. 

The staggering number of 1.2 million barriers have fragmented European rivers for over a century in many cases (AMBER project). A decline of 93% of freshwater migratory fish in Europe (Living Planet Index) requires urgent measures and the removal of these obstacles it’s not only necessary for wildlife, but also for a healthier future of our societies.    

The outcomes of this annual report will be presented at the 7th Dam Removal Europe seminar “Connected Rivers”in Lisbon (May 19-21) which happens in conjunction with the world-wide celebrations of World Fish Migration Day.
