[필리핀] ADB, 동티모르 급수 공급망 개선 위해 1억2700만달러 대출 승인

수도 딜리에 정수장 2개·저수지 5개 건설 및 320km의 새로운 상수도망 구축

아시아개발은행(Asian Development Bank ; ADB)은 동티모르(Timor-Leste) 인구의 3분의 2가 거주하는 수도 딜리(Dili)에서 안전하고 신뢰할 수 있는 물을 제공하기 위해 1억2천700만 달러(약 1천773억 원)의 대출을 승인했다.

ADB의 수닐 미트라(Sunil Mitra) 동티모르 지사장은 “급격한 도시화와 딜리의 증가하는 인구는 도시의 수자원과 시설에 압력을 가하고 있다”라면서 “딜리 웨스트 상수도 공급사업(Dili West Water Supply Project)은 안전한 식수 전달을 위해 시의 상수도 네트워크 강화와 서비스 전달 개선, 규제 환경 개선 등에 도움이 될 것이다”라고 말했다.

딜리의 정수처리 및 공급 인프라는 설계 용량을 초과하여 운영되고 있다. 네트워크는 높은 수준의 누출에 노출되어 있으며, 기후 위험에 대한 노출 증가와 함께 간헐적인 급수 및 중단으로 인해 낮은 수준의 서비스를 제공하게 되었다.

이 시스템은 현재 딜리 인구의 30%에게 간헐적으로 비음용수를 공급하고 있다. 적절하고 신뢰할 수 있는 물 공급에 대한 증가하는 수요를 충족하려면 기후 복원력과 에너지 효율적인 인프라 업그레이드가 필요하다.

이 사업은 지하수, 지표수 등 다양한 공급원으로부터 식수를 공급받을 수 있도록 정수장 2개, 지하수 관정 13개, 저수지 5개, 320km의 새로운 상수도망 구축 등 기후회복 기반시설 개발을 지원한다. 이 프로젝트는 수도 딜리에 거주하고 있는 3만6천200가구와 상업 시설들에게 혜택을 주게 된다.

이 프로젝트는 또한 고객 서비스, 인적 자원, 장기 자본 투자 계획, 운영 및 유지 보수, 자산을 포함한 주요 기능을 지원하기 위해 사회적으로 포괄적인 수도서비스 운영 계획을 채택함으로써 국영 수도서비스 기관인 BTL(Bee Timor-Leste)의 운영을 향상시킬 계획이다. 

또한 이 사업은 정부의 국가수도위생관리공단(National Authority for Water and Sanitation)이 채택할 수 있는 수도서비스 규제 지침 개발을 지원할 예정이다. 이 지침은 수자원의 보호를 보장하고 BTL의 재정적 지속 가능성을 높일 수 있을 것으로 기대된다.

ADB Approves $127 Million in Loans to Improve Dili Water Supply Network

MANILA, PHILIPPINES (20 September 2022) - The Asian Development Bank has approved $127 million in loans to help Timor-Leste provide safe and reliable water in Dili, the capital city which is home to two-thirds of the country’s population.

“Rapid urbanization and a growing population in Dili are putting pressure on the city’s water resources and facilities,” said ADB Country Director for Timor-Leste Sunil Mitra. “The Dili West Water Supply Project will help strengthen the city’s water supply network, improve service delivery, and enhance the regulatory environment to deliver safe drinking water.”

Dili’s water treatment and supply infrastructure is operating beyond its design capacity. The network is subject to high levels of leakage, which coupled with increasing exposure to climate risks has resulted in low levels of service through intermittent water supply and disruptions. 

The system currently provides an intermittent supply of non-potable water to 30% of Dili’s population. To meet the growing demand for an adequate and reliable supply of water, climate-resilient and energy efficient infrastructure upgrades are required.

The project will support the development of climate-resilient infrastructure, including 2 water treatment plants, 13 groundwater holes, 5 service reservoirs, and 320 kilometers of new water network mains to deliver potable water from diversified sources such as groundwater and surface water. The project will benefit 36,200 households and commercial establishments in the capital city.

The project will also enhance the operations of state-owned water services utility Bee Timor-Leste (BTL) through the adoption of a gender-sensitive and socially inclusive water services operational plan to support key functions including customer service, human resources, long-term capital investment planning, operations and maintenance, and asset management.

In addition, the project will support the development of water services regulatory guidelines for adoption by the government’s National Authority for Water and Sanitation. The guidelines will ensure the protection of water resources and enhance the financial sustainability of BTL.
