[미국] EPA, 지하수 보호 및 탄소 격리 위한 프로그램 개발 지원

온실가스 배출량 저감 및 기후변화 완화 위해 「초당적인프라법」 통해 5천만달러 지원

 

미국 환경보호청(EPA)은 바이든 대통령의 「초당적인프라법」에서 주, 부족 및 영토가 지하 주입 통제(UIC) 클래스 VI 프로그램을 개발하고 구현하는 데 도움이 되는 5천만 달러의 교부금을 사용할 수 있다고 발표했다. 「안전한음용수법(Safe Drinking Water Act)」에 따라 Class VI 프로그램은 온실 가스 배출을 줄이고 기후 변화를 완화하기 위해 이산화탄소(CO2)의 지질 격리를 지원하면서 지하수 자원을 보호한다.

라디카 폭스(Radhika Fox) 수자원 부국장은 "EPA는 필수 지하수 자원을 보호하고 기후 위기에 대처하는 프로그램을 개발하기 위해 바이든 대통령의 「초당적인프라법」에서 주 및 부족 파트너에게 자금을 제공하게 되어 기쁘다"면서 "이 기금은 EPA가 모든 사람이 깨끗하고 안전한 물을 사용할 수 있도록 협력하는 여러 방법 중 하나를 보여준다"고 말했다.

EPA는 기존 우선 순위 프로그램을 구현하고 클래스 VI 프로그램에 대한 기본 집행 및 허가 책임(우선 순위)을 추구하기 위한 주, 부족 및 영토의 노력을 지원한다. EPA는 이 새로운 기금에 대한 관심을 표시하는 의향서를 제출하도록 주, 부족 및 영토를 초대하고 있으며 이해 당사자는 2023년 3월 20일까지 서신을 제출해야 합니다. 제출물을 받은 후 EPA는 자금 할당을 결정하고 일회성 배포로 전체 5천만 달러를 수여한다.

기금을 받는 조건으로 새로운 6등급 UIC 보조금 프로그램 신청자는 환경 정의 및 형평성 고려 사항이 6등급 UIC 우선권 프로그램에 통합되는 방법을 입증해야 한다. Primacy 프로그램 공약에는 잠재적인 환경 정의 문제가 있는 커뮤니티 식별, 대중 참여 강화, 적절한 범위의 환경 정의 평가, 허가 프로세스 전반에 걸친 투명성 강화 및 허가 조치와 관련된 부작용 최소화가 포함될 수 있다.

EPA Announces Availability of $50 Million to Support States and Tribes Developing Programs for Carbon Sequestration and Groundwater Protection

Grants funded by President Biden’s Bipartisan Infrastructure Law to support efforts to reduce greenhouse gas emissions and mitigate climate change

 

Today, the U.S. Environmental Protection Agency (EPA) announced the availability of $50 million in grant funding from President Biden’s Bipartisan Infrastructure Law to help states, Tribes and territories develop and implement Underground Injection Control (UIC) Class VI programs. Under the Safe Drinking Water Act, Class VI programs ensure that groundwater resources are protected while supporting geologic sequestration of carbon dioxide (CO2) to reduce greenhouse gas emissions and mitigate climate change.

“EPA is excited to provide funding from President Biden’s Bipartisan Infrastructure Law to our state and Tribal partners to develop programs that protect our essential groundwater resources and combat the climate crisis,” said EPA Assistant Administrator for Water Radhika Fox. “This funding demonstrates just one of the many ways EPA is working collaboratively to ensure that all people have clean and safe water.”

EPA supports efforts by states, Tribes, and territories to implement existing primacy programs and seek primary enforcement and permitting responsibility (primacy) for Class VI programs. EPA is inviting states, Tribes and territories to submit letters of intent to indicate their interest in this new funding, and interested parties have until March 20, 2023 to submit their letters. After receiving submissions, EPA will determine funding allocations and award the full $50 million in a one-time distribution.

As a condition of receiving funding, applicants to the new Class VI UIC grant program must demonstrate how environmental justice and equity considerations will be incorporated into their Class VI UIC primacy programs. Primacy program commitments may include identifying communities with potential environmental justice concerns, enhancing public involvement, appropriately scoped environmental justice assessments, enhancing transparency throughout the permitting process and minimizing adverse effects associated with permitting actions.
