[미국] IWA·WHO, 안전한 식수 위한 '물안전 계획 매뉴얼' 2판 발간

국제물협회(IWA)와 세계보건기구(WHO)는 WHO의 식수 수질 가이드라인에 따라 수질안전 계획 수립과 이행을 위한 실질적인 지침을 제공하는 '물안전계획 매뉴얼' 2판을 발간했다고 밝혔다.

IWA와 WHO는 물안전 계획 매뉴얼' 발간을 기념해 온라인 웹 세미나를 통해 공동 주최해 전 세계 전문가와 이해관계자들이 한자리에 모여 물 안전 계획의 중요성과 10년 이상의 실질적인 이행 경험을 논의했다.

이번 매뉴얼은 공공 보건, 규제 및 식수 수질 감시를 담당하는 정부 기관과 비정부 및 정부 간 조직을 포함하여 물 안전 계획 프로그램을 지원하는 물 공급업체 및 조직을 대상으로 한다.

저소득층부터 고소득층까지 광범위한 사례와 사례 연구를 제공하며, 독자들이 다양한 맥락에서 지침을 적용할 수 있도록 전 세계의 실제 과제에 대한 실질적인 해결책을 강조한다.

이 매뉴얼은 위험 평가, 위험 관리 및 위험 커뮤니케이션을 포함하여 물 안전 계획의 다양한 측면을 다루고 있습니다. 또한 모니터링 프로그램 개발, 비상 계획 및 수상 안전 계획 문서화에 대한 지침을 제공한다. 매뉴얼 2판에는 기후 변화, 형평성 및 복원력과 같은 물 부문의 새로운 과제를 해결하기 위한 업데이트와 새로운 지침이 포함되어 있다.

칼라 바이라바무티(Kala Vairavamoorthy) 국제물협회 전무이사는 "IWA는 다양한 맥락에서 물 안전 계획의 개발과 이행을 지원하기 위한 실질적인 지침과 사례 연구를 제공하는 업데이트된 물 안전 계획 매뉴얼을 발표하게 되어 기쁘다"면서 "이번 매뉴얼 2판은 전 세계 물 공급업체와 조직에 중요한 자원이다. 형평성과 기후 고려 사항이 통합되어 모두에게 보다 탄력적인 식수 공급을 보장했다"고 말했다.

"물 안전 계획은 WHO의 식수 수질 지침의 중심 권장 사항이며, SDG 6.1 달성에 대한 진전을 가속화함에 따라, 이번 2판은 실무자들이 모든 사용자의 건강을 보호하기 위해 더 탄력적이고 안전한 식수 서비스를 제공할 수 있도록 더 잘 지원할 것입니다."라고 WHO의 브루스 고든이 덧붙였습니다.

New Water Safety Plan Manual Released, Providing Practical Guidance for Safe Drinking Water

 

The International Water Association (IWA) and the World Health Organization (WHO) have released the second edition of the Water Safety Plan Manual, which offers practical guidance for the development and implementation of water safety planning in accordance with WHO guidelines for drinking water quality.

The launch of the Water Safety Plan Manual, 2nd Edition was marked through an online webinar co-hosted by IWA and WHO, bringing together experts and stakeholders from around the globe to discuss the importance of water safety planning and the experience gained with more than 10 years of practical implementation.

The manual is intended for water suppliers and organisations supporting water safety planning programmes, including government agencies responsible for public health, regulation, and surveillance of drinking water quality, as well as non-governmental and intergovernmental organizations.

It provides a broad range of examples and case studies from low- through to high-income settings, highlighting practical solutions to real-world challenges from around the globe to help readers apply the guidance in diverse contexts.

The manual covers various aspects of water safety planning, including risk assessment, risk management, and risk communication. It also provides guidance on the development of monitoring programmes, contingency planning, and documentation of water safety plans. The second edition of the manual includes updates and new guidance to address emerging challenges in the water sector, such as climate change, equity, and resilience.

“We are excited to release this updated Water Safety Plan Manual, which provides practical guidance and case studies to support the development and implementation of water safety planning in diverse contexts,” said Dr Kala Vairavamoorthy, Executive Director of the International Water Association. He added: “This updated edition is an important resource for water suppliers and organisations worldwide. Equity and climate considerations have been integrated to help ensure more resilient drinking water supply for all.”

“Water safety planning is a central recommendation of WHO’s Guidelines for Drinking-Water Quality, and as we accelerate progress on achieving SDG 6.1, this second edition will better support practitioners to provide more resilient and safer drinking water services to safeguard the health of all users” added Bruce Gordon, WHO, Switzerland.
