[라오스] 쿠보타, 루앙프라방시 상수도 확장 프로젝트 수주

쿠보타 건설(Kubota Construction Co., Ltd.)이 라오스 북부에 있는 루앙프라방주의 주도, 루앙프라방시(Luang Prabang City)의 상수도 시스템 확장 프로젝트를 수주했다고 지난 11월 24일 밝혔다.

라오스 정부가 2030년까지 전국 상수도 보급률을 90%까지 늘리는 것을 목표로 수도사업을 추진하는 가운데, 루앙프라방시는 상수도 보급 목표는 달성(2017년 기준 90.2%)했지만, 도심의 수도관망 및 파이프라인 노후화로 인한 누수 등으로 적절한 수질 공급에 어려움을 겪고 있다. 또한 지역 상수도를 공급하는 남칸(Nam Khan) 정수장이 용량 부족에 이르러 물의 탁도가 높은 실정이다.

게다가 세계문화유산으로 등록된 루앙프라방시는 2017년 기준 매년 약 65만 명의 관광객이 몰려드는 관광지로 물수요가 점차 증가할 것으로 예상되고 있다. 따라서 지속가능하고 안정적인 안전한 물공급을 확보하는 것이 시급한 과제로 떠올랐다.

쿠보타 건설에 따르면, 이번 루앙프라방시 상수도 시스템 확장 프로젝트에는 기존 남칸 정수장의 보수·개선, 배수지 건설, 도시 배수관 확충 등 사업이 포함되어 있다. 이를 통해 지역 상수도 보급률을 2017년 90.2%에서 2025년까지 96.2%로 향상시키고, 급수인구 또한 5만9천 명에서 7만1천 명으로 늘리는 것이 목표다.

쿠보타 건설 관계자는 “라오스 및 아시아 여러 지역의 상수도 건설에 다년간 축적된 기술과 노하우를 갖고 있어 이번 루앙프라방시 상수도 사업을 차질 없이 수행할 것으로 예상된다”라면서 “이번 프로젝트는 수량을 안정화하고 수압을 향상시켜 도시의 물공급 능력을 높이고 지속가능한 도시환경 개발에 기여할 것이다”고 말했다.

한편, 이번 프로젝트는 지난 2019년 10월 일본과 라오스 정부가 합의한 공적개발원조(ODA) 사업의 하나다. ODA 보조금은 경제 및 사회 발전에 필요한 시설 및 기타 활동의 개발을 지원하기 위해 개발 도상국에 자금을 제공하는 재정지원의 한 형태다.

Kubota Wins Order for Luang Prabang City Water Supply System Expansion Project in Laos

Kubota Construction Co., Ltd., (a wholly owned subsidiary of Kubota Corporation; Head Office: Naniwa-ku, Osaka City, President: Noriyuki Arakawa, hereinafter, “Company”) is pleased to announce that it has been awarded a contract for the Project for the Expansion of Water Supply System in Luang Prabang City, the main capital city in the northern part of the Lao People’s Democratic Republic.

This project is part of the ODA Grant* signed by the Japanese and Lao governments in October 2019.

Making maximal use of technology and know-how acquired over many years in the construction of water supply systems in Laos and other parts of Asia, the Company will help to improve the water supply capacity of Luang Prabang City.

* ODA Grants are a form of financial assistance whereby funds are provided to a developing country to support development of facilities and other activities necessary for economic and social development. "

Background and Objectives

- The Lao government has set a goal of increasing water supply coverage to 90% in the central areas of cities nationwide by 2030.

- Luang Prabang City currently meets that water supply coverage target but the city faces problems in supplying adequate water quality due to leakage and insufficient water pressure resulting from aging of reticulation reservoirs and pipelines in the city center, as well as high-turbidity water caused by inadequate capacity of the Nam Khan Water Treatment Plant, which is responsible for supplying water in the area.

- The city, which is registered as a World Heritage Site, attracts some 650,000 tourists annually (as at 2017) and is expecting water demand to increase. Thus, it is imperative to secure a sustainable and stable supply of safe water.

- This project will include rehabilitation and improvement of the existing Nam Khan Water Treatment Plant, construction of a water distribution reservoir, and expansion of the city's water distribution pipelines, thereby increasing water supply coverage from 90.2% (as at 2017) to 96.2% (by 2025), with the population served by piped water expanding from approx.. 59,000 (2017) to some 71,000 people (2025). The project will contribute to development of a sustainable urban environment in the city by improving the water supply capacity through stabilization of water volume, and enhanced water quality and pressure.
