[이집트] 메티토, 우즈벡 최초 PPP 하수처리 프로젝트 수주

남안간 지역에 7.5km의 하수관·10만㎥/일 하수처리장 건설 

이집트의 세계적인 물 및 대체에너지 관리 솔루션 선도업체인 메티토(Metito)는 우즈베키스탄 남안간구(Namangan District)에 7.5km의 하수관 건설과 함께 하루 10만㎥의 하수처리장 설계, 건설, 자금 조달, 운영 및 유지관리를 수주했다. 

총 공사 규모가 1억 달러인 이 프로젝트는 우즈베키스탄 정부의 전폭적인 지원으로 주택 및 지방 서비스부(Ministry of Housing and Communal Service)가 수행하는 민간 투자 및 프로젝트 파이낸싱으로 국가의 민관 협력(PPP)법에 따라 시행되는 최초의 하수 프로젝트이다. 

넓은 사막 평원과 건조한 기후 지역인 우즈베키스탄은 물 부족 국가로 간주된다. 남안간(Namangan) 지역은 시르다리야(Syr Darya) 강의 우안에 위치하고 있다. 기후변화로 인해 하천 유량이 감소하고 물 스트레스가 발생하여 물 공급과 수요 간의 격차가 커지고 있다.

우즈베키스탄에서 메티토(Metito)의 첫 번째 민-관협력(PPP ; Public-Private Partnership) 프로젝트이자 독립국가연합(CIS ; Commonwealth of Independent States) 지역에서 두 번째 PPP 프로젝트를 기록하는 이 프로젝트는 수도 타슈켄트에서 295km 떨어진 남안간 지역의 상수도 및 하수 인프라 재건 및 확장에 기여할 예정이다. 이것은 안전한 물에 대한 접근을 개선하고 보다 지속가능한 공동체를 만들 계획이다.

메티토는 프로젝트의 첫 2년 동안은 엔지니어링, 조달 및 건설을 책임지고 완료 후 23년 동안은 운영 및 유지 보수를 담당하게 된다.

이에 대해 메티토(Metito)의 라미 간두르(Rami Ghandour) 전무이사는 “물은 삶의 거의 모든 측면에 영향을 미치며, 안정적이고 지속 가능한 깨끗한 물 공급을 보장하는 것은 경제의 지속 가능한 발전을 위해 필수적이다. 남안간 하수처리장 PPP는 예산 제약과 정부 예산 지출에 대한 다른 우선순위가 있는 곳에서 증가하는 물 수요를 해결할 수 있는 자본 집약적인 대형 인프라 프로젝트의 자금 조달에 훨씬 더 과감한 접근 방식을 취할 수 있는 길을 개척하고 있다”라고 말했다.

라미 간두르(Rami Ghandour) 전무이사는 이어 “우리는 최신 기술을 통합하는 것과 함께 우리의 고부가가치 엔지니어링 능력인 물 PPP에 대한 글로벌 및 확장된 경험을 통해 우즈베키스탄 및 더 넓은 CIS 지역의 미래 물 프로젝트에 대한 새로운 벤치마크를 마련할 수 있을 것으로 확신한다”라고 덧붙였다.

남안간 하수처리장 PPP는 특히 자본집약적인 라이프라인 인프라 프로젝트(lifeline infrastructure project)에 대한 외국인 직접투자를 장려함으로써 우즈베키스탄 지역사회에 큰 영향을 미칠 예정이다. 이 사업은 상·하수도 시스템의 사업화와 관리를 민간사업자에게 이전하는 것을 목적으로 하는 대규모 물관리 전략의 일환이다.

수도·공급·위생 기반시설 개발을 지원하기 위해 대통령령으로 두 차례 발령된 바 있으며, 대통령령에 따라 이 분야에서 개발된 것은 남한안 하수처리장 PPP 사업이 처음이다.

아시아개발은행(ADB ; Asian Development Bank)이 23개 외국 기업과 함께 운영하는 2단계 공개 국제입찰에 이어 메티토가 남안간 PPP 프로젝트 낙찰자로 공식 발표됐다. 이번 발표는 우즈베키스탄 주택공동서비스부 주최로 주택공동서비스부, 재무부, PPP 개발청, 아시아개발은행 등 관계자들을 비롯해 메티토 관계자 등이 참석한 가운데 이루어졌다.

메티토(Metito)가 자문한 팀에는 시너지 컨설팅(재무고문), KPMG(세무고문), 호건 로벨스(법률고문) 등이 포함되어 있다.

Metito awarded the First Public-Private Partnership Wastewater Treatment Project in the Republic of Uzbekistan

Metito has been awarded the first public-private partnership (PPP) wastewater treatment project under design, build, finance, operation, and maintenance in the Republic of Uzbekistan

Metito, the leading global provider of water and alternative energy management solutions, has been awarded the design, build, finance, operation, and maintenance of a 100,000 m3/day wastewater treatment plant, along with the construction of a new 7.5km effluent discharge pipeline in the Namangan District of the Republic of Uzbekistan. 

The project worth USD 100 million, is the first wastewater project to be implemented under the country’s Public-Private Partnership (PPP) Law with private investment and project financing undertaken by the Ministry of Housing and Communal Services with the full support of the Government of Uzbekistan.

Dominated by large desert plains and an arid climate, Uzbekistan is considered a water-scarce country. Namangan is located on the right bank of the Syr Darya River. Due to climate change, there has been lower river flows and water stress causing a growing gap between water supply and demand. 

The project, which marks Metito’s first PPP project in Uzbekistan and second in the Commonwealth of Independent States (CIS) region, will contribute towards rehabilitating and expanding the water and wastewater infrastructure in the Namangan region, located 295km from the capital city, Tashkent. This will improve access to safe water and create a more sustainable community. 

Metito will be responsible for the engineering, procurement, and construction of the project for the first 2 years as well as its operation and maintenance for 23 years after completion.

Commenting on this, Rami Ghandour, Metito Managing Director, said: ” Water impacts almost every facet of life, and ensuring a stable and sustainable clean water supply is vital to the sustainable development of any economy. The Namangan Wastewater Treatment Plant PPP braves the path of taking a much bolder approach to financing capital-intensive large infrastructural projects able to address growing water needs where there are budget constraints and other priorities for government budgetary spending.”

“We are confident that our global and extended experience in water PPPs, our high-value engineering capabilities along with integrating the latest technologies, will enable us to set a new benchmark for future water projects in Uzbekistan and the wider CIS region.”

The Namangan Wastewater Treatment Plant PPP is set to have a huge impact on the Uzbekistan community particularly through encouraging more foreign direct investments into capital-intensive, lifeline infrastructure projects. The project is part of a large-scale water management strategy that is aimed at the corporatization and the transfer of management of water supply and sewerage systems to private operators.  

Two presidential decrees have been issued to support the development of Water, Supply, and Sanitation infrastructure on a PPP basis and the Namangan Wastewater Treatment Plant PPP project is the first to be developed in this sector pursuant to those Presidential Decrees.

Following a two-staged open international tender run by Asian Development Bank with 23 foreign companies, Metito was officially announced as the winning bidder of the Namangan PPP project. The announcement was made at an award ceremony hosted by the Ministry of Housing and Communal Services in the Republic of Uzbekistan, and which was attended by members of the Ministry of Housing and Communal Services, the Ministry of Finance, and their PPP Development Agency, Asian Development Bank, as well as representatives from Metito.

Metito’s team of advisory included Synergy Consulting (Financial Advisor), KPMG (Tax Advisor), Hogan Lovells (Legal Advisor).
