[인도] 수에즈, 뭄바이 하수처리장 건설 7억 파운드에 계약

뭄바이시 500MLD 처리용량의 월리하수처리장 건설 DBO 계약 체결

수에즈, 인도 역사상 최대 규모…향후 20년간 설계·건설·운영·유지보수

인도 뭄바이(Mumbai)시의 음용 및 도시하수 관리를 담당하는 공기업인 그레이터 뭄바이도시공사(MCGM ; Municipal Corporation of Greater Mumbai)는 수에즈(Suez)와 시 250만 명의 주민들이 배출하는 하수처리를 위해 500MLD 용량의 하수처리 시설을 설계, 건설 및 운영(DBO ; design, build and operate)하기 위해 7억 유로(약 9천890억 원)의 계약을 체결했다.

가치면에서 가장 중요한 이번 계약은 수에즈가 인도에서 획득한 것 중 가장 중요하며 가장 유망한 주요 국제시장 중 하나에서 회사의 입지를 강화한 것이다.

뭄바이시에서 처음으로 처리된 하수는 인도 국립녹색재판소(National Green Tribunal)가 수역 내 하수처리에 대해 규정한 가장 엄격한 품질 기준을 준수해야 한다.

바이오 고형물(Biosolid)은 안전한 토지 처리를 위해 미국 환경 보호국(EPA) A등급의 바이오 고형물 분류를 준수해야 하며, 처리된 하수의 최대 50%는 음용이 아닌 재사용을 위해 추가로 처리되어야 한다.

혁신적인 프로세스 및 플랜트 설계와 결합된 수에즈의 최첨단 기술은 이 모든 것을 제공하면서 일반적으로 필요한 것보다 50% 적은 가용 공간을 사용하고 새로운 현대 시스템이 온라인 상태가 될 때까지 기존 시설을 계속 운영할 계획이다.

이 프로젝트에는 수에즈의 최첨단 하수처리 기술인 DENSADG 고속정화기, ULTRAFOR 멤브레인 바이오반응기(MBR), Drainis GDE 기계 슬러지 증점제, DIGELIS BH 증가 슬러지 기술 및 AZURAIR 악취 제어 장치 등이 포함되어 있다.

소화조에서 생산된 바이오가스는 연간 최대 39GWh의 녹색 전기에너지를 현장 생산하는데 사용되어 발전소는 최대 75%의 에너지를 자급자족할 수 있으며, 인도 수에즈에서 가장 작은 탄소 발자국 하수처리 시설 중 하나이다. 아라비아해에서 처리된 하수의 무염소 배출은 수생 및 해양 생태계를 보호할 수 있다.

계약기간은 총 20년으로 설계 및 건설 5년, 시설 운영 및 유지보수 15년으로 구성됐다.

수에즈(Suez)의 사브리나 수산(Sabrina Soussan) 회장 겸 CEO는 “그레이터 뭄바이도시공사(MCGM)와 수에즈 사이의 오랜 파트너십은 40년에 걸쳐 지속되고 있다”라면서 “그것은 수도 서비스에 대한 접근과 생태학적 전환에 대한 공동의 약속에 달려 있다”고 말했다. 

사브리나 수산 회장은 특히 “월리(WORLI) 하수처리 시설에 대한 계약은 MCGM이 엄격한 법적 기준을 충족하며 첨단 처리 솔루션을 제공할 수 있는 수에즈의 능력에 대한 신뢰의 표시로, 이번 계약은 내가 발표한 새로운 전략 로드맵의 핵심인 다양하고 지리적으로 균형 잡힌 사업을 향한 우리의 진전을 보여준다”고 강조했다.

SUEZ wins the largest contract in its history in India

 

Municipal Corporation of Greater Mumbai (MCGM), the public utility board in charge of potable and municipal wastewater management for the city of Mumbai, has awarded Suez a contract for an amount of 700 million euros to design, build and operate (DBO) 500 MLD capacity Wastewater Treatment Facility at Worli, Mumbai, to serve a population equivalent of 2.5 million. 

This contract award, the most important in terms of value SUEZ has ever won in India, strengthens the company’s position in one of its main and most promising international markets.

For the first time in the city of Mumbai, the treated effluent shall comply with the most stringent quality standards mandated by the National Green Tribunal of India for effluent disposal in water bodies. 

Biosolids shall comply with U.S. Environmental Protection Agency (USEPA) class-A biosolids classification for safe land disposal, and up to 50% of the treated effluent shall be further treated for non-potable reuse.

SUEZ’s state-of-the art technologies combined with innovative process and plant design shall deliver all this while using 50% less available space than normally required, and keeping operational the existing facility, until the new modern systems come online.

The project features several of SUEZ’s in-house wastewater most advanced technologies - DENSADEG high-rate clarifier, ULTRAFOR membrane bio-reactor (MBR), Drainis GDE mechanical sludge thickener, DIGELIS BH boosted digestion of sludge technology, and AZURAIR odour control unit. 

The biogas produced in digestors will be used for on-site production of up to 39 GWh per year of green electric energy, making the plant up to 75% energy self-sufficient, and one of the smallest carbon footprint wastewater treatment facilities of SUEZ in India. Chlorine-free discharge of treated effluent in the Arabian Sea will further safeguard the aquatic & marine ecology

The total duration of the contract is 20 years, comprising of 5-year period for design and build, followed by a 15-year period for facility operations and maintenance.
