Spanish water management for more than eight million Saudis


 

The state entity NWC (National Water Company) has just awarded a Spanish-Saudi consortium led by Aqualia the management of water and sanitation in a region equivalent to three quarters of Spain


The so-called North Cluster, whose water services will be managed by the consortium for a period of 7 years, brings together four regions of northern Saudi Arabia and houses a population of more than three million people


The North Cluster is one of the 6 regional administrative units of Arabia in which the National Water Company, client of the contract, has divided the country to move towards a more efficient management


Of these six divisions, Aqualia has been awarded two of them with a total of 8 million inhabitants served, adding the North Cluster to the management of the South Cluster, in the provinces of Asir, Baha, Najran and Jazan, whose contract it signed at the beginning of the year


The consortium led by Aqualia (51%), and which also involves the Saudi service companies Tawzea (39%) and HAACO (10%), has just signed the contract for the management, operation and maintenance (MOM) of the integral water cycle in the Saudi regions of Qassim, Hail, Al-Jouf and Northern Border of the north of the kingdom.


Aqualia is the leader of the consortium officially as established in the rules of the public tender. The so-called North Cluster, which brings together these four regions of northern Arabia and has a population of more than three million people in an area equivalent to three quarters of Spain (380,000 km2), is one of the 6 Clusters, territories of Arabia in which the state entity NWC (National Water Company), The contract's client has divided the country to move towards improved management of water supply and sanitation services.


The ultimate goal of this program of the government of the Kingdom of Saudi Arabia is to encourage the participation of the private sector in the management of the country's water and sanitation and the widespread improvement of efficiency.


With this north cluster contract, executed by a multidisciplinary team of experts from the consortium companies, the management will be optimized and the social, environmental and economic sustainability of the integral water cycle of the immense northern Saudi region will be pursued.


The contract includes the management of, among other assets, 92 water treatment plants, 657 reservoirs, 664 catchment wells, 150 drinking water pumping stations, 67 cistern filling stations, 18,000 kilometers of main pipes, 14 wastewater treatment plants and 7,000 kilometers of sewerage networks.


Saudi privatization program


Within the Saudi Vision 2030 plan, which seeks the modernization and sustainable development of the country, the Ministry of Environment, Water and Agriculture (MEWA) has developed a National Water Strategy (NWS 2030) that addresses the main challenges of the sector through policies and institutional reform initiatives. As a result of this process, the National Water Company (NWC) was authorized to implement an integrated private sector attraction program in order to improve service efficiency.


The program aims to carry out a restructuring of the national water system in six regional distribution entities (cluster). For the development of this process there are specialized private companies. This institutional and legal reform in the country aims to achieve the financial sustainability of the water sector, and will be developed in two phases:


Phase 1: Implementation of Management, Operation and Maintenance contracts (MOM Contracts) in each cluster of 7 years duration.


Phase 2: Implementation of long-term concession contracts in each cluster.


The six administrative/geographical areas that are identified with the clusters are as follows: Cluster East (eastern region of the country); West Cluster (Mecca region); Northern Cluster (Qassim, Hail, Al-Jouf and northern border regions); Northwest Cluster (Medina and Tabuk regions); Central Cluster (Central Area of the country); and South Cluster (regions of Asir, Baha, Najran and Jazan), whose management was awarded Aqualia at the beginning of the year and is currently in the execution phase.


Between the two contracts awarded to Aqualia, Cluster Sur and Cluster Norte, the company will manage the water of more than 8 million people and an area greater than that of Spain.


The management of the water cycle of the other 4 administrative divisions has been awarded to consortia led by the French Suez, Saur and Veolia.


Aqualia, a benchmark in water management in Saudi Arabia


Aqualia has been working in the Middle East since 2011. In Riyadh, the capital of Saudi Arabia, he developed for five years an important project to optimize the city's water supply network allowing to offer a better service to more than 3 million inhabitants.


In this same country, Aqualia also currently carries out the administration of the services affected by the works of the capital metro (also implemented by the FCC group) and has operated and maintained the Hadda and Arana wastewater treatment plants in the city of Mecca.


At the beginning of 2020, Aqualia acquired from the Saudi group Haji Abdullah Alireza 51% of the company HAAISCO (Haji Abdullah Alireza Integrated Services Ltd) in charge of the operation and maintenance of several desalination plants in Arabia. 


Among them is the plant of the King Abdulaziz International Airport, in Jeddah, a concession of the company Qatarat, of which Aqualia also acquired 51% in the same operation.


With these acquisitions, an alliance was initiated that in a short time produced relevant successes such as the award in 2021 in Jizan (southwest of the Kingdom) of the water supply to one of the main industrial complexes of Saudi Arabia.


In the same way, Aqualia operates and maintains, through HAAISCO, two other desalination plants in Saudi Arabia.


Aqualia, among the world leaders in water management


Aqualia is the water management company owned by the citizen services group FCC (51%) and the Australian ethical fund IFM Investors (49%). The company is the fourth water company in Europe by population served and the ninth in the world, according to the latest Global Water Intelligence ranking (March 2021).


It currently serves 45 million users in 17 countries: Algeria, Saudi Arabia, Colombia, Chile, Ecuador, Egypt, United Arab Emirates, Spain, France, Italy, Mexico, Oman, Portugal, Qatar, Czech Republic, Romania and Georgia.
