[사우디] 아크와파워 컨소시엄, 홍해 프로젝트 재무 마감
SPIC 황허수력발전과 사우디 타브리드 등 참여
연말까지 프로젝트 1단계 완료 목표

아크와파워(ACWA Power)가 주도하고 SPIC 황허수력발전(SPIC Huanghe Hydropower Development Company)과 사우디 타브리드(Saudi Tabreed Cooling Company)가 참여한 컨소시엄이 홍해 다중 유틸리티 프로젝트의 미화 13억2천만 달러 규모 우선순위 부채 시설에 대한 재무 마감(financial close)을 했다고 밝혔다. 앞서 아크와파워는 홍해개발회사(Red Sea Development Company, 이하 TRSDC)로부터 개발 프로젝트 수행사로 선정됐다.

홍해 프로젝트는 사우디 서부 움루즈(Imluj)와 알 와즈흐(Al-Wajh) 사이 홍해에 위치한 22개 섬에 총 면적 2만8천㎢에 달하는 관광단지를 조성하는 사업으로, DBOT(Design, Build, Operate and Transfer) 방식의 사업이다.

올해 말 완료를 목표로 추진되는 프로젝트 1단계의 주요 내용은 호텔, 국제공항 및 기타 기반시설에 재생가능한 전력을 제공하고, 음용수를 생산하며, 자체 하·폐수 처리 및 고형 폐기물 처리를 제공하는 것이다.

이에 따라 아크와파워는 재생가능에너지만으로 전력 및 물 생산, 하·폐수 처리 등을 추진하고 있다.

아크와파워는 이를 위해 배터리 에너지 저장 시스템(BESS) 발전소를 활용하는 저장 시스템이 장착된 340MW짜리 태양광 발전소를 구축하고 있으며, 하루 총 32,500입방미터의 용량을 지닌 해수 역삼투압(SWRO) 플랜트 3개소를 건설하고 있다.

그는 이어 “이번 프로젝트에서 재무 마감을 달성하게 된 것을 기쁘게 생각한다. 중요한 것은 다양한 대출기관의 약속이 이 거래의 비전과 구조의 강점을 입증한다는 것이다. 무엇보다 금융 시장이 아크와파워의 실적과 민관 파트너십 프레임워크 내에서 대규모 프로젝트를 제공하는 데 있어 전문성과 능력을 갖고 있다는 신뢰를 뒷받침한다”고 말했다.

ACWA POWER LED CONSORTIUM ACHIEVES FINANCIAL CLOSE FOR THE US$1.59 BILLION RED SEA PROJECT

Consortium of Saudi and international banks to support the development of the world’s most ambitious regenerative tourism project
Phase 1 of Project set to open by the end of 2022

Riyadh, Kingdom of Saudi Arabia, 23 Feb, 2022: A consortium led by ACWA Power, and composed of SPIC Huanghe Hydropower Development Company and Saudi Tabreed Cooling Company, has achieved financial close for the US$1.302 billion senior debt facilities for the Red Sea multi-utilities project. ACWA Power had been appointed by The Red Sea Development Company (TRSDC) to design, build, operate and transfer The Red Sea Project’s utilities infrastructure and relies entirely on renewable energy for power generation, water production, wastewater treatment and district cooling.

TRSDC - the developer behind the world’s most ambitious regenerative tourism project, is the procurer of the project - where all the utilities are being procured under a single offtake arrangement, unique for a contract of this kind. The project includes the provision of renewable power, potable water, wastewater treatment district cooling and solid waste treatment for 16 hotels, an international airport and infrastructure that make up phase one of The Red Sea Project in Saudi Arabia.

The energy requirements for the development will be generated on a sustainable, fully dispatchable basis by a 340MW solar photovoltaic plant with an associated storage system utilising a battery energy storage system (BESS) plant for captive use, which at a design capacity of c. 1.200 GWh will, upon deployment, be one of the world’s largest utility-scale BESS systems. The system is currently sized to meet the initial demand of TRSDC, with the ability to expand in line with the development. The energy system has been designed to allow the development to remain completely off-grid and powered by renewables, with phase 1 expected to launch at the end of this year.

The scope of the project also includes construction of three seawater reverse osmosis (SWRO) plants totaling a capacity of 32,500 cubic meters per day at the project, designed to provide clean drinking water, a waste management centre and an innovative sewage treatment plant (STP) that will allow waste to be managed in a way that enhances the environment, by creating new wetland habitats and supplementing irrigation water for the TRSDC landscape nursery.
