[사우디] 악시오나, 3개 하수처리장 건설 위해 4억8천만달러 녹색금융 조달

사우디 타우제아·타마수크사와 함께 마디나3·부라이다2·타부크 2단계 독립하수처리장(ISTP) 건설 계약

수자원 및 신재생에너지, 지속 가능한 기반시설 개발의 선두기업인 스페인의 악시오나(ACCIONA)는 현지 파트너인 타우제아(Tawzea) 및 타마수크(Tamasuk)와 함께 사우디아라비아의 3개 독립 하수처리장(ISTP ;  independent sewage treatment plants)에 대해 총 4억8천만 달러에 달하는 녹색 대출을 마감했다.

이 새로운 하수처리 계약은 국영 사우디 워터파트너십회사(SWPC ; Saudi Water Partnership Company)에서 수주했다.

이 프로젝트의 재정적인 마감으로 악시오나(ACCIONA)는 지속 가능성과 혁신에 대한 약속에서 한 걸음 더 나아갔다. 물 프로젝트에서는 처음으로 녹색 대출뿐만 아니라 이슬람 금융도 구조화하고 있다. 이 3개의 ISTP가 동시에 6개월만에 재무적으로 종결된 것은 SWPC와 프로젝트 회사간의 공동 작업의 결과로 물 분야의 주요 이정표이다.

마디나 3단계(Madinah-3),  부라이다 2단계(Buraydah-2) 및 타부크 2단계(Tabuk-2)를 위한 금융 신디케이트에는 지역, 지역 및 국제 대출기관이 포함된다. 자금조달 구조는 ‘이자라 시설(Ijara Facility)’ 또는 이슬람 리스(Islamic leasing)로 구성된 대출 가치의 60%에 대해 이슬람 채권(Islamic tranche)을 포함한다. 투자자와 금융기관은 하수처리장과 같은 녹색 인프라 프로젝트에 점점 더 많은 자본을 할당하고 있다.

프로젝트 기업들은 대부시장협회, 아시아·태평양 대부시장협회(Asia Pacific Loan Market Association) 및 대부 신디케이션 및 거래협회(Loan Syndications & Trading Association)의 ‘녹색 대출 원칙 2021(Green Loan Principles 2021)’에 따라 녹색 대출 프레임워크를 개발했다. 

이 프레임워크에서 녹색 대출은 하수처리 프로젝트와 관련된 비용을 조달한다. S&P 글로벌 레이팅스(S&P Global Ratings)는 모범 사례를 준수하여 이러한 프로젝트에 대한 재정을 친환경적인 것으로 인증했다. 

3개의 ISTP는 지속 가능한 발전과 경제적 다양화를 위한 청사진인 ‘사우디아라비아 비전 2030(Saudi Arabia’s Vision 2030)’에 따라 최대 200만 명의 주민들의 하수를 처리하고 물을 보존하고 재사용하기 위한 국가적 노력에 기여할 예정이다.

또한 ‘비전 2030’은 농업 목적으로 재생 가능한 수자원의 사용을 최적화하고 도시 및 농업용 물 소비의 효율성을 개선하는 데 특히 초점을 맞추고 있다.

ISTP 프로젝트의 주요 환경 특징에는 농업 활동을 위한 하수 재활용, 농업용 하수 슬러지의 처리 및 재사용, 그리고 하수처리장에 전력을 공급하기 위한 시멘트 제조(‘슬러지 제로 처리’방식)를 포함한다.

처리된 물의 품질과 양은 관개에 대한 지역 농민들의 필요를 충족시키기 위해 엄격한 기술적 요구 사항을 준수한다. 악시오나(ACCIONA)는 기초환경조사(baseline environmental surveys)를 수행하고 플랜트를 위한 전체 환경 및 사회영향평가(ESIA ; Environmental and Social impact assessment)를 개발한다.

투자자들과 금융기관들은 점점 더 많은 양의 자본을 녹색 인프라 프로젝트(green infrastructure project)에 할당하고 있으며, 물 프로젝트에 초점을 맞추고 있다. 악시오나(ACCIONA)가 사우디아라비아에서 개발한 마디나 3단계(Madinah-3), 부라이다 2단계(Buraydah-2), 타부크 독립 하수처리장 프로젝트(Tabuk ISTP projects)는 세계적으로 급성장하고 있는 이러한 추세의 일부 사례일 뿐이다.

자원 절약(Saving Resources) 

마디나 3단계(Madinah-3)가 완공되면, 마디나 도시 근처의 기존 및 미래 주거 지역의 최대 150만 명의 주민들에게 서비스를 제공한다. 초기 처리용량은 하루 20만㎥이며 37만5천㎥/일로 확장할 수 있다.

부라이다 2단계(Buraydah-2)는 최대 60만 명을 수용할 수 있으며, 부라이다 도시와 인근 도시인 애쉬 시마시야(Ash Shimasiy)의 성장을 지원할 예정이다. 최대 35만 명까지 수용할 수 있는 타부크 2단계(Tabuk-2)는 하루에 9만㎥의 처리용량을 가진다. 현재 운영 중인 타부크 2단계(Tabuk-1) ISTP와 연계하여 주로 기존 및 미래 주거지역에 서비스를 제공할 예정이다.

처리된 물은 농사를 위한 담수자원의 사용을 대체하여, 부족한 자원을 절약하고 국가의 물 안보에 직접적으로 기여할 계획이다. 하루 용수 절약량은 마디나 3단계(Madinah-3)는 19만㎥/일, 부라이다 2단계(Buraydah-2) 14만2천500㎥/일, 타부크 2단계(Tabuk-2)에서 8만5천500㎥/일에 달할 것으로 예상된다.

처리한 하수의 약 95%는 농업용으로 사용할 수 있게 되며, 나머지 5%는 처리장에서 사용하게 된다. 슬러지 건조 과정에서 소량이 손실된다.

ACCIONA raises $480 million in green finance for three sewage treatement plants in Saudi Arabia

The green financing includes an Islamic tranche of 60% of the total facility

ACCIONA, a leading company in the development of water and other sustainable infrastructure, together with its local partners Tawzea and Tamasuk, has closed green loans totaling $480 million for three independent sewage treatment plants (ISTPs) in Saudi Arabia.

These new water treatment contracts have been awarded by the state-owned Saudi Water Partnership Company (SWPC).

With the financial close of these projects, ACCIONA takes a further step in its commitment to sustainability and innovation. For the first time in its water projects, the company is structuring not only a green loan but also an Islamic financing. 

The financial close of these three ISTPs at the same time, in only six months, is a major milestone in the water sector, as a result of the joint work between SWPC and the Project Companies.

The financing syndicate for Madinah-3, Buraydah-2 and Tabuk-2 includes local, regional, and international lenders. The financing structure incorporates an Islamic tranche for 60% of the value of the loans structured as an “Ijara Facility”, or Islamic leasing. Investors and financial institutions are increasingly allocating capital to green infrastructure projects such as water treatment plants.  

The Project Companies developed a Green Loan Framework in accordance with Green Loan Principles 2021 of the Loan Market Association, the Asia Pacific Loan Market Association, and the Loan Syndications & Trading Associations. 

Under this framework, the green loans will finance expenditures related to the wastewater treatment projects. S&P Global Ratings has certified the finance for these projects as green, in compliance with best practices. 

The three ISTPs will treat the wastewater of up to 2 million inhabitants and contribute to national efforts to conserve and reuse water, in accordance with Saudi Arabia’s Vision 2030, its blueprint for sustainable development and economic diversification. 

Vision 2030 places a particular focus on optimizing the use of renewable water resources for agriculture purposes, and improving the efficiency of municipal and agricultural water consumption.

Key environmental features of the ISTP Projects include the recycling of wastewater for agricultural activities; the treatment and reuse of sewage sludge for agricultural use as fertilizer and also for cement manufacturing (‘zero-sludge-dispatch’ method); and the use of renewable electricity to power the wastewater treatment plants.

The quality and quantity of treated water will comply with stringent technical requirements to meet the needs of local farmers for irrigation. ACCIONA will carry out baseline environmental surveys and develop a full Environmental and Social impact assessment (“ESIA”) for the plants.

Investors and financial institutions are increasingly allocating larger volumes of capital to green infrastructure projects, with a clear focus on water projects. Madinah 3, Buraydah 2 and Tabuk ISTP projects, developed by ACCIONA in Saudi Arabia are just some examples of this trend that is rapidly growing globally.

Tamasuk is a diversified infrastructure developer and investor, headquartered in Riyadh and invested across clean energy, utilities, healthcare, education, and digital infrastructure.

Saving Resources

Once completed, Madinah 3 will serve up to 1.5 million inhabitants of existing and future residential areas near the city of Madinah. It will have an initial treatment capacity of 200,000 m3/day, which can be expanded to 375,000 m3/day. 

Buraydah 2 will serve up to 600,000 people and support the projected growth of the city and the nearby town Ash Shimasiya, It will have a capacity of 150,000 m3/day. Tabuk 2, serving up to 350,000 people, will have a capacity of 90,000 m3/day. It will serve mostly existing and future residential areas in conjunction with Tabuk 1 ISTP, which is currently operational.

The treated water will replace the use of fresh water resources for farming, saving this scarce resource and contributing directly to the nation’s water security. Daily water savings are expected to amount to 190,000 m3/day at Madinah 3, 142,500 m3/day at Buraydah 2 and 85,500 m3/day at Tabuk 2. 

About 95% of the treated wastewater will be available for agricultural use, with the remaining 5% used at the treatment plants. A small amount will be lost during the sludge drying process.
