[사우디] 기네스북,  “라빅3 해수담수화 시설을 세계최대 RO 담수화” 인정

라빅 3단계 IWP, 하루 60만㎥ 담수화수 생산…제다 등 100만 가구에 식수 공급

전 세계 담수화수, 발전 및 녹색 수소 플랜트의 선도적인 사우디아라비아 개발자이자 투자자 및 운영자인 ACWA파워(ACWA Power)는 ‘라빅 3단계 독립적인 물 플랜트(Rabigh 3 Independent Water Plant)’가 글로벌 권위인 기네스 세계 기록(Guinness World Records™ ; 기네스북)에 의해 ‘세계 최대의 역삼투 담수화 시설(world’s largest reverse osmosis desalination facility)’로 인정받았다고 3월 17일 발표했다.

‘라빅(Rabigh) 3단계 독립적인 물 플랜트(IWP ; Independent Water Plant)’는 하루에 60만㎥의 담수화수를 생산할 수 있으며 사우디 아라비아 서부 지역의 마카 알 무카라마(Makah Al Mukarramah)와 제다(Jedah)에 있는 거의 100만 가구의 물 수요를 충족할 수 있다.

이 기록은 기네스북(기네스™)의 독립기록 관리팀이 3주 동안 증거를 확인한 후에 나온 것이다.

ACWA파워는 유틸리티(수도공기업) 규모의 담수화 프로젝트에 역삼투 기술을 적용하는 글로벌 선구 공기업이다. ACWA파워는 2009년 4분기에 시작된 ‘슈아이바 확장 독립 물 플랜트(Shuaibah Expansion IWP)’로 하루 15만㎥의 담수화물을 공급하기 시작했다.

이 설비는 당시 이 규모의 생산능력을 갖춘 역삼투 기술을 도입한 첫 프로젝트였다. ACWA파워는 2011년 2분기에 ‘슈카이크 독립 물 플랜트(Shuqaiq IWP)’에 하루 21만2천㎥의 생산능력을 위탁해 역삼투 기술의 효과를 입증했다.

그 후 ACWA파워는 역삼투 기술을 계속 활용하여 생산 능력을 극대화하는 ‘라빅(Rabigh) 3단계 IWP’의 하루 생산용량 60만㎥를 개발했다.

아부나얀(Abunayyan) 회장은 이어 “라빅(Rabigh) 3단계 IWP가 그 분야에 필요한 기술과 전문지식을 현지화함으로써 물 담수화 부문의 현지 콘텐츠 증가에 기여하는 프로젝트의 이상적인 모델을 구현하고 있다”라면서 “뿐만 아니라 젊은 사우디 인재들이 전 세계적으로 선구적인 프로젝트의 구현, 운영 및 관리에 적극적으로 참여함으로써 역량을 강화하고 있다”라고 강조했다.

아부나얀(Abunayyan) 회장은 특히 “오늘 달성한 세계 기록은 사우디 기업이 사우디아라비아 내에서 뿐만 아니라 1세기 동안 이 분야에서 활동해 온 국제기업과 경쟁할 수 있는 장비를 갖춘 세계적인 수준에서 성공을 거두었다는 증거다”라고 역설했다.

‘라빅(Rabigh) 3단계 IWP’는 현재 소금에서 바닷물을 정화하는 데 사용되는 멤브레인과 같은 중요한 역삼투 기술 구성 요소의 제조에 참여한 사우디 회사를 포함하여 40%의 현지화 율을 가지고 있으며, 최고의 국제품질기준에 부합하는 기술에 ‘메이드 인 사우디(Made in Saudi)’마크를 추가했다.

이 시설은 최고 수준의 운영 효율성이 특징이다. 또한 운영 중 전력소비가 가장 낮아 세계에서 가장 친환경적인 담수화 플랜트이자 최저 소음율을 기록하고 있다. 기네스 세계 기록을 달성할 뿐만 아니라, 승인된 국제 수준보다 낮은 가장 낮은 염수 불량 퇴적물의 담수화 비율도 가장 높다.

Rabigh 3 IWP project achieves Guinness World Records title for World’s largest RO desalination

Riyadh, Kingdom of Saudi Arabia; March 17, 2022: ACWA Power, a leading Saudi developer, investor and operator of desalinated water, power generation and green hydrogen plants worldwide, today announced that the company’s Rabigh 3 Independent Water Plant (IWP) in Saudi Arabia, has been recognised as the “world’s largest reverse osmosis desalination facility” by the Guinness World Records™, the ultimate global authority on record-breaking achievements.  

Rabigh 3 IWP has the capacity of producing 600,000 cubic metres of desalinated water per day and can fulfil water demand of nearly one million households in Makkah Al Mukarramah and Jeddah in Saudi Arabia’s western region.

The record comes after an independent Records Management Team at the Guinness World Records™ verified the evidence over a three-week period.

ACWA Power is a global pioneer in applying reverse osmosis technology towards utility-scale desalination projects. The company commenced its journey with the Shuaibah Expansion IWP launched in the fourth quarter of 2009, supplying 150,000 cubic metres of water per day. 

This facility was the first project of its kind at the time to deploy reverse osmosis technology with a production capacity at this scale. ACWA Power then commissioned Shuqaiq IWP in the second quarter of 2011 with a production capacity of 212,000 cubic meters per day, which was another testament to the effectiveness of reverse osmosis technology. 

Since then, ACWA Power has continued to harness reverse osmosis technology and developed its capabilities to maximise production capacities, resulting in the development of the 600,000 cubic metres per day Rabigh 3 IWP.

Abunayyan affirmed that Rabigh 3 IWP embodies an ideal model for projects that contribute to increasing local content in the water desalination sector through the localisation of skills and expertise needed by the sector; as well as enhancing the capabilities of young Saudi talent as they actively participate in the implementation, operation and management of pioneering projects worldwide.

Abunayyan also added that the world record achieved today is a testament to the success of Saudi companies not only within the Kingdom, but also on a global level, who are well-equipped to compete with international companies that have been in the sector for a century.

Rabigh 3 IWP currently has a 40% localisation rate, which includes Saudi companies that participated in the manufacturing of vital reverse osmosis technology components such as the membranes used to purify seawater from salt, adding a “Made in Saudi” stamp on technologies that comply with the highest international quality standards.

The plant is characterised by the highest level of operational efficiency. It is also the most environmentally friendly desalination plant in the world due to the lowest electricity consumption during day-to-day operations and has also recorded the lowest noise rate. In addition to achieving the Guinness World Record, it has also the highest rate of desalination of depositing the lowest brine reject, marked lower than the approved international levels.

Reverse osmosis technology involves a separation process that splits salt from seawater. A more energy-efficient procedure than conventional thermal desalination, the reverse osmosis processes at Rabigh 3 IWP integrates an innovative design that ensures the highest efficiency, reliability, and availability for any comparable plant in the world.

A US$750million project, Rabigh 3IWP commenced commercial operations on the 31st of December 2021.
