사우디 SWPC, 3월 30일 가동식 가져 … ‘세계 최대의 역삼투 담수화 시설™ ’로 기네스북에 등재

‘라빅 3단계 독립적인 담수화 플랜트(Rabigh 3 Independent Water Plant ; Rabigh 3 IWP)’의 상징적인 가동식이 3월 30일 사우디 라빅에서 열렸다. 이날 가동식에서 압둘라흐만 압둘모센 A. 알패들리(Abdulrahman Abdulmohsen A. AlFadley) 환경·수자원·농업부 장관(Minister of the Environment, Water, and Agriculture), 사우디 워터 파트너십 회사(Saudi Water Partnership Company ; SWPC)의 칼레드 알 쿠레시(Khaled Al Qureshi) CEO, ACWA 파워(ACWA Powe)의 모하마드 아부나얀(Mohammad Abunayyan) 회장, SBCC-SAWACO의 파이잘 알 노와이저(Faisal Al Nowaiser) 이사 등이 참석했다.

하루에 60만㎥의 생산 용량을 갖춘 이 담수화 시설은 기네스북( Guinness World Records™)에서 ‘세계 최대의 역삼투 담수화 시설(world’s largest reverse osmosis desalination facility)’로 인정받았다. 

‘라빅 3단계 담수화 플랜트(Rabigh 3 IWP)’는 최고 수준의 운영 효율성을 특징으로 한다. 또한 일상 운영 중 전력 소비량이 가장 낮기 때문에 세계에서 가장 친환경적인 담수화 시설이자 최저 소음율을 기록하고 있다.

압둘라흐만 압둘모센 A. 알패들리(Abdulrahman Abdulmohsen A. AlFadley) 환경·수자원·농업부 장관은“‘라빅 3단계 담수화 플랜트(Rabigh 3 IWP)’는 메카 알-무카라마(Al-Mukarramah)와 제다(Jeddah) 지역에 거주하는 약 100만 가구에게 깨끗한 물 수요를 충족시키고 두 도시와 인근 마을의 시민과 주민들에게 지속 가능하고 신뢰할 수 있는 물 공급을 보장한다”고 말했다. 

알패드리 장관은 특히 “라마단(Ramadan)과 하지(Hajj) 기간에는 더욱 그렇다. 이 시설의 투자비용은 26억 사우디 리알(7억5천만 달러)이다”라고 강조했다.

사우디 워터 파트너십 회사(SWPC)의 칼레드 알 쿠레시(Khaled Al Qureshi) CEO는 “‘라빅 3단계 담수화 플랜트(Rabigh 3 IWP)’는 사우디아라비아의 다른 IWP(독립적인 담수화 플랜트)와 비교했을 때 독특하다. SWPC가 물의 주요 구매자가 된 2차 PPP(Public Private Partnership ; 공공 민간 파트너십) 이후 첫 IWP이다”라고 말했다.

칼레드 알 쿠레시(Khaled Al Qureshi) CEO는 이어 “이 담수화 시설은 이 지역에서 가장 큰 SWRO(역삼투 방식의 해수담수화) 플랜트이며, 최초로 3.5KWH의 에너지 상한선을 설정함으로써 에너지 소비를 줄이고 전체 담수화 부문의 평균 관세를 30∼40% 절감하여 전체 탄소 배출량을 줄였다. 또, 로컬 컨텐츠(현지조달)의 기여율을 건설에 40%, 운용에 70 %로 하고 있다. 우리는‘라빅 3단계 담수화 플랜트(Rabigh 3 IWP)’가 담수화 부문의 변화의 이정표라고 생각한다. 또, 모두 이 뛰어난 혁신의 예를 따르고 있다”라고 강조했다. 

ACWA 파워의 모하마드 아부나얀(Mohammad Abunayyan) 회장은 “오늘 우리가 목격하고 있는 이 세계적인 성과는 야심찬 ‘전략 비전 2030’이사우디의 담수화 분야를 발전시키는 데 있어 달성한 결과이다. 민관 파트너십(PPP)을 추진하기 위한 현명한 리더십은 규모, 비용, 운영 및 환경 효율 면에서 세계적으로 두각을 나타내는 선구적인 프로젝트를 통해 비전의 목표와 포부를 실현했다. 현재 이러한 프로젝트는 글로벌 규모로 벤치마킹할 수 있다“라고 말했다.

SBCC-SAWACO의 파이잘 알 노와이저(Faisal Al Nowaiser) 이사는 “‘사우디 비전 2030(KSA 비전 2030)’과 유엔 지속가능한 개발목표(UN SDG6)인 ‘모두를 위한 물(Water for All)’에 맞춰 이 상징적인 프로젝트에 참여하게 된 것을 매우 자랑스럽게 생각한다”라면서 “SBCC는 담수화 분야의 선두업체로 2000년 SAWACO-Water Dalimation에 의해 사우디 아라비아 최초의 민간 수도시설을 설립했다”고 말했다.

국제담수화협회(International Desalination Association ; IDA)의 섀넌 K. 매카시(Shannon K. McCarthy) 사무총장은 “IDA를 대표하여 ‘라빅 3단계 담수화 플랜트(Rabigh 3 IWP)’의 개막식에 참석하게 되어 영광이다. 관세 절감과 탄소 배출량 및 환경 배출량 감소를 제공하는 이 인상적인  플래그십 프로젝트는 업계의 새로운 벤치마크를 제시하고 있다”라면서 “알패들리 환경·수자원·농업부 장관, SWPC의 칼레드 알 쿠레시 CEO, ACWA 파워의 모하마드 아부나얀 회장, SBCC-SAWACO의 파이잘 알 노와이저 이사 등은 ‘사우디 비전 2030(KSA 비전 2030)’의 예측대로 대규모 담수화 분야에서 사우디의 계속적인 지도적 위치를 확고히 했다”고 강조했다. 

매카시 사무총장은 이어 “이 프로젝트는 ,건설에 대해서는 40%, 운용에 대해서는 100%의 현지 컨텐츠의 공헌이 요구되고 있다. 1971년 이후 사우디아라비아는 대규모 담수화 실험실이 되어 왔으며 에너지 전략의 혁신과 물 생산비용 절감으로 계속 빛을 발하고 있다. 라빅 3단계 IWP는 뛰어난 예이며, 사우디아라비아 왕국이 계속 성장함에 따라 더 많은 프로젝트와 성과를 볼 수 있기를 기대한다”라면서 “IDA는 ACWA Power와 SWPC, IDA와 IDA의 오랜 멤버, 그리고 IDA의 기업 멤버인 아벤고아(Abengoa), 시뎀(베이올라 자회사), SEPCo3, 도레이(Toray), ROPV, 플로우서브(Flowserve), ERI를 추천하고 있다”라고 덧붙였다.

베올리아 시뎀(Veolia Sidem)의 조니 오베이드(Johnny Obeid) 중동 담당 부사장은 “베올리아 자회사인 시뎀(Sidem)은 사우디가 최고의 담수화수 품질을 확보한다는 ‘2030년 비전’에 따라 사우디 현지 함량이 40%인 세계 최대 규모의 RO 공장을 파트너와 함께 달성한 것을 자랑스럽게 생각한다”라고 말했다.

Today the World’s Largest Reverse Osmosis Desalination Facility Ranked by the Guinness World Records™, Rabigh 3 IWP was inaugurated in Kingdom of Saudi Arabia

March 30, 2022 ? Jeddah, Saudi Arabia. Today the iconic Rabigh 3 IWP opening ceremony took place in Rabigh, Saudi Arabia with participation from H.E. Eng. Abdulrahman Abdulmohsen A. AlFadley, Minister of the Environment, Water, and Agriculture, H.E. Eng. Khaled Al Qureshi, CEO of the Saudi Water Partnership Company, Mr. Mohammad Abunayyan, ACWA Power Chairman, and Mr. Faisal Al Nowaiser, Member of the Board of Directors of SBCC-SAWACO.

The desalination plant, with a capacity of 600,000 m3/day, has been recognized as the “world’s largest reverse osmosis desalination facility” by the Guinness World Records™, the ultimate global authority on record-breaking achievements. The plant is characterized by the highest level of operational efficiency. 

It is also the most environmentally friendly desalination plant in the world due to the lowest electricity consumption during day-to-day operations and has also recorded the lowest noise rate.

“Rabigh 3 Desalination Plant” meets the clean water needs of about one million housing units in both Makkah Al-Mukarramah and Jeddah and ensures a sustainable and reliable supply of water to the citizens and residents of the two cities and neighboring villages. Especially during peak demand periods in the holy month of Ramadan and the Hajj season. The investment cost of the station is 2.6 billion Saudi riyals (750 million US dollars),” stated H.E. Eng. Abdulrahman Abdulmohsen A. AlFadley, Minister of the Environment, Water, and Agriculture.

“Rabigh 3 IWP is unique compared to other IWP’s in Saudi Arabia. It’s the first IWP after the second round of PPP’s when SWPC became the principal buyer of water.  It’s the biggest SWRO plant in the region and first time we put an energy cap of 3.5 KWH, which reduces the energy consumption and in turn reduces the entire desalination sectors average tariff by 30-40%, resulting in a reduced overall carbon emission. We have also mandated a local content contribution of 40% for construction and 70% local content for operations. We believe Rabigh 3 IWP is the milestone of change in the desalination sector, and all have followed this outstanding example of innovation” said H.E. Eng. Khaled al Qureshi.

“This global achievement we are witnessing today is a result of what the ambitious strategic Vision 2030 is tangibly accomplishing in advancing the desalination sector in the Kingdom. The unparalleled efforts of our wise leadership towards driving public-private partnerships enabled the Vision’s goals and aspirations through pioneering projects that globally stood out in terms of size, cost, operational and environmental efficiency. Today, these projects can be benchmarked at a global scale,” said Mohammad Abunayyan, ACWA Power Chairman

Saudi Brothers (SBCC) is a leader in desalination and established the first private water utility in the Kingdom of Saudi Arabia in the year 2000 by SAWACO-Water Desalination,” said Mr. Faisal Al Nowaiser, Member of the Board of Directors of SBCC.
