[미국] 하원, 식수보호 지형공간 매핑 위해 1천만 달러 추가 승인

미국 하원 세출위원회는 USGS 및 3DEP에 대한 지원을 명시하여 5대호를 위해 500만 달러를 지정했다.

미국 하원 세출위원회(US House Appropriations Committee)는 US 지질 조사국(USGS)이 관리하는 기본 매핑 작업을 위해 미 재무부의 내부 회계연도인 2020년 법안의 일부로 FY19 자금 3,760만 달러를 추가로 1,000만 달러를 승인했다. 

USGS 3D 고도 프로그램(3DEP)의 필수적인 토대로 설명되는 이 자금은 식수보호, 위험 회복력, 인프라 설계, 천연 자원 관리 및 기초 연구 응용을 지원하고 향상시킬 것이다.

이 기금 중에서 위원회는 3DEP가 5대호 지역의 10% 취수를 가속화하기 위해 500만 달러를 할당했다. 5대호는 거의 1만1,000 마일에 달하는 해안선이 있으며, 관련 호수와 지류가 있어 지구상에서 가장 큰 지표 담수 시스템을 구성하고 있다. 

도시화, 산업화, 화학 유출 및 오염물질과 같은 환경적 영향으로 식수, 조류 변화, 산소 고갈, 서식지 분해, 침입 종의 식민지화 및 기타 여러 가지 독성 문제가 발생했다. 3DEP 이니셔티브는 과학자들이 이러한 비판적으로 발전하는 우려를 해소할 수 있는 데이터를 제공한다.

위원회 보고서는 하원이 협력사와 지속적으로 협력하여 3DEP가 제공 한 자원을 활용하여 2026년까지 국가 적용 범위의 목표를 달성 할 수 있도록 강조했다. 하원 세출위원회의 관계자는 "상세한 조사를 실시하고 결과적으로 높은 수준의 결과를 높은 수준으로 배포하기 위해 이 임무 영역의 중요성을 강조했다. 정확한 지형, 지질학적, 수로 및 생물학적 지도와 원격으로 감지 된 데이터를 대중에게 제공할 것이다라고 말했다.

위원회는 또한 소스에 관계없이 3DEP 요구 사항을 가속화하거나 충족시킬 수 있는 기술, 시스템 또는 파트너에 대한 USGS National Geospatial Program의 관심을 인정했다.

House Approves Additional $10M For Geospatial Mapping To Address Water Quality, Hazard Resilience

The Appropriations Committee outlined support for USGS and 3DEP, designating $5M for the Great Lakes.

The U.S. House Appropriations Committee has approved an additional $10M above FY19 funding of $37.6M as part its U.S. Department of Interior Fiscal Year 2020 bill for fundamental mapping work to be managed by the U.S. Geological Survey (USGS).

 These funds, described as an essential underpinning of the USGS 3D Elevation Program (3DEP), will support and enhance drinking water protection, hazards resilience, infrastructure design, natural resource management and fundamental research applications.

Of this funding, the Committee allocated $5M for 3DEP to accelerate the achievement of 100% coverage of the Great Lakes region. The Great Lakes have nearly 11,000 miles of coastline and, with associated lakes and tributaries, make up the largest surface freshwater system on Earth.

Environmental impacts like urbanization, industrialization, chemical runoff and pollutants have led to contamination of drinking water, algae blooms, oxygen depletion, habitat degradation, colonization of invasive species and a host of other toxic issues. The 3DEP initiative will provide data that will enable scientists to address these critically advancing concerns.

The Committee report emphasized the House’s support for the continued collaboration with partners to leverage resources provided for 3DEP to achieve the goal of national coverage by 2026, highlighting the “importance of this mission area to conduct detailed surveys and distribute the resulting high-quality and highly accurate topographic, geologic, hydrographic and biographic maps and remotely sensed data to the public.”

The Committee also acknowledged the USGS National Geospatial Program’s interest in any technology, systems or partners that can accelerate or meet 3DEP requirements, regardless of the source.
