캐나다 SNC-라발린(Lavalin) 그룹의 멤버인 애킨스(Atkins)는 영국 전역의 물 관련 회사, 규제 기관 및 정부기관과 협력하여 물산업을 위한 자연자본원칙(Natural Capital Principle)을 수립하여 투자 의사 결정 시 자연환경의 가치를 고려할 수 있도록 했다.

원칙은 물 회사 및 규제 기관을 위한 모범사례 가이드의 일부를 구성하며, 자연자본(Natural Capital) 도구의 채택이 투자 결정을 보다 지속 가능하게 만드는 방법을 간략히 설명한다.

특히, 원칙은 국가 정책과 연계하면서 의사결정의 사회적, 경제적, 환경적 영향을 입증하기 위해 잘 입증된 자연자본평가의 중요성을 강조한다.

모범사례 가이드의 제작은 물산업포럼(WIF ; Water Industry Forum)에 의해 촉진되었다.  애킨스(Atkins)는 또한 웨일스워터(Welsh Water)와 영국의 수자원공사 격인 오프왓(Ofwat ; Office of Water Services)의 회원들과 함께 원칙의 형성을 지지하기 위해 일했다.

애킨스(Atkins)의 물 시장 이사인 리차드 웨일(Richard Whale)은 "우리 산업이 기후변화와 생물 다양성 손실을 해결하고 영국이 넷 제로 미래로 전환하도록 돕는데 그것의 역할을 하기 때문에 자연 자본의 중요성을 과소평가할 수 없다"고 말했다.

물산업포럼(WIF)의 최고 경영자인 피터 드레이크(Peter Drake)는 "원칙 목록은 영국 전역의 물 회사, 규제기관 및 정부가 파트너십을 통해 협력한 진정한 협력 노력의 결과"라고 말했다.

피터 드레이크(Peter Drake) 초고경영자는 이어 "이를 달성하기 위한 핵심 요소는 애킨스(Atkins)가 원칙을 개발하는 데 사용되는 프로세스를 운영하는 데 도움을 주고 자연자본 접근 방식의 실제 적용과 비교하여 원칙을 도출하고 시험적으로 테스트하는 과정에서 수행한 우수한 작업이다"라고 말했다.

이 프로젝트는 애킨스(Atkins)의 자연자본 평가 포트폴리오를 기반으로 구축되며, 여기에는 토지에서 이븐로드(Evenlode) 강으로의 인 유입을 줄이기 위한 테임즈워터(Tames Water)의 주요 어획량 관리 시험 제공이 포함된다.

Atkins, a member of the SNC-Lavalin Group, has worked with water companies, regulators and government bodies across the UK to create a set of Natural Capital Principles for the Water Industry, that enable the value of the natural environment to be taken into account in investment decision making.

The Principles form part of a best practice guide for water companies and regulators, and outline how the adoption of natural capital tools can make investment decisions more sustainable.

In particular, the Principles highlight the importance of well-evidenced Natural Capital Assessments to demonstrate the social, economic and environmental impact of decisions, whilst aligning with national policy.

The best practice guide’s creation was facilitated by the Water Industry Forum (WIF). Atkins also worked with members of Welsh Water and Ofwat to support the formation of the principles.

Richard Whale, Water Market Director at Atkins, said: “The importance of natural capital cannot be underestimated as our industry strives to play its part in tackling climate change and biodiversity loss, and helping the UK transition to a Net Zero future.”

Peter Drake, Water Industry Forum’s Chief Executive said “The list of Principles are the result of a true collaborative effort by water companies, regulators and governments from across the UK working in partnership."

"A key factor in achieving this was the excellent work undertaken by Atkins in helping to run the process used to develop the Principles, and in drawing the Principles together and pilot testing them against practical applications of the Natural Capital approach.”

The project builds on Atkins’ portfolio of Natural Capital assessment, which includes the delivery of the flagship catchment management trial for Thames Water to reduce phosphorus losses from land to the River Evenlode.
