[튀니지] 지속가능하고 포괄적인 물관리에서 공공·민간 역할
유럽투자은행(EIB), '튀니지 물관리에서 민·관 역할' 주제 그린토크 개최

유럽과 아프리카의 녹색 전환에 관한 30일간의 대화의 일환으로 '지속가능하고 포괄적인 튀니지 물 관리 : 민·관이 어떤 역할을 하는가(sustainable and inclusive water management in Tunisia: what role do the public and private sectors play?)'를 주제로 한 그린토크(Green Talk)가 2021년 4월 14일 아프리카 튀니지(Tunisia)에서 열렸다.

이 일련의 회담은 2021년 4월 23일 포르투갈 리스본(Lisbon)에서 열릴 유럽-아프리카 녹색 투자 고위급 포럼(High-Level EU-Africa Green Investment Forum)의 맥락에서 유럽 연합 평의회(Council of the European Union) 의장국과 유럽투자은행(EIB ;  European Investment Bank )이 공동으로 주관했다.

튀니지 주재 포르투갈 대사인 누누 데 멜로 벨로(Nuno de mello bello)의 후원으로 열린 이 회의는 공공 및 민간 부문의 국가 및 국제 이해 관계자들을 모아 수자원의 포괄적이고 지속 가능한 관리에 대해 학습한 모범 사례와 교훈을 교환하는 장을 제공했다.

높은 물 스트레스에 직면한 튀니지는 물 정책에 대한 전략적 검토에 착수했다. 그 논의는 지속 가능하고 효율적인 물 관리를 위한 국가 계획에 초점을 맞췄다.

■ 물 보안의 당면 과제 해결(Addressing the challenges of water security)
아키사 바리(Akissa Bahri) 전 농림수산식품부 장관은 "기후변화는 특히 혁신과 투자 확대를 통해 미래의 공공정책이 물, 특히 물 등에 집중해야 한다는 것을 의미한다"며 개발목표를 달성하기 위한 물 안보의 필요성을 강조했다. 따라서 정부는 "민간 분야를 참여시키고 국제 및 양자 자원을 동원할" 필요가 있다고 강조했다.

■ EIB - 기후 및 환경 은행(EIB - climate and environment bank)
튀니지 EIB(유럽투자은행) 대표부 책임자인 장 뤼크 리브레올(Jean-Luc Revereault)는 튀니지와 EIB 사이의 전략적 오랜 파트너십을 강조했다.

장 뤼크 리브레올(Jean-Luc Revereault)는 "우리는 녹색 전환에 대한 국가적 노력을 지지하고 지속적으로 지원해 왔습니다. 오늘날, EIB는 물 및 위생 분야의 핵심 업체이다"라고 말했다.

장 뤼크 리브레올(Jean-Luc Revereault)는 이어 "튀니지 전체 인구의 식수 공급을 2040년까지 충당하는 베자우아(Bejaoua) 처리시설 건설 등 튀니지 인구의 물 공급과 하·폐수 처리 개선을 위해 여러 사업에 자금을 대고 있다"라고 덧붙였다.

■ 녹색 전환을 위한 민·관 협력(Public-private partnerships for the green transition)
아테프 마조두브(Atef Majdoub) 민·관 협력 총국장은 상수도와 처리에 필요한 기반시설 개발에 민·관 협력이 할 수 있는 중요한 역할을 강조했다.

튀니지 정부는 민간 부문의 중요성과 지속가능한 수자원 관리에 대한 기여도를 인정해 민관협력사업의 법적 틀을 개편했다.

아테프 마조두브(Atef Majdoub) 총국장은 "새로운 법은 민간 부문이 녹색 전환의 공공 사업자에게, 더 구체적으로 물 부문에 더 많은 지원을 할 수 있도록 허용하고 있다"라고 말했다.

이 회의는 또한 포르투갈의 수자원 관리 모델에 대해 토론하는 기회를 제공했다.

아구아스 드 포르투갈 인터내셔널( Aguas de Portugal Internacional)의 클라우디오 데 제우스(Claudio de Jesus) 최고경영자(CEO)는 "수자원의 지속 불가능한 경영에 대응해 포르투갈은 법적 틀을 개혁하고 민간 기업에 물 부문 개방과 다시가지 관리 시스템 창출을 바탕으로 새로운 경영 모델을 수립할 수밖에 없었다"고 말했다.

Tunisia: The role of the public and private sectors in sustainable and inclusive water management

A Green Talk on the theme of “sustainable and inclusive water management in Tunisia: what role do the public and private sectors play?” was held in Tunis yesterday, 14 April 2021, as part of the 30 days of dialogue on the green transition in Europe and Africa.

This series of talks has been jointly organised by the Portuguese Presidency of the Council of the European Union and the European Investment Bank (EIB) in the context of the High-Level EU-Africa Green Investment Forum, which will take place in Lisbon on 23 April 2021.

Under the aegis of the Ambassador of Portugal to Tunisia, HE Nuno de Mello Bello, the conference brought together national and international stakeholders from the public and private sectors, providing a forum to exchange best practices and lessons learnt on the inclusive and sustainable management of water resources.

Faced with high water stress, Tunisia has begun a strategic review of water policy. The discussions centred on national plans for sustainable and efficient water management.

■ Addressing the challenges of water security
Akissa Bahri, former Minister of Agriculture, Water Resources and Fisheries, stressed the need for water security to achieve development objectives: “Climate change means that future public policy will need to focus on water, especially through innovation and increased investment.”  The government therefore needs to “involve the private sector and mobilise international and bilateral resources.”

■ EIB - climate and environment bank
Jean-Luc Revereault, Head of the EIB Representation to Tunisia, highlighted the strategic long-standing partnership between Tunisia and the EIB:

“We have supported and continue to support national efforts in the green transition. Today, the EIB is a key player in the water and sanitation sector."

"We are financing several projects to ensure the supply of water to the Tunisian population and to improve the treatment of wastewater, including the construction of the Bejaoua plant, which will cover the supply of drinking water to the entire population of Greater Tunis by 2040.”

■ Public-private partnerships for the green transition
Atef Majdoub, President of the General Authority for Public-Private Partnerships, stressed the important role that public-private partnerships can play in the development of the infrastructure necessary for water supply and treatment.

“Recognising the importance of the private sector and its contribution to sustainable water resource management, the Tunisian government has reformed the legal framework for public-private partnership projects."

"The new law allows the private sector to provide more assistance to public operators in the green transition, and more specifically in the water sector.” 

The meeting also provided an opportunity to discuss the Portuguese water resource management model.

“In response to the unsustainable management of its water resources, Portugal was compelled to reform the legal framework and to establish a new management model based on the opening up of the water sector to private companies and the creation of multi-municipal management systems,” said Claudio de Jesus, CEO of Aguas de Portugal Internacional.
