[사우디] 엔지, ‘알 레이스 SWRO 플랜트’ 착공

사우디 SWPC 등과 컨소시엄…2023년 4분기 가동 예정·45만㎥/일 식수 생산 

세계적인 에너지 기업인 프랑스의 엔지(ENGIE)는 사우디 SWPC(Saudi Water Partnership Company ; 수도전기공사), 사우디에 본사를 둔 계약기업 네스마(Nesma), 민간 담수화 기업인 모와(Mowah) 등과 함께 하루 생산량 45만㎥ 규모의 ‘알 레이스 해수 역삼투 담수화 플랜트(Al Rayes seawater reverse osmosis desalination plant)’를 2022년 1월 5일 착공했다.

이 SWRO(해수 역삼투 담수화) 플랜트는 청정에너지를 사용하고 공공-민간 파트너십(PPP ; public-private partnership) 구조로 개발되며, 오는 2023년 4분기부터 가동될 예정이다.

사우디 SWPC로부터 건설, 소유, 운영 계약(build, own, operate contract)으로 수주된 이 컨소시엄은 25년의 양허 기간을 가지며 사우디 정부와 4억5천만 달러 규모의 물 구매 계약을 체결했다. 이 플랜는 하루에 45만㎥의 생산 용량을 가지며 2일간 운영될 수 있는 저장 시설을 갖춘다.

플랜트에 따른 현장 태양광발전(PV ; photovoltaic) 시스템이 추가돼 공장 내 전력공급이 보완돼 이산화탄소(CO2) 배출량 감소에 도움이 된다. 평균 작동 조건에서 예상되는 평균 CO2 배출량은 22만tCO2/일이다.

‘알 레이스 해수 역삼투담수화 플랜트(Al Rayes SWRO plant)’는 4억 달러(15억 SAR ; 사우디 리얄)의 영국 국내총생산(GDP)에 기여할 것으로 예상되며, 사우디인 우선고용정책(Saudization)가 컨소시엄의 최우선 과제인 만큼 건설 중 사우디 국민이 창출한 500개의 일자리 중 40%를 채우는 것을 목표로 하고 있으며, 운영 첫 5년 동안은 50%, 나머지 운영 기간에는 70%를 채우는 것을 목표로 한다.

사우디 SWPC의 칼레드 Z 알 쿠레시(Khaled Z Al Qureshi) 최고경영자(CEO)는 1월 5일 착공식에서 “사우디의 수도·전기공기업의 지속가능한 발전을 보장하는 것은 비전 2030의 이행과 2060년까지 탄소 배출 제로화를 달성하겠다는 우리의 약속에 필수적이다”고 말했다.

알 쿠레시 CEO는 이어 “‘알 레이스 해수 역삼투담수화 플랜트(Al Rayes SWRO plant)’는 외국인 투자 확보에서부터 재생에너지로의 전환을 수용하고 지역사회 일자리를 창출하는 데 이르기까지 우리나라 사회·경제·환경보건에 크게 기여할 것이다”라고 덧붙였다.

엔지ENGIE) KSA의 투르키 알셰흐리(Turki Al Shehri) CEO는 “오늘은 ‘알 레이스 해수 역삼투담수화 플랜트(Al Rayes SWRO plant)’를 착공하면서 사우디에서 엔지에의 중요한 이정표”라고 말했다. 

투르키 알셰흐리(Turki Al Shehri) CEO는 특히 “이 프로젝트는 민간 부문과 정부가 어떻게 협력해서 탄소중립(net-zero) 목표를 진전시킬 수 있는지에 대한 훌륭한 모델을 제공하여, 우리가 배기가스 없는 순환 경제로 전환할 수 있도록 도와준다. 더욱이 이번 사업은 해외투자를 유치하고 지역사회 일자리를 창출하는 데 있어 '비전 2030'의 목표 달성에 성공하는 계기가 될 것으로 보인다”라고 강조했다.

엔지ENGIE) KSA의 에릭 막카(Eric Makka) COO(건설 총책임자)는 “청정 에너지를 사용하는 이 지역의 통합 해수, 예비 삼투압 담수화 플랜트인 ‘알 레이스 해수 역삼투담수화 플랜트(Al Rayes SWRO plant)’는 하루에 45만㎥의 담수를 제공할 것이다”라고 강조했다.

에릭 막카(Eric Makka) COO는 또 “‘코로나19(COVID-19)’ 대유행에도 불구하고, 프로젝트는 성공적으로 진행되었고, 우리는 오늘 그것에 착수하게 되어 기쁘다. 이 프로젝트가 완료되면 사우디의 사회경제적 발전과 지속가능성 목표를 지원하는 동시에 증가하는 물 수요를 충족시키는 데 결정적인 도움이 될 것이다”라고 말했다.

ENGIE marks construction commencement on Al Rayes SWRO plant

Construction Begins on Saudi Arabia’s Clean-Energy Water Project

Global energy company ENGIE, together with water utility company Saudi Water Partnership Company (SWPC), Saudi-based contracting firm Nesma and private desalination company Mowah, today broke ground on the 450,000 m3/day capacity Al Rayes seawater reverse osmosis desalination plant. 

The plant will use clean energy and be developed under a public-private partnership (PPP) structure. It is expected to be commercially operational from the last quarter of 2023.

Awarded by SWPC as a build, own, operate contract, the consortium will have a concession period of 25 years and have signed a $450m water purchase agreement with the government of the Kingdom of Saudi Arabia. The plant will have a capacity of 450,000 m3/day and storage facilities for two operational days. 

Electricity supply to the plant will be supplemented with the addition to of on-site solar photovoltaic (PV) system following construction, helping reduce CO2 emissions. The expected average CO2 emission on the average operating conditions is 220,000 tCO2.d

The Al Rayes plant is expected to contribute $400m (SAR 1.5bn) to the Kingdom’s GDP. With Saudization a high priority for the consortium, the project will aim to fill 40% of the 500 jobs created during construction by Saudi Arabian nationals, rising to 50% during the first five years of operation and 70% for the remaining operational period.

Speaking on the occasion, Khaled Z Al Qureshi, CEO, SWPC, said, “Ensuring the sustainable development of the Kingdom of Saudi Arabia’s utilities is essential to the fulfillment of Vision 2030 and our commitment to achieving net-zero carbon emissions by 2060. 

From securing foreign investments to embracing the shift toward renewable energy and creating jobs for the local communities, the Al Rayes desalination plant will significantly contribute to our nation’s social, economic, and environmental health.”

Turki Al Shehri, CEO, ENGIE KSA, added, “Today is a major milestone for ENGIE in the Kingdom of Saudi Arabia as we break ground on the Al Rayes desalination plant. The project provides an excellent model for how the private sector and government can work together to advance net-zero objectives, helping us transition to an emissions-free, circular economy. Moreover, in drawing overseas investment into the country and creating jobs for the local community, this project will successfully help meet the objectives of Vision 2030.”

Eric Makka, COO for Construction, ENGIE KSA, added, “The integrated seawater, reserve osmosis desalination plant in the region to be powered with the use of clean energy, the Al Rayes desalination plant will provide 450,000 cubic meters of freshwater per day. 

Despite the COVID-19 pandemic, the project has proceeded successfully, and we are delighted to break ground on it today. When complete, the project will critically help meet growing water demand while supporting socio-economic development and sustainability goals in the Kingdom of Saudi Arabia.”
