[남아공] WEC 프로젝트의 독립형 하수처리 시스템 시범 적용

남아공, 미국 사우스 플로리다대학이 고안한 독립형 위생시스템 ‘NEWGenerator’을 농촌지역 설치

미국 사우스 플로리다대학(USF ; University of South Florida)이 개발하고 하수와 오·폐수를 깨끗한 물, 에너지, 영양소로 바꾸기 위해 고안된 독립형 위생 시스템(Off-Grid Sanitation System)은 남아프리카공화국(South Africa ; SA)의 농촌 및 비공식 지역사회에 곧 설치될 것이며, 화장실 세척용으로 재사용될 뿐만 아니라 바이오가스 기반 에너지와 영양소가 풍부한 비료도 제공될 예정이다.

■ 남아공의 사회적 과제를 극복한 물 및 위생 솔루션(Water and Sanitation Solution Overcomes SA’s Social Challenges)

정수 및 하·폐수처리 산업에서 공학적 솔루션 제공을 전문으로 하는 선도적인 EPC 계약업체인 WEC 프로젝트(https://www.wecprojects.com/about/)는 SASTEP(The South African Sanitation Technology Enterprise Programme ; 남아프리카공화국 위생기술 기업 프로그램) 에 따라 WRC(Water Research Commission ; 물연구위원회)에 의해 기술의 상용화와 남아프리카공화국 전역에 보급을 목표로 ‘뉴제너레이터(NEWGenerator)’라고 불리는 새로운 위생 시스템을 테스트하기 위한 산업 제조 파트너로 선정되었다. 

WEC 프로젝트 기술책임자인 군터 렌켄(Gunter Rencken)은 “이 시스템은 위생, 물 접근, 에너지 자립, 식량 생산 개선 등 국가가 직면하고 있는 많은 중요한 사회적 문제들을 해결하는 데 도움이 될 것으로 예상한다”라고 말한다.

남아프리카공화국의 많은 농촌지역 및 비공식 지역사회는 물, 위생 및 기타 중요한 서비스를 위한 적절한 인프라가 부족하고 대신 구식이나 휴대용 화장실과 같은 부적합한 해결책에 의존하고 있다. 

‘뉴제너레이터(NEWGenerator)’는 적절한 하수처리와 더 많은 것을 지역사회에 제공하도록 설계되었다. 그것은 바이오가스를 생산하는 동안 미생물을 사용하여 인간의 배설물을 분해하는 혐기성 소화기를 포함하는 소형, 휴대용 모듈형 하수처리 기술이다.

깨끗한 물은 박테리아, 바이러스, 그리고 남아있는 고형물들을 제거한 후 염소처리 시스템을 통해 소독된다. 물의 99%는 위생 플랫폼에서 재사용할 수 있으므로 지역 상수에 대한 의존도를 줄일 수 있다. 

영양분이 풍부한 처리수는 지역 소규모 및 비공식 농가에서 사용하기 위한 이상적인 농작물 비료이며 생산된 바이오가스는 요리 및 난방과 같은 가정용으로 사용될 수 있다.

■ 그리드 전력 없이 정수처리(Water Treatment Without Grid Power)

군터 렌켄(Gunter Rencken)은 “‘뉴제너레이터(NEWGenerator)’의 독특한 특징은 태양 에너지를 사용하여 작동하거나 발전기에 연결할 수 있다는 것으로, 이는 특히 부하가 걸리고 계획되지 않은 정전 발생 가능성이 높은 국가의 신뢰할 수 없는 전력망이 기존 기반구조와 장비에 악영향을 미쳐 발전된 도시 지역조차 장기간 전력이나 수도에 접근할 수 없게 되는 남아프리카에서 사용하기에 적합하다”라고 강조한다.

‘뉴제너레이터(NEWGenerator)’는 미국 사우스 플로리다대학(USF) 토목환경공학부 다니엘 예(Daniel Yeh) 교수와 그의 연구팀이 고안한 것이다. 화장실 재창조 도전(Reinvent the Toilet Challenge)을 통해 빌 앤 멜린다 게이츠 재단(Bill and Melinda Gates Foundation)의 200만 달러의 보조금을 받은 다니엘 예(Daniel Yeh) 교수는 이 시스템 설계에서 대학의 팀을 이끌었다. 

이 연구팀들은 남아프리카를 목표로 하기 전에 인도에서 개발 및 테스트를 시작했고, 콰줄루 나탈대학교(University of KwaZulu Natal ; UKZN)와 협력하여 에테크윈(eThekwini) 영역에서 파일럿(pilo) 규모로 효율성을 테스트했다.

WEC 프로젝트는 WRC(물연구위원회)의 SASTEP(남아프리카 위생 기술 기업) 프로그램의 자금을 사용하여 시스템의 상용화를 돕기 위해 WRC가 접근했는데, 이는 하수 및 정수처리 솔루션 분야에 대한 WEC 프로젝트의 경험 때문이다. 

‘뉴제너레이터(NEWGenerator)’에 대한 USF(사우스 플로리다대학)와의 라이센스 계약이 현재 체결되어 있다. 군터 렌켄(Gunter Rencken) 기술책임자는 “‘뉴제너레이터(NEWGenerator)’의 생산 규모를 확대하고 현지 생산량을 늘릴 수 있는 능력은 가장 필요한 곳에 신속하게 배치할 수 있는 국가의 능력을 보장할 뿐만 아니라 남아프리카 개발 공동체(SADC ; Southern African Development Community) 지역으로의 수출 시장도 성장시킬 것이다”라고 말한다. 

그는 특히 “이 제품의 모듈형 및 휴대형 설계는 표준 선적 컨테이너에 설치되고, 현장으로 이동되며 최소한의 노력으로 온라인 상태가 될 수 있다는 것을 의미하며, 물류 문제를 완화하고 신속한 설치를 보장한다”라고 강조한다.

■ 혁신적인 위생 솔루션(Innovative Sanitation Solutions)

WRC(물연구위원회)는 파트너들과 함께 남아프리카의 긴급한 위생문제를 해결하기 위해 혁신적인 차세대 위생기술의 채택을 촉진하고 있다. 

SASTEP 프로그램을 통해 WRC는 이러한 제품을 규모에 맞게 현지화하고 제조하는 데 필요한 기술을 보유한 기업가, SMME(중소기업 및 대기업) 및 위생산업 내 제조업체와 같은 유능한 상용 파트너와 몇 가지 혁신적인 인바운드(innovative inbound) 기술을 일치시켰다. 

SASTEP의 프로그램 매니저인 아킨세이트(Akinsete)는“이것이 우리가 WRC 프로젝트에 ‘뉴제너레이터(NEWGenerator)’의 라이센스를 일치시키고 용이하게 한 이유이다”라고  말했다.

이 시스템의 첫 번째 주요 도입은 요하네스버그 가우텡(Gauteng)의 소웨토(Soweto) 외곽에 대규모 비공식 정착촌이 될 예정이다. 그 공동체는 많은 수의 사용자들과 효과적으로 작동할 능력이 부족한 휴대용 화장실에 주로 의존한다. 

‘뉴제너레이터(NEWGenerator)’ 시범 플랜트는 지역 요건을 충족시키기 위한 용량 확장 가능성을 가지고 매일 최대 100명의 사용자를 처리하도록 설계되었다. WEC 프로젝트는 시스템의 사용, 샘플링 출력 및 WRC 및 USF 팀에 정기적으로 보고하는 동안 시스템을 지속적으로 모니터링하고 테스트한다.

WEC Projects To Test And Commercialise NEWgenerator Off-Grid Sanitation System For South Africa

An off-grid sanitation system developed by the University of South Florida (USF) and designed to turn sewage wastewater into clean water, energy and nutrients will soon be rolled out to rural and informal communities in South Africa, providing not only water for reuse as toilet flushing water, but also biogas-based energy and nutrient-rich fertiliser.

WEC Projects has been chosen by the Water Research Commission (WRC) under its SASTEP programme as an industrial manufacturing partner to test the new sanitation system, called NEWgenerator, with an intention of commercialisation of the technology and roll out throughout South Africa. 

Says Gunter Rencken, Technical Director for WEC Projects, “This is a particularly exciting system that we predict will help address a number of critical social challenges facing the country including sanitation, access to water, energy independence and improved food production.”

A large number of South Africa’s rural and informal communities lack proper infrastructure for water, sanitation and other critical services, relying instead on outdated and unsuitable solutions such as pit or portable toilets. 

The NEWgenerator has been designed to bring proper sewage treatment and more to communities. It is a compact, portable and modular sewage treatment technology which incorporates an anaerobic digester that uses microbes to breakdown human waste while producing biogas.

Clean water is filtered out, with bacteria, viruses and any remaining solid particles removed, and then disinfected through a chlorination system. 99% of the water can be recycled for reuse in the sanitation platform, reducing its reliance on the local water supply. 

The nutrient-rich treated water is an ideal crop fertiliser for use by local small-scale and informal farmers and the biogas produced can be utilised for domestic purposes such as cooking and heating.

Water Treatment Without Grid Power

Says Rencken, “A unique feature of NEWgenerator is that it can run independently of the power grid, using solar power to operate or it can be hooked up to a generator. 

This makes it particularly suitable for use in South Africa where the country’s unreliable power grid, prone to loadshedding and unscheduled outages, has had an adverse effect on existing infrastructure and equipment, often leaving even developed urban areas without power or access to water for prolonged periods.”

NEWgenerator is the brainchild of USF Professor of Civil and Environmental Engineering, Daniel Yeh, and his research team. With a $2M grant from the Bill and Melinda Gates Foundation through its Reinvent the Toilet Challenge, Yeh has led a team from the university in the design of the system. 

They initiated development and testing in India before setting their sights on South Africa, working with University of KwaZulu Natal (UKZN) to test its effectiveness on a pilot scale in the eThekwini area. 

WEC Projects was approached by the WRC to help commercialise the system using funds from the WRC’s SASTEP programme, due to WEC Projects’ experience in the area of sewage and water treatment solutions. 

A licence agreement with USF for NEWgenerator is now in place. Says Rencken, “The ability to scale up the manufacture and roll out of NEWgenerator locally will not only ensure the country’s ability to deploy it rapidly to where it is most needed but also grow an export market into the SADC region." 

"Its modular and portable design means it can be installed in a standard shipping container, moved to site and brought on-line with minimal effort, easing logistical problems and ensuring a quick setup.”

The NEWgenerator demonstration plant has been designed to cope with up to 100 users each per day with the potential for expansion of its capacity to meet local requirements. 

Innovative Sanitation Solutions

The Water Research Commission along with its partners have been fostering the adoption of innovative, next generation sanitation technologies to address pressing sanitation challenges in South Africa. 

Through the SASTEP programme, the WRC has matched several innovative inbound technologies with capable commercial partners - entrepreneurs, SMMEs and manufacturers within the sanitation industry - who possess requisite skills to localise and manufacture these products at scale. 

This is why we matched and facilitated the licensing of the NEWgenerator to WEC Projects” says Akin Akinsete, Programme Manager, SASTEP.

The system’s first major roll out will be in a large informal settlement on the outskirts of Soweto in Gauteng. The community relies mainly on portable toilets which lack the capacity to operate effectively with a large number of users. 

The NEWgenerator demonstration plant has been designed to cope with up to 100 users each per day with the potential for expansion of its capacity to meet local requirements. WEC Projects will continuously monitor and test the system during its use, sampling output and reporting regularly to the WRC and USF teams.

“While NEWgenerator addresses a number of urgent social needs, particularly in rural and informal settlements, it can also be used in other areas,” adds Rencken. 

“These can include eco-tourism, for schools, housing projects and in emergency situations. We are proud to be associated with a project such as NEWgenerator and look forward to its future development and deployment in Africa.”
