[영국] 브리티시 워터, 하·폐수처리장 현장평가 기술자 교육

- 브리티시 워터(British Water)이 강화된 자격은 실시간 관찰을 포함한다.

브리티시 워터(British Water)의 하·폐수 처리 기술자 교육의 개혁으로 인해 처리장 운영자는 현재 현장평가 과정을 수행하고 있다. 이 요건은 표준을 높이고 최대 1,000명의 인구당량(PE)까지 더 큰 플랜트 크기를 통합하기 위해 더욱 엄격해졌다.

 

영국 정수장 및 하·폐수처리장((Water Wastewater Creatment Plant)의 공인 서비스 기술자 자격을 취득한 교육자는 이제 평가후보자가 되어 작업장에서 방문하게 된다. 

 

평가후보자는 정화조, 생물학적 여과 시설, 회전하는 생물학적 접촉기, 활성 슬러지 플랜트, 침수 폭기 필터, 생물학적 폭기 침수 필터 및 펌핑 스테이션에 대한 유지보수를 수행할 수 있는 능력을 직접 관찰하여 평가해야 한다.

 

인증을 위한 전제 조건은 EU 기술 안전 보건 및 환경 인식(SHEA, Safety Health & Environmental Awareness) 수자원 프로그램의 완성과 함께 전기 안전 및 밀폐 공간에서의 작업 관련 자격이다.

 

British Water의 기술 관리자인 Mar Batista는 "전국에 걸쳐 다양한 디자인, 크기 및 연령대의 작은 하수 처리장이 많이 있다. 영국의 환경 규제 당국은이 발전소가 초래할 수있는 잠재적 인 오염에 대해 점점 더 많은 관심을 보이고 있다. 오염을 예방하는 주된 방법은 식물이 적절히 유지 관리되고 서비스되도록 보장하는 것이다"라고 말한다.

 

그는 또 "British Water의 하·폐수 처리장 포커스 그룹(Focus Group)은 10년 동안의 업데이트 작업을 진행해 왔으며 모든 이해 관계자의 동의를 얻게되어 매우 기쁘다. 과정을 마친 기술자는 작은 하·폐수처리장의 유형, 이론 및 운영에 대한 철저한 지식을 갖게 될 것"이라고 강조했다.

 

아울즈 홀 인바이런멘탈(Owls Hall Environmental)의 크레이그 핀보우(Craig Finbow) 최고경영자는 하·폐수처리 플랜트 포커스 그룹의 부회장으로 기술 그룹의 워킹 그룹을 주재했다. 그는 "하·폐수 처리 기술자를 위한 새로운 교육을 개발하기 위해 많은 노력이 기울여왔다. 이는 영국 전역에서 서비스 및 유지 관리에 대한 기준을 높이는 중요한 이정표이다"라고 말했다.

 

디벨럽 트레이닝(Develop Training)의 훈련 관리자인 대럴 가라반(Daryll Garavan)은 "제한된 공간, 물 및 환경은 하·폐수 처리시설 요원에 대한 교육 요구사항을 확대하면 건강, 안전 및 오염사고의 위험을 줄일 수 있다. 우리는 첫 번째 연수생을 새로운 과정에 참여시키기를 기대하고 있다"라고 말했다.

 

현재 자격증이 만료되면 400명으로 추정되는 사람들이 재교육을 받아야 하며, 신입사원들은 곧바로 과정을 밟게 된다. 마르 바티스타(Mar Batista)는 업계에서 일하지만 매일 유지보수를 하지 않는 사람들에게도 교육 과정을 수강하는 것이 업계에서 직면하고 있는 문제들을 더 잘 이해하는 데 도움이 될 것이라고 말한다.

Onsite Assessment Bolsters Wastewater Technician Training

- British Water’s enhanced qualification includes live observation

An overhaul of British Water’s wastewater treatment technicians’ training means plant operatives will now undertake onsite assessment to complete the course. The requirement has been made more rigorous to raise standards and incorporate larger plant sizes, up to 1,000 population equivalent (PE).

 

Trainees for the British Water Wastewater Treatment Plant Accredited Service Technicians qualification will now be visited at the workplace by an assessor. Candidates need to show competence carrying out maintenance on septic tanks, biological filtration plants, rotating biological contactors, activated sludge plants, submerged aerated filters, biological aerated flooded filters and pumping stations, with one of these assessed by direct observation.

 

Pre-requisites for certification are recognised qualifications in Electrical Safety and Working in Confined Spaces along with completion of EU Skills’ Safety Health & Environmental Awareness (SHEA) Water programme.

 

Mar Batista, technical manager, British Water says, “There are a large number of small sewage treatment plants of differing designs, sizes and ages across the country. The UK’s environmental regulators are showing increasing concern about the potential pollution these plants could cause. The primary way of preventing pollution is to ensure plants are properly maintained and serviced.

 

“British Water’s Wastewater Treatment Plant Focus Group has been working on updates for 10 years and we are delighted to have agreement from all stakeholders. Technicians completing the course will have a thorough knowledge of the types, theory and operation of small sewage treatment plants.”

 

Craig Finbow, chief executive of Owls Hall Environmental, is vice-convenor of the Wastewater Treatment Plant Focus Group and chaired the technicians training working group. He said, “A lot of hard work has gone into developing the new training for wastewater treatment technicians. This is an important milestone in raising the bar on service and maintenance across the UK.”

 

Daryll Garavan, training manager - confined spaces, water and environmental at Develop Training said, “Expanding the training requirement for wastewater treatment plant operatives will reduce the risk of health & safety and pollution incidents. We are looking forward to putting our first trainees through the new course.”

 

An estimated 400 people will need to retrain when their current accreditation expires and new recruits will do the course straight away. Mar Batista says that even for those working in the industry but not undertaking daily maintenance, taking the taught course will help them better understand the issues faced by the industry.
