ADB´Â ¶ÇÇÑ ¹ÙŽ¹æ(Battambang)¿¡ »õ·Î¿î ¿¡³ÊÁö È¿À² Æó¼ö󸮽ü³ÀÇ ÀçÁ¤À» Áö¿øÇϱâ À§ÇØ ÀϺ» Á¤ºÎ°¡ Áö¿øÇÏ´Â °øµ¿Å©·¹µ÷ ¸ÞÄ¿´ÏÁò(JCM : Joint Crediting Mechanism)¿¡ ´ëÇÑ ÀϺ»±â±ÝÀ¸·ÎºÎÅÍ 1õ¸¸ ´Þ·¯¸¦ Áö¿øÇÒ °èȹÀÌ´Ù. 

 

ADB´Â ¶ÇÇÑ 4°³ µµ½Ã ¸ðµÎ¿¡¼­ °øµ¿À¸·Î ÀÚ±ÝÀ» Á¶´ÞÇÒ ÇÁ¶û½º ±¹Á¦°³¹ßû(AFD : Agence Francaise de Developpement)·ÎºÎÅÍ 4õ¸¸ À¯·Î(4¾ï3õ800¸¸ ´Þ·¯)ÀÇ À¶ÀÚÀÚ±Ý Á¶´ÞÀ» °ü¸® ÇÑ´Ù.

įº¸µð¾ÆÀÇ µµ½Ã Àα¸´Â ÀÏÁ¤ÇÑ ¼Óµµ·Î °¡¼ÓÈ­µÇ°í ÀÖÀ¸¸ç, µµ½Ã¿¡ »ç´Â »ç¶÷µéÀÇ ¼ö°¡ 2030³â±îÁö Àüü Àα¸ÀÇ ¾à 30 %¿¡ À̸¦ °ÍÀ¸·Î ¿¹»óµÈ´Ù. ÀÌ Çö»óÀÌ Áö³­ ¸î³â µ¿¾È Çѱ¹ÀÇ ¼ºÀå°ú 2Â÷ ¹ÙŽ¹æ(Battambang), įÆþÂü(Kampong Cham), ¾¾¿¥¸³(Siem Reap) ¹× ½Ã¾Æ´©Å©ºô(Sihanoukville) ÇÁ·ÎÁ§Æ® µµ½Ã¿Í °°Àº µµ½ÃµéÀº ¹° °ø±Þ°ú À§»ý °°Àº ±âº»ÀûÀÎ µµ½Ã ¼­ºñ½ºÀÇ Çʿ伺À» Áõ°¡ ½ÃÄ×´Ù. 

 

ÇöÀç ¼öµµÀÎ ÇÁ³ðÆæ(Phnom Penh)À» Á¦¿ÜÇÑ µµ½Ã Àα¸ÀÇ 42.2%¸¸ÀÌ ¹è°üµÈ »ó¼öµµ¿¡ Á¢±Ù ÇÒ ¼ö ÀÖ¾ú°í, 80.2%´Â °³¼±µÈ À§»ý½Ã¼³À» ÀÌ¿ëÇÒ ¼ö ÀÖ¾úÁö¸¸ 10.7%¸¸ Çϼöµµ ¹× ÇÏ¡¤Æó¼ö ó¸® ½Ã¼³À» ÀÌ¿ëÇÒ ¼ö ÀÖ¾ú´Ù.

 

ÁÖÁ¤ºÎ ¼öµµ°ø±Þ ¹× À§»ý ÇÁ·ÎÁ§Æ®´Â ¹ÙŽ¹æ(Battambang) ¹× įÆþÂü(Kampong Cham)ÀÇ ¹è°ü¼ö °ø±ÞÀ» Çâ»ó½ÃÄÑ ÇÏ·ç 2¸¸§©ÀÇ ¿ë·®À» °¡Áø 2°³ÀÇ ¼öó¸® ¼³ºñ °Ç¼³À» ÅëÇØ 2022³â±îÁö Ãß°¡·Î 20¸¸9õ ¸íÀÇ ¿¬°áÀ» Á¦°øÇÒ °èȹÀÌ´Ù. ÃÑ ±æÀÌ 161kmÀÇ »õ·Î¿î ¹è±Þ¸ÁÀÌ ÀÖ´Ù. ÀÌ°ÍÀº ÇÁ·ÎÁ§Æ® µµ½ÃÀÇ Àα¸ÀÇ ¾à 90%±îÁö ÆÄÀÌÇÁ·Î ¿¬°áµÈ ±Þ¼öÀÇ °ø±ÞÀ» Áõ°¡½ÃÄÑ 2025³â±îÁö Á¤ºÎÀÇ 100% ¸ñÇ¥¿¡ °¡±õ°Ô Á¢±ÙÇÒ °èȹÀÌ´Ù.

 

¶ÇÇÑ ÀÌ ÇÁ·ÎÁ§Æ®´Â ¹ÙŽ¹æ(Battambang)¿¡ »õ·Î¿î ÇÏ¡¤Æó¼öó¸®ÀåÀ» °Ç¼³ÇÏ°í ½Ã¾Æ´©Å©ºô(Sihanoukville)¿¡ ÇÏ¡¤Æó¼öó¸® ½Ã¼³À» È®ÀåÇÏ¿© ÇÏ·ç 3¸¸1õ§© ÀÌ»óÀÇ º¹ÇÕ Ã³¸®½Ã¼³À» °Ç¼³ÇÏ°í Ãß°¡·Î ½Ã°øÀ» Áö¿øÇÔÀ¸·Î½á µµ½Ã À§»ý ¼­ºñ½º¸¦ Çâ»ó½Ãų °èȹÀÌ´Ù.

įÆþÂü(Kampong Cham)¿¡´Â »õ·Î¿î Áß¼ö°ü¸® ½Ã½ºÅÛÀÌ °Ç¼³µÉ ¿¹Á¤À̸ç, ÀÌ ±¹Á¦ °ü±¤Áö¿¡¼­ ¿À¿°À» ÁÙÀÌ°í µµ½Ãȯ°æÀ» °³¼±Çϱâ À§ÇØ ¾¾¿¥¸³(Siem Reap)¿¡ 3.7kmÀÇ »õ·Î¿î Çϼöµµ½Ã¼³ÀÌ °Ç¼³µÉ ¿¹Á¤ÀÌ´Ù.

 

ÇÁ·ÎÁ§Æ®ÀÇ ÃÑ ºñ¿ëÀº Á¤ºÎ°¡ ¿¡³ÊÁö È¿À² ÃøÁ¤ ¹× ¹«·á °¡Á¤ Çϼö±¸ ¿¬°áÀ» Áö¿øÇϱâ À§ÇØ AFD¿¡¼­ °ü¸®ÇÏ´Â 467¸¸ À¯·Î(¾à 509¸¸ ´Þ·¯)ÀÇ ±³ºÎ±ÝÀ» Á¦°øÇϸ鼭 įº¸µð¾Æ Á¤ºÎ´Â 1õ54¸¸ ´Þ·¯¸¦ ±âºÎÇÏ¿© ¾à 1¾ï1õ171¸¸ ´Þ·¯¸¦ Áö¿øÇÑ´Ù. ÇÁ·ÎÁ§Æ® ¿Ï°øÀÏÀº 2022³â ¸»ÀÌ´Ù.

ADB offers $50m to improve urban water supply in Cambodia

 


The Asian Development Bank (ADB) has approved a $50m loan to help expand and improve urban water supply and sanitation services in four of Cambodia¡¯s largest provincial cities.


ADB will also administer a $10 million grant from the Japan Fund for the Joint Crediting Mechanism, funded by the Government of Japan, to help finance a new energy-efficient wastewater treatment plant in Battambang. ADB will also administer a ¢æ40 million ($43.54 million) loan cofinancing from Agence Francaise de Developpement (AFD), which will jointly finance the project in all four cities.

 

¡°As urbanization in Cambodia continues at a rapid pace, there is a need to ensure that people have access to safe and reliable water supply and sanitation services to support their productivity and daily lives, and improve their urban environment,¡± said Michael White, Urban Development Specialist at ADB¡¯s Southeast Asia Department. ¡°ADB will work closely with the Government of Cambodia to ensure that people, particularly in the rapidly growing urban centers in the country, have access to these basic urban services.¡±

 

Cambodia¡¯s urban population is accelerating at a consistent pace, with the number of people living in cities expected to reach around 30% of the country¡¯s total by 2030. While this phenomenon has helped in the country¡¯s growth over the last few years and the emergence of secondary cities like Battambang, Kampong Cham, Siem Reap, and Sihanoukville?project cities?it also increased the need for basic urban services like water supply and sanitation. Currently, only 42.2% of the urban population?excluding the capital Phnom Penh?have access to piped water supply, and while 80.2% have access to improved sanitation, only 10.7% have access to sewerage and wastewater treatment.

 

The Provincial Water Supply and Sanitation Project will improve piped water supply in Battambang and Kampong Cham, benefitting an additional 209,000 people-or about 40,000 connections-by 2022, through the construction of two water treatment plants with a combined capacity of 61,600 cubic meters per day and new distribution networks with a combined length of 161 kilometers(km). This will increase coverage of piped water supply to about 90% of the population in the project cities, moving closer to the government¡¯s 100% target by 2025.

 

Additionally, the project will improve urban sanitation services through the construction of a new wastewater treatment plant in Battambang and expansion of the wastewater treatment plant at Sihanoukville, with a combined capacity of more than 31,000 cubic meters per day, and supported with construction of an additional 37 km of new sewer pipelines. A new septage management system will also be constructed in Kampong Cham and a new 3.7-km trunk sewer will be built in Siem Reap to reduce pollution and improve the urban environment in this international tourist destination. Institutional capacity support will also be provided to relevant agencies and authorities.

 

Total cost of the project is about $119.17 million, with the government contributing $10.54 million and the European Union¡¯s Asia Investment Facility providing a ¢æ4.67 million ($5.09 million) grant to be administered by AFD to support energy efficiency measures, free household sewer connections, and capacity development. The project¡¯s completion date is expected at the end of 2022.
