[미국] 바이든 행정부, 소규모·소외계층·소외된 지역사회에 깨끗하고 안전한 식수 공급 위해 2천500만 달러 발표

「청정수법」 준수 위한 인프라 업그레이드 및 PFAS·지역 먹는물 문제 해결 위해

 

 

미국 환경보호청(EPA)는 깨끗하고 안전한 먹는물을 위해 투자할 수 있도록 주와 지역에 2천500만 달러를 지원하다고 발표했다.  

이 보조금은 「청정수법」을 준수할 수 있도록 인프라를 업그레이드하고, PFAS에 대한 노출을 줄이고, 납 공급원을 제거하고, 추가적인 지역 먹는물 문제를 해결할 수 있도록 도움으로써 지역 사회에 혜택을 제공한다. 

브루노 피고트(Bruno Pigott)  수자원 담당 국장 대행은 "전국적으로 많은 지역사회가 공중보건에 필수적인 먹는물 인프라를 유지하고, 업그레이드하기 위해 고군분투하고 있다"며 "EPA의 2천500만 달러 보조금과 바이든 대통령의 「초당적 인프라법」 투자는 미국의 물 인프라를 강화하고, 모든 시민이 깨끗하고 안전한 식수에 접근할 수 있도록 도울 것"이라고 말했다. 

이 보조금은 바이든-해리스 저스티스 40 이니셔티브의 일환으로, 연방 자금이 가장 필요한 곳에 도달하도록 보장함으로써 환경 정의를 발전시키고, 열악한 지역사회에 혜택을 제공한다.

EPA의 보조금은 가정의 수질 검사에서부터 PFAS를 포함한 먹는물 오염물질에 대한 모니터링에 이르기까지 지역사회가 먹는물 문제를 해결할 수 있도록 광범위한 프로젝트를 지원한다. 

또한 미국 전역의 납 파이프를 100% 제거한다는 바이든 대통령의 목표에 따라 납 파이프를 식별하고, 교체하는 데 사용될 수 있다.  

아울러 수도 시스템의 운영자와 직원의 기술적, 재정적, 관리적 능력을 향상시킬 수 있도록 돕는다. 먹는물 수질 개선에 영향을 미치는 인프라 프로젝트(전송, 분배, 저장)도 보조금 지원을 받을 수 있다. 

「물인프라개선법」에 따라 수립된 '소규모, 소외계층, 소외된 지역사회 보조금 프로그램'은 비경쟁적 기준을 통해 주와 지역에 자금을 지원한다. 

EPA는 빈곤 수준 이하의 인구, 소규모 수도 시스템, 서비스가 부족한 지역에 대한 할당 공식에 따라 자금을 지원한다.

Biden-Harris Administration Announces $25 Million to Help Provide Small, Underserved, and Disadvantaged Communities with Clean and Safe Drinking Water

 

Today, May 21, the U.S. Environmental Protection Agency announced $25 million for states and territories to invest in clean and safe drinking water. This grant funding will specifically benefit underserved, small and disadvantaged communities by upgrading infrastructure to comply with the Safe Drinking Water Act, reducing exposure to Per- and Polyfluoroalkyl Substances (PFAS), removing sources of lead, and addressing additional local drinking water challenges. The EPA funding announced today advances President Biden’s Investing in America Agenda to help communities make real progress on critical drinking water upgrades.

“Across the country, too many communities struggle to maintain and upgrade drinking water infrastructure that is essential to public health,” said Acting Assistant Administrator for Water Bruno Pigott. “This $25 million in EPA grant funding, along with historic investments from President Biden’s Bipartisan Infrastructure Law, will strengthen our nation’s water infrastructure and help ensure everyone has access to clean and safe drinking water.”

This funding is part of the Biden-Harris Justice40 Initiative, which advances environmental justice and benefits disadvantaged communities by ensuring that federal funding is reaching places that need it most.

EPA’s grant funding is flexible and can support a broad range of projects to help communities address drinking water concerns, from household water quality testing to monitoring for drinking water contaminants, including PFAS. These funds can also be used to identify and replace lead service lines to help achieve President Biden’s goal of removing 100% of lead pipes across the country. Funds may also support efforts to build the technical, financial, and managerial abilities of a water system’s operations and staff. Infrastructure projects—from transmission, distribution, and storage—that support drinking water quality improvements are also eligible for grant funding.

The Small, Underserved, and Disadvantaged Community grant program, established under the Water Infrastructure Improvements for the Nation (WIIN) Act, awards funding to states and territories on a non-competitive basis. EPA awards funding to states based on an allocation formula that includes factors for population below the poverty level, small water systems, and underserved communities. Since 2019, this grant program has allocated over $130 million to states, territories and Tribes.
