[해외연구보고서] 미 트럼프 행정부, 캘리포니아 북부에 새로운 저수지 설립 계획 진전시켜

미국 간척국(The Bureau of Reclamation released)은 델타 하류 물 저장소 조사(Delta Off-stream Storage Investigation)에 대한 최종 타당성 보고서를 발표했다. 이 보고서에는 현장 저수지 프로젝트의 잠재적인 비용과 편익이 문서화되어 있다.

캘리포니아 전역에 걸쳐 스토리지 용량을 늘리기 위한 지속적인 노력의 일환으로, 리콜리(Recallie)와 현장 프로젝트 당국(Sites Project Authority)는 새크라멘토-산 호아킨 델타(Sacramento-San Joaquin Delta) 북쪽의 새로운 하류 지표수(new off-stream surface water)를 평가하기 위해 협력했다. 최종 타당성 보고서는 12월 22일 의회에 제출되었다.

브렌다 버먼(Brenda Burman) 커미셔너는 "캘리포니아에는 추가 스토리지가 절실히 필요하며, 리소스 사이트(Sites Resource)와 같은 프로젝트는 농장, 지역사회 및 환경에 도움이 되는 운영 유연성과 보다 안정적인 용수 공급을 제공할 것이다"라면서 "현장 저수지 프로젝트(The Sites Reservoir Project)는 캘리포니아 북부에서 추가 저장(storage)을 위한 중요한 기회이다"라고 말했다.

제안된 저수지는 농업과 도시 및 산업 목적을 위한 추가 급수, CVP 운영 유연성, 방음 어류 혜택(바다에서 산란으로 돌아오는 어류 이동), 야생동물, 델타 생태계 개선, 홍수피해 감소 및 레크리에이션 등을 제공한다.

"우리는 캘리포니아에 매우 필요한 물 저장소를 만들기 위해 이 독특한 오프스트림 스토리지 프로젝트를 위해 현장 프로젝트 당국(Site Project Authority)과 협력하게 되어 기쁘다"라고 지역 책임자인 어니스트 코난트(Ernest Conant)가 말했다.

현장 프로젝트 책임자인 프리츠 더스트(Fritz Durst)는 "다중 혜택이 있는 사이트 저수지는 캘리포니아 북부 지역의 저수 용량을 최대 15%까지 늘리고, 앞으로 세대를 위해 물 공급, 홍수방지, 환경 및 레크리에이션 혜택을 제공할 것이다"라면서 "환경용수는 항상 현장 저수지 프로젝트의 중심에 있었다"라고 말했다.

프리츠 더스트(Fritz Durst) 책임자는 이어  "재활용과 파트너십을 체결하면 특히 건기에 주 전역에 걸쳐 물 공급에 대한 유연성, 신뢰성 및 복원력을 회복할 수 있을 것이며, 현재 존재하지 않는 환경적 요구를 위한 용수 및 전용 스토리지를 제공함으로써 주를 위한 환경 자산을 창출할 수 있을 것이다"라고 강조했다.

현장 프로젝트 당국(Sites Project Authority)의 제프 서튼(Jeff Sutton) 부회장은 "우리는 이 독특한 용수 저장 프로젝트를 위한 매립국과의 파트너십에 감사한다"고 이 말했다.

제프 서튼(Jeff Sutton) 부회장은 이어 "사이트 저수지는 캘리포니아 주 전역에 있는 2천400만 명 이상의 캘리포니아 주민과 50만 에이커 이상의 농지를 총칭하는 참여 물 관리 기관들을 위해 기존의 주 전역에 걸친 물 공급 시스템의 운영 효율성을 크게 향상시키고 가뭄 복원력을 크게 향상시키는 역할을 할 것이다"라고 말했다.

Trump Administration advances plan to create new water storage in Northern California

The Bureau of Reclamation released the final feasibility report for the North-of-the-Delta Off-stream Storage Investigation. The report documents the potential costs and benefits of the Sites Reservoir Project.

As part of a continuing effort to increase storage capability throughout California, Reclamation and the Sites Project Authority worked together to evaluate new off-stream surface water storage north of the Sacramento-San Joaquin Delta. The Final Feasibility Report was transmitted to Congress on December 22.

Located 81 miles northwest of Sacramento, Sites Reservoir would store water diverted from the Sacramento River for future releases to beneficiaries throughout the state.

The proposed project includes an off-stream reservoir located north-of-the Delta where the majority of California’s rainfall occurs.

“California is in dire need of additional storage, and projects like Sites Reservoir will provide operational flexibility and more reliable water delivery to benefit farms, communities, and the environment,” said Commissioner Brenda Burman. “The Sites Reservoir Project is an important opportunity for additional storage in northern California.”

The proposed reservoir would provide additional water supply for agriculture and municipal and industrial purposes, CVP-operational flexibility, anadromous fish benefits (migrating fish that return from the ocean to spawn), wildlife refuges, Delta ecosystem enhancement, flood damage reduction, and recreation.

“We are pleased to partner with Sites Project Authority on this unique off-stream storage project to create much needed water storage in California,” said Regional Director Ernest Conant.

“The multi-beneficial Sites Reservoir would increase northern California’s water storage capacity by up to 15% and provide water supply, flood protection, environmental, and recreation benefits for generations to come.”

“Environmental water has always been at the heart of the Sites Reservoir Project,” said Fritz Durst, Sites Project Authority chairman.

“Partnering with Reclamation will help restore flexibility, reliability, and resiliency to our statewide water supply ? especially in dry years ? and will create an environmental asset for the state by providing water and dedicated storage for environmental needs that do not currently exist.”

“We are grateful for the partnership with the Bureau of Reclamation on this one-of-a-kind water storage project,” said Sites Project Authority Vice Chairman Jeff Sutton.

“Sites Reservoir will serve to greatly enhance the operational efficiency of our existing statewide water delivery system and significantly improve drought resiliency for our participating water agencies?who collectively represent over 24 million Californians and more than 500,000 acres of farmland from all parts of the state.”
