글로벌 조기 경보 도구(Global early warning tool)의 결과를 분석한 분기별 업데이트 자료에 따르면 아프리카 에티오피아, 케냐, 소말리아 일부 지역에서 4년 연속 성장을 위협하는 가뭄으로 인해 국가들이 분쟁이 발생할 위험에 처해 있는 것으로 나타났다.

WPS(Water, Peace and Security) 파트너십이 발표한 이번 업데이트 자료에는 “아프리카 남수단의 홍수와 카메룬 북부의 수자원 감소가 갈등으로 이어질 수 있다"고 경고했으며, “중동은 계속 극심한 물 상황과 관련된 불안정과 시위로 계속 혼란에 빠지고 있다”고 관측하고 있다.

글로벌 조기 경보 도구는 머신런닝(machine learning)을 적용하여 충돌 가능성을 최대 1년 전에 예측한다. WPS 파트너십의 최신 업데이트는 2021년 12월 데이터 분석을 기반으로 하고 향후 12개월에 초점을 맞춰 시리아, 이라크, 아프가니스탄 및 필리핀 일부 지역에서 진행 중이거나 새로 발생할 분쟁을 예측하고 물 관련 문제에 주목한다. 이러한 갈등의 동인 중 하나일 수 있다.

이 도구는 세계자원연구소(World Resources Institute), 델타레스(Deltares), 헤이그 전략연구센터(Hague Centre for Strategic Studies), 습지 국제 및 국제 경보(Wetlands International and International Alert)의 전문가들을 포함하는 네덜란드 국제구조수리환경공학연구소(IHE Delft Institute for Water Education)가 지원하는 WPS 파트너십에 의해 개발 및 유지관리 된다.

최근의 업데이트는 티그리스-유프라테스 분지의 많은 부분에서 향후 12개월 동안 발생하거나 계속되는 분쟁을 예측하며, “지역 전체가 물 불안과 사람과 경제에 미치는 많은 영향과 지역 안정으로 인해 복잡한 투쟁에 휘말려 있다”고 언급했다.

WPS 파트너십의 코디네이터인 수잔네 슈마이어(Susanne Schmeier) IHE 델프트(IHE Delft ; 국제구조수리환경공학연구소) 물법 및 외교 부교수는 “이 지역의 과제는 복잡하고 상호 연관되어 있다”라면서 “유프라테스-티그리스 분지의 가뭄 상태가 계속됨에 따라 이라크, 이란, 시리아와 같은 나라들은 비효율적인 물관리와 정책으로 어려움을 겪고 있지만 공유 수자원에 대한 지역적 긴장이 지속적으로 증가할 것”이라고 말했다.

에티오피아에서는 내전, 불안정, 국가 약화가 가뭄과 심각한 결과를 해결할 능력을 저해하고 있다고 이 업데이트는 지적했다. 글로벌 조기 경보 도구는 에티오피아 남부와 동부에서의 분쟁을 예측하며, 이는 에티오피아 북부에서 2020년 11월에 시작된 분쟁에 추가될 것이라고 예측했다.

세계자원연구소(World Resources Institute)의 찰스 아이슬란드(Charles Iceland) 글로벌 및 국가 이니셔티브 책임자는 “가뭄은 4년 연속 성장기를 위협하고 있으며, 시골 주민들은 계속해서 살아갈 자산이 거의 없다”라면서 “불안한 전망에 직면한 많은 사람들이 대체 생계 수단을 찾아 집을 떠나야만 한다”고 말했다.

그러나 희망도 있다. 물의 담수화 비용을 저렴하게 만드는 신기술은 이스라엘이 세계에서 물이 가장 안전하지 않은 나라 중 하나인 요르단에 물을 판매할 수 있게 했다.

요르단과 이스라엘 사이의 물을 둘러싼 긴장이 계속되고 있지만, 양국은 2021년 11월 요르단이 물 공급의 대가로 이스라엘에 태양 에너지를 수출하는 협정 의향서에 서명했다. 글로벌 조기 경보 도구는 향후 12개월 동안 이스라엘이나 요르단에서의 광범위한 폭력 분쟁을 예측하지 않는다.

2019년에 출시된 WPS 파트너십의 글로벌 조기 경보 도구(Global early warning tool)은 200개 이상의 고려 대상 중 가장 중요한 것으로 입증된 15∼20개의 글로벌 지표를 사용한다.

Early warning tool predicts conflict in parts of drought-stricken Ethiopia, Kenya and Somalia

 

Drought that threatens a fourth consecutive growing season in parts of Ethiopia, Kenya and Somalia puts the countries at risk of emerging conflicts, according to a new quarterly update that analyzes findings from a global early warning tool.

The update, issued by the Water, Peace and Security (WPS) partnership, also warns that floods in South Sudan and dwindling water resources in northern Cameroon could lead to conflict, and observes that the Middle East continues to be riddled by instability and protests related to a dire water situation.

The tool applies machine learning to predict possible conflict up to a year in advance. The WPS Partnership’s latest update, based on an analysis of December 2021 data and focusing on the next 12 months, also predicts ongoing or emerging conflict in Syria, Iraq, Afghanistan and parts of the Philippines, among others, and notes that water-related challenges may be among the drivers of such conflict.

The tool is developed and maintained by the IHE Delft-supported WPS Partnership, which also includes experts from the World Resources Institute, Deltares, The Hague Centre for Strategic Studies, Wetlands International and International Alert.

The latest update predicts emerging or continuing conflict for the next 12 months in much of the Tigris-Euphrates Basin, noting that “the entire region is caught in a complex struggle with water insecurity and its many implications for people and the economies, as well as regional stability more broadly.”

WPS coordinator Susanne Schmeier, IHE Delft Associate Professor in Water Law and Diplomacy, said the region’s challenges are complex and interlinked.

“As drought conditions continue in the Euphrates-Tigris Basin, countries such as Iraq, Iran and Syria - all struggling with ineffective water management and policies - will continue to see protests and instability, but also a continuously increasing risk of regional tensions over shared water resources,” she said.     

In Ethiopia, the update notes that fighting, instability and a weakening of the state undermine its ability to address drought and its dire consequences. The tool predicts conflict in southern and eastern Ethiopia - this would be in addition to the conflict that begun in November 2020 in the northern part of the country. 

“The drought is threatening a fourth consecutive growing season, leaving rural inhabitants with few assets to continue to sustain themselves. Many, facing dire prospects, are forced to leave their homes in search of alternative livelihood options,” said Charles Iceland, Director of Global and National Initiatives at the World Resources Institute.

There is, however, also hope. New technology that makes desalination of water cheaper has enabled Israel to sell water to Jordan, one of the world’s most water-insecure countries.

 Though tensions around water between Jordan and Israel continue, the two countries in November 2021 signed a declaration of intent for a deal that would see Jordan export solar-produced energy to Israel in return for water deliveries. The tool does not predict extensive violent conflict in Israel or Jordan over the next 12 months.

The WPS Global Early Warning Tool, launched in 2019, employs 15-20 global indicators proven to be the most significant from among more than 200 considered.
