[인도] ADB, SAEL 인터스트리와 태양광 발전소에 1억5천만달러 계약 체결

그린필드 태양광 발전소, 인도의 청정에너지 및 저탄소 성장 지원 위해 건설

아시아개발은행(ADB)은 인도 구자라트(Gujarat)에 있는 400메가와트(MW) 규모의 그린필드 태양광 발전소 건설을 위해 SAEL 인더스트리(SAEL Industries Limited)의 자회사인 SAEL 솔라 P4(SAEL Solar P4 Private Limited)에 최대 122억3천만 인도 루피(약 1억4천700만 달러 상당)의 대출을 발표했다.

자금 조달은 ADB로부터 122억3천만 인도 루피와 타타 캐피탈(Tata Capital)이 인수한 최대 61억1천만 인도 루피의 병행 대출로 구성된다. ADB는 자금조달 패키지의 구조화와 인도 내 민간자본 동원을 주도했다.

수잔 가버리(Suzanne Gaboury) ADB 민간 부문 운영 사무총장은 “특히, 전 세계 온실가스 배출량의 절반 이상을 차지하는 아시아와 태평양 지역의 민간 부문이 화석연료에서 재생에너지 발전으로 전환하는 데 중추적인 역할을 해야 한다”며 “ADB는 이 지역 기후은행으로서 청정에너지에 대한 민간 부문의 투자를 활성화하기 위해 장기적인 현지 통화금융을 제공한다”고 말했다. 이어 “ADB가 SAEL과 맺은 파트너십은 2030년까지 500기가와트의 재생에너지 발전 용량을 달성하겠다는 인도 정보의 목표를 뒷받침한다”고 덧붙였다.

SAEL 솔라 P4는 인도 구자라트의 하브다 울트라 메가 솔라 파크(Khavda Ultra Mega Solar Park) 내에 위치한 이 태양광 발전소를 건설하고 운영할 예정이다. 이 태양광 발전소에서 생산된 전력은 25년 구매 계약을 통해 국영 배전회사인 구자라트 우르자 비카스 니감(Gujarat Urja Vikas Nigam Limited)에 공급될 예정이다. 이 발전소는 연간 평균 953기가와트시의 청정에너지를 생산해 연간 약 78만3천855톤의 이산화탄소 배출을 방지하는 데 도움을 줄 것으로 예상된다.

ADB, SAEL Industries Sign 12.23 Billion Indian Rupee Deal for a 400 MW Solar Power Plant in Gujarat India

 

The Asian Development Bank (ADB) and SAEL Industries Limited, through its subsidiary SAEL Solar P4 Private Limited, have signed a loan of up to 12.23 billion Indian rupees (about $147 million equivalent) for the development of a 400-megawatt (MW) greenfield solar power plant in Gujarat, India, to support the country’s ongoing transition toward clean energy and low-carbon growth.

The financing package comprises of 12.23 billion Indian rupees from ADB and a parallel loan of up to 6.11 billion Indian rupees underwritten by Tata Capital. ADB led the structuring of the financing package as well as the mobilization of domestic private capital.

“The private sector must play a pivotal role in the transition from fossil fuels to renewable energy generation, particularly in Asia and the Pacific region, which contributes over half of global greenhouse gas emissions. As the region’s climate bank, ADB provides long-term local currency financing to stimulate private sector investment in clean energy,” said ADB Director General for Private Sector Operations Suzanne Gaboury. “ADB’s partnership with SAEL supports the Government of India’s objective of achieving 500 gigawatts of renewable energy generation capacity by 2030.”

SAEL Solar P4 Private Limited will build and operate the solar powerplant, situated within the Khavda Ultra Mega Solar Park in Gujarat, India. The electricity generated by the solar plant will be supplied to Gujarat Urja Vikas Nigam Limited, the state-owned power distribution company, through a 25-year purchase agreement. The plant is anticipated to produce an average of 953 gigawatt-hours of clean energy annually, helping to avoid approximately 783,855 tons of carbon dioxide emissions annually. SAEL and ADB have previously partnered in a biomass power generation project that uses agricultural residue.
