베이징, 싱가포르, 홍콩, 뉴욕, 샌프란시스코, 로스앤젤레스, 런던, 프랑크푸르트에서 대규모 투자설명회가 개최됐음에도 불구하고 석유와 가스분야에만 관심이 집중되고 있는 것으로 보여진다.

러시아는 둔화된 경제성장으로 세수에 타격을 입으면서 계획보다 늦어진 대기업과 은행 지분의 매각 움직임을 서두르고 있다.

정부는 시장가치가 775억 달러에 달하는 Rosneft사의 지분 매각 가능성을 오랜 기간 고심해 왔다. 매각을 고려하고 있는19%는 BP의 소유지분을 상회할 것으로 예상된다.

TNK-BP 계약의 일부로, BP는 170억 달러의 현금과 Rosneft의 12.84%의 지분을 취득해으며 국영 에너지 지주 회사인 Rosneftgaz로부터 Rosneft 지분의 5.66%를 매입한 바 있다.

정부의 중기 민영화 전략에 따르면, 국영 에너지 지주 회사는 올해부터 Rosneft의 보유 지분 69.5% 매각을 시작해야하며, 2016년까지 완전 매각을 완료해야 한다.

이에 Rosneft의 대표 Igor Sechin은 매각에 대비해 로비를 펼치고 있다.

올해 기타 민영화 대상 기업은 Aeroflot, Rostelecom, Sheremetyevo 공항, United Grain Company이다.

The second wave of privatization in Russia despite of a series of quite professionally organized road shows in Beijing, Singapore, Hong Kong, New York, San Francisco, Los Angeles, London and Frankfurt still looms over oil and gas.

 
Russia's plan to sell stakes in large firms and banks has slipped behind schedule, but officials are showing greater urgency to complete asset sales as a slowing economy dents tax revenues.

 

 "I raised the issue during the government meeting that we need to speed up the process of large-scale privatization," Belousov told reporters Thursday after a cabinet meeting in Moscow.

 

The government has long been studying the possibility of selling a stake in Rosneft, whose market value is $77.5 billion. The 19 percent it would look to sell comes on top of the stake already acquired by British oil major BP, Belousov said.

 

BP, which already had a small stake in Rosneft, ended up with 19.75 percent earlier this year after Rosneft's $55 billion acquisition of British-Russian crude producer TNK-BP. As part of the TNK-BP deal, BP received $17 billion cash and a 12.84 percent stake in Rosneft. BP then bought 5.66 percent of Rosneft from state energy holding company Rosneftegaz.

 

 "It's a strategic decision, on Rosneft," Belousov said. "There is already 5.66 percent [sold]. We are talking about an additional package." According to the government's mid-term privatization strategy, the state energy holding company should start cutting its 69.5 percent stake in Rosneft this year, with a complete sale by 2016. Rosneft chief executive Igor Sechin has lobbied against a sale.

 

He also chairs Rosneftegaz, enabling him to influence the government's approach to managing its assets. Other privatizations planned this year are Aeroflot, Rostelecom, Sheremetyevo airport and United Grain Company, Belousov said
