일본 후쿠시마 다이치 원자력발전소의 폐수 저장용기에서 방사성 누출수가 발생하는 것을 막고 피해를 완화하기 위한 광범위한 조치가 수행되었다. 또한 이전에 누출된 오염수의 정화작업도 성공적으로 마무리된 것으로 보인다.

 

지난주 후쿠시마 원자력발전소에서 부분적으로 처리된 방사성 오염수가 누출되어 우수밸브를 통해 주변 댐으로 흘러들었다. 8월 20일 이 사실을 발견한 도쿄전력은 펌프로 물을 제거하고 깊이 50cm까지 영향을 받은 지역의 토양을 정화했다. 그 결과 해당 깊이에서 방사성 오염의 흔적을 찾을 수는 없었다.

 

또한 도쿄전력은 빗물을 바다로 흘려보내는 배수 통로에 대한 감시를 강화했다. 방사성 오염 측정 결과, 이 배수 통로가 바다와 만나는 지점에서 세숨-134와 베타선의 검출량은 제한치를 밑도는 리터당 18베크렐(Bq/l)로 드러났다.

 

보다 내륙지역의 사고 저장조 근처의 경우 세슘은 검출되지 않은 반면, 베타선은 93 Bq/l로 다소 높게 나타났다. 원래 누출수의 방사성 농도가 8,000만 Bq/l인 것을 감안하면 누출된 물의 대부분이 바다에 도달하지 않은 것으로 생각할 수 있다.

저장조가 손상된 원인을 설명하는 이론 중에는 원래 위치에서 이동시키기 위해 분해 및 조립을 한 것일 수 있다는 가정이 제기되고 있다. 이 작업으로 용접부위가 약해져서 재조립 후 수행한 점검에도 불구하고 누출 사고를 일으킨 것으로 추정된다.

 

향후 사고 대비 조치로, 도쿄전력은 이동시킨 저장조를 비우고 있으며, 하나 남은 저장조의 물도 배수시킬 예정이다. 그리고 모든 저장조에 대해서 보다 규칙적인 점검을 수행하고 방사선량계를 갖춘 50명 이상의 직원들이 순찰 활동을 수행할 예정이다.

 

열감지 카메라도 배치하여, 저장조 표면 온도가 수온에 미치는 영향으로 물이 넘치는 것도 감시하게 된다. 또한 발전소 직원들은 어떤 수상한 물웅덩이도 발견하는 즉시 문서화하여 보고하는 규정을 시행하게 된다. 우수 밸브도 기본 개방 모드에서 폐쇄 모드로 변경된다.

INES 등급

원자력규제청(Nuclear Regulatory Authority, NRA)은 이번 누출을 1단계로 예비평가했는데, 국제 원자력 고장·사고 등급(International Nuclear Event Scale, INES)에서 `단순고장(anomaly)`에 해당하는 사고다. 하지만 NRA는 3단계인 ‘심각한 사고(serious incident)’로 개정할 가능성이 있다고 발표하여 혼란을 일으킨 바 있다.

 

이후 NAR은 누출 사고를 별개의 사고로 기록할지 아니면 이미 7단계인 방사성물질의 대량 외부방출(Major accident)로 평가된 전체 사고의 일부로 기록할지 알 수 없었다는 점을 시인했다. NRA는 최종결정을 내리기 전에 국제원자력기구(IAEA)의 자문을 구할 것이라고 말했지만, IAEA는 아직까지 자문 요청을 받은 적이 없다고 말했다. 따라서, 현재까지 공식적인 INES 등급은 결정되지 않고 있다.

여전히 저장조가 설치되어 있던 콘크리트 바닥의 정화작업이 남아 있는 가운데, 이곳의 방사선량은 두 곳에서 시간당 70~100밀리시버트(mSv/h)인 것으로 측정된 바 있다. 다른 쪽에 있는 우수 밸브에서도 높은 방사선량인 시간당 4~16밀리시버트가 기록된 것으로 나타났다.

 

도쿄전력은 이 지역의 토양에서는 오염이 검출되지 않았다고 말했지만 해당지역의 토양을 제거할 것이라고 덧붙였다. 도쿄전력은 저장조 지역의 외부에서 향후 발생할 가능성이 있는 누출을 방지하는 추가 조치를 취하고 있다. 주변을 감싸기 위해 방수천으로 둘러싼 흙막이와 외부에는 추가로 고무판이 설치되었다. 앞으로 금속 저장조를 다른 형태로 대체할 가능성도 제기되고 있다.

8월 26일 현장을 방문한 경제무역산업부 장관 도시미쯔 모테기(Toshimitsu Motegi)는 일본 정부가 현장 작업자를 독려하는 가운데 누출 사고가 발생한 것에 대해 정부의 심기가 불편하다는 점을 강조했다. 또한 그는 도쿄전력이 효과적으로 사고 비용을 감당하기 위해 국유화를 추진해 왔음에도 현장에 대해 더 많은 정부의 통제가 필요하다고 덧붙였다.

All flange tanks will in future be subject more regular inspection, with patrols upped to include 50 staff - all carrying radiation dose meters. Thermal cameras will be trained on the tanks, giving an indication of the water levels due to influence of water temperature on the tank surface temperature. There will be a routine for the staff to quickly document any 'suspicious' puddles of water. Rainwater valves will also be kept closed by default instead of open.
