[미국] 원자로 면허 비용 인상
미국에서 16살 때 처음으로 운전면허증을 발급받을 때 드는 비용은 80달러(약 83,000 원)다. 거주자 사냥 면허에는 22달러(약 23,000 원)가 든다. 그럼 원자로를 운전하기 위한 면허에는 얼마가 소요될까? 수백만 달러에 달한다.
미국인이 납부하는 세금의 대부분은 보건의료, 국방, 부채상환에 사용된다. 반면에 원자력규제위원회(NRC)는 감독하는 산업체로부터 필요한 비용을 충당하도록 되어 있다. 관련 법에 따르면, NRC는 예산의 90%를 면허 비용으로 충당해야 한다.
그 면허비가 올해는 938,000 달러(약 9억 7,000만 원)로 인상되었다. 이것은 인디언 포인트(Indian Point) 원자력발전소를 비롯하여 여러 지역에서 원자로를 운영하고 있는 엔터지(Entergy)가 지불해야 하는 비용이 5,328,000 달러(약 55억 원)까지 상승한다는 것을 의미한다. 납부된 면허비는 재부무의 일반 자금으로 편성된다.
이 면허비는 매년 변동되어 왔다. 의회가 1월에 예산안을 통과시킬 때, NRC에 할당한 예산액은 10억 달러(약 1조 400억 원)가 약간 넘는 수준이었다. 이 예산에 맞춰 현재 가동 중인 원자력발전소 100개소에서 거둬야 하는 개별 면허비가 결정되는 것이다. 따라서 이 공식을 적용할 경우, 매년 면허비가 변동되는 결과를 가져오는 것이다. NRC는 지난주 연방공보(Federal Register)에 새로운 면허비를 게재하고 5월 14일까지 일반의 의견을 수렴하고 있다.
면허비는 각 발전소에 상주하고 있는 NRC 검사관의 임금으로 지불되는데, 인디언 포인트의 경우 NRC가 수행하고 있는 3건의 기술적 검토에 따른 비용이 있고 사용후핵연료 저장에 관련된 추가비용도 포함되어 있다.
이 면허비는 9월 30일까지 납부되어야 한다. 엔터지 대변인 제리 내피(Jerry Nappi)는 인디언 포인트의 경우 분기별로 면허비를 납부하고 있다고 말했다. 인디언 포인트가 이번 인상분에 따라 납부해야 할 총 면허비는 가동 중인 2, 3호기에 대해서 107만 달러(약 11억 원), 해체된 1호기에 대해서 224,000 달러(약 2억 3,000만 원)에 달한다. 엔터지는 미국의 다른 지역에서도 9기의 원자로를 가동하고 있으며, 모회사의 연간 순이익은 110억 달러(약 11조 4,000억 원)에 달하고 있다.

Your first driver's license at 16 will cost you $80. A resident hunting license? $22. A license to operate a nuclear reactor? Millions.
While most of your tax dollars go toward the agencies and departments involved with health care, defense and the national debt, the Nuclear Regulatory Commission gets most of its money from the industry it oversees. By law, the NRC must recover about 90 percent of its budget from license charges, spokesman Neil Sheehan said.
This year the fee is going up by $938,000. That means Entergy, the owner of I
ndian Point nuclear power plant, and the country's other nuclear power companies must pony up $5,328,000 for each running reactor. That money will go back into the U.S. Treasury's general fund.
The fee has fluctuated over the years. When Congress passed a budget in January, it allocated a little more than $1 billion for the NRC. The agency then turns to the number of operating reactors — currently 100 — and uses a formula to determine the yearly charge.
The money pays for the resident inspectors posted at each plant — Indian Point has three, technical reviews by commission staff and a surcharge related to the storage of used nuclear fuel.
Payments must be received by Sept. 30. Indian Point pays its fees on a quarterly basis, Entergy spokesman Jerry Nappi said. In total, Indian Point's bill will be about $10.7 million for Units 2 and 3 and $224,000 for the decommissioned Indian Point 1 under the new plan.
Entergy Nuclear owns and operates another nine reactors across the country and its parent corporation has annual revenues of more than $11 billion.
