[미국] EPA, '청정 유역 수요 조사' 결과 발표 … 미국 수역 보호 위해 20년간 최소 6천300억달러 투자 필요

수역 보호 위해 미국 전역 하·폐수, 빗물 등 청정수 인프라 개선 필요

환경보호청(EPA)은 현지시각 5월 13일 향후 20년 동안 필요한 하·폐수 및 빗물 시스템 개선을 포함한 청정수 인프라 투자에 대한 개요를 담은 '청정 유역 수요 조사(Clean Watersheds Needs Survey)' 보고서를 연방 의회에 전달했다고 밝혔다. 

'청정 유역 수요 조사'는 미국 지역사회의 △공공 하·폐수처리시설 △빗물 인프라 △비점오염원 제어 △분산형 하·폐수처리시스템 등을 유지하고 현대화하는 데 필요한 미래 자본 비용 및 투자 요구 사항에 대한 내용을 담고 있다. 이러한 투자는 미국의 수역 친수활동이 가능하도록 하는 「청정수법」의 목표를 구현하는 데 필수적이다.

2022년 조사는 미국의 하·폐수, 빗물 및 기타 청정수 인프라 요구 사항에 대한 가장 최근의 포괄적이고 강력한 보고서를 나타내며, 미국의 수역을 보호하려면 향후 20년 동안 최소 6천300억 달러가 필요할 것으로 조사됐다.

브루노 피고트(Bruno Pigott) EPA 수자원 국장 대행은 “국가의 수역을 보호하는 것은 건강한 지역사회를 위해 매우 중요하다. 수역은 식수원을 제공하고, 농업을 지원하며, 경제적 기회와 전력을 공급하고, 친수활동과 낚시를 가능하게 한다”면서 “이 설문조사는 지역사회 자체에서 수집한 정보를 기반으로 한 중요한 요구 사항 추정치다. 바이든 행정부는 수자원 인프라에 역사상 최대 규모의 투자를 확보해 지역 사회 시스템이 미국의 수질을 보호하도록 도울 수 있는 강력한 위치에 놓이게 했다”고 말했다.

EPA는 중요한 식수 및 하·폐수 인프라를 개선하기 위해 지역사회와 유틸리티에 사용할 수 있는 많은 연방 자금 자원을 보유하고 있다. 바이든 대통령의 「초당적인프라법」은 중요한 수자원 기반 시설 업그레이드에 역사적인 500억 달러의 투자를 제공하며, 약 130억 달러를 하·폐수 및 빗물 관리에 투자한다.

EPA의 '청정수 주 회전 기금(Clean Water State Revolving Fund);은 1987년 설립 이후 인프라에 1천600억 달러 이상을 지원했으며, EPA의 「물인프라 금융 및 혁신법」(WIFIA) 프로그램은 2018년부터 물인프라 프로젝트에 대한 430억 달러 규모의 자금을 발표했다.

New EPA Survey Highlights Wastewater Infrastructure Needs to Protect Waterbodies in Communities Across the Country

 

Yesterday, May 13, the U.S. Environmental Protection Agency transmitted a report to Congress outlining clean water infrastructure investments—including wastewater and stormwater system upgrades—that are needed over the next 20 years.

Through the Clean Watersheds Needs Survey, states and U.S. territories report on future capital costs or investment needs to maintain and modernize publicly owned wastewater treatment works, stormwater infrastructure, nonpoint source control, and decentralized wastewater treatment systems like septic tanks. These investments are essential to supporting the Clean Water Act’s goal that our nation’s waters are fishable and swimmable.

 The 2022 survey represents the most recent comprehensive and robust report on wastewater, stormwater, and other clean water infrastructure needs in the U.S., and shows that at least $630 billion will be needed over the next 20 years to protect our nation’s waterbodies. 

“Protecting our nations waterways is vital for healthy communities. They provide sources of drinking water, support farming, power economic opportunity and transport and allow for recreation and fishing,” said Acting Assistant Administrator for Water Bruno Pigott. “This survey is an important estimate of needs that is based on information collected from the communities themselves. President Biden has secured the largest investments in history for water infrastructure, putting America in a strong position to help local systems protect our nation’s water quality.”

EPA has many federal funding resources available for communities and utilities to improve vital drinking water and wastewater infrastructure. President Biden’s Bipartisan Infrastructure Law provides a historic $50 billion investment in upgrading critical water infrastructure – with almost $13 billion going to wastewater and stormwater management. EPA’s Clean Water State Revolving fund has supported over $160 billion in infrastructure since its inception in 1987, and EPA’s Water Infrastructure Finance and Innovation Act (WIFIA) program has issued over $43 billion in financing for water infrastructure projects since 2018.
