[영국] 템즈워터, 런던시내 급수관 대대적 점검

템즈워터 소유주들, 빅토리아시대 수도망 업그레이드 위해 3억 파운드 기금 마련

영국 런던의 빅토리아 시대(Victorian)의 수도망은 템즈워터(Thames Water) 소유주들로부터 3억 파운드의 기부금 덕분에 수돗물의 복원력을 높이기 위해 대대적인 점검을 받을 예정이다.

이 전례 없는 투자는 2020∼2025년 투자기간 동안 회사의 지출 계획에 이미 포함된 3억 파운드와 일치한다. 누수 및 폭발을 줄이기 위한 작업을 가속화하여 기후변화의 영향에 대한 수도 관망의 복원력을 높이고 미래 세대를 위한 물 공급을 확보하도록 지원함으로써 서비스를 개선한다.

 

추가 자금 지원으로 수백 킬로미터(km)의 수도관이 업그레이드된다. 여기에는 치료 장소와 런던 전역의 저수지에서 식수를 운반하는 거대한 트렁크 본관과 수백만 가구와 기업에 물을 공급하는 더 작은 수도관이 포함된다. 수도관 파열 위험을 증가시킬 수 있는 파이프 내부의 압력 급증을 막기 위한 작업에도 투자도 한다.

빅토리아 시대로 거슬러 올라가는 주철 파이프는 수도의 혼잡한 도로를 최소한으로 방해하지 않기 위해 혁신적인 기술을 사용하여 더 튼튼한 플라스틱 파이프로 다시 연결되거나 교체된다. 업그레이드는 2022년에 시작된다.

런던의 파이프는 대부분(89%) 부식에 취약한 주철로 만들어져 있기 때문에 영국의 다른 곳보다 누수 및 폭발 위험이 높다. 또한 영국 평균의 2배반인 각 킬로미터(km)의 파이프 구조에서 평균 175개의 자산이 공급되어 약점이 발생하거나 누수 및 폭발로 이어질 위험이 증가하고 있습니다.

Thames Water’s owners to match fund major upgrade of London’s Victorian water network

London’s Victorian water network is set to receive a major overhaul to increase water resilience thanks to a ￡300 million contribution from Thames Water’s owners.

The unprecedented investment matches the ￡300 million already included in the company’s spending plans for the 2020-2025 investment period. It will improve service by accelerating work to reduce leaks and bursts - increasing the resilience of the capital’s pipe network to the impacts of climate change and helping secure water supplies for future generations. 

Hundreds of kilometres of water mains will be upgraded with the additional funding. This will include huge trunk mains, which carry drinking water from treatment sites and reservoirs across London, and smaller distribution pipes which transfer water to millions of homes and businesses. There will also be investment in work to stop spikes in pressure within the pipes that can increase the risk of bursts.

Cast iron pipes, many of which date back more than 100 years to the Victorian era, will be relined or replaced with more durable plastic ones using innovative technology to keep disruption to the capital’s busy roads to a minimum. The upgrades will begin in 2022.

London’s pipes are more prone to leaks and bursts than in most other places in the UK due to the fact the majority (89%) are made of cast iron, which is susceptible to corrosion. There are also an average of 175 properties fed from each kilometre of pipework - two and half times the UK average - increasing the risk of weak points developing and leading to leaks and bursts.

Sarah Bentley, Thames Water CEO, said: “We’re delighted to be unlocking this significant extra investment direct from our owners, which are mainly pension funds who all take a long-term view of the company’s infrastructure, customers, and the natural environment. They recognise the need for additional investment in London and have approved significant expenditure in the company’s five- year business plan, over and above that allowed under the regulatory price control.

“Reducing leaks and bursts is one of our most important priorities but also one of our biggest challenges, with nearly half of the pipes in London more than 100-years-old. We know it’s a priority for our customers too so it’s really exciting to be taking this big step forward with our turnaround plan as we start to build a brighter future.”

The widespread investment has been approved by regulator Ofwat outside of the standard water industry five-year business planning cycle through a gated governance structure. 

Alongside other programmes, it will increase Thames Water’s total investment in improving service over the period 2020-25 to ￡10.7 billion. Having passed through the first gate, plans are now being draw up ahead of gate two later this year, which will map out which parts of London’s vast pipe network will benefit from the funding based on risk and previous issues with bursts or repeated leaks. 

The Mayor of London, Sadiq Khan, said: “This new investment in Thames Water's supply network in London is a welcome and overdue start to renewing the ageing system that all Londoners rely on. 

 

“Following a series of disruptive water network failures, I have worked with Thames Water, their shareholders and Ofwat to secure an additional ￡300 million of investment. This will match the funds from customers’ bills being spent to reduce leaks and bursts in London. 

 

“I have declared a climate emergency and I’m working hard to drive down emissions and divest our city assets from fossil fuels. With this investment, ahead of COP26, London can demonstrate that it is working to make its water network more resilient and help our city cope better with increasing demands caused by a changing climate.”

 

Thames Water is jointly owned by 10 institutional investors made-up mostly of pension funds. Its two largest investors represent pension funds in the UK and Canada.
