[사우디] 악시오나, 사우디 6번째 ‘주바일 3B 담수화 플랜트’ 건설

총 공사 규모 6억9천200만 달러로 악시오나·중국 셉코III 컨소시엄이 민간투자 방식 건설

하루 담수 생산용량 57만㎥ 규모…리야드·카심 지역 주민 200만명 에게 식수 공급

스페인의 물기업인 악시오나(ACCIONA)는 파트너인 중국 셉코III(SEPCOIII)와 함께 사우디 아라비아 ‘주바일 3B 담수화 플랜트(Jubail 3B desalination plant)’ 건설에 착수할 예정이다. 이 플랜트는 하루 57만㎥의 생산용량으로 리야드(Riyadh)와 카심(Qassim)의 200만 명의 주민들에게 공급된다.

이 프로젝트는 악시오나(ACCIONA)와 협력사인 SEPCOIII는 설계와 부품·소재 조달, 공사를 원스톱으로 제공하는 EPC(Engineering Procurement Construction ; 엔지어링, 자금조달 및 건설) 방식이며, 주요 계약업체로는 프랑스 엔지(ENGIE), 사우디의 네스마(NESMA)와 아즐란(AJLAN) 등으로 구성된 컨소시엄이 개발하고 자금을 조달할 예정이다.

국영 사우디 워터 파트너십 컴퍼니(SWPC ;  Saudi Water Partnership Company)는 6억9천200만 달러(약 6억1천200만 유로)로 추정되는 프로젝트의 재정적인 폐쇄를 발표했다. 이 플랜트는 2024년 1분기에 운영될 예정며, 25년간 BOO(Build-Own-Operate ; 건설-소유-운영) 방식으로 운영된 후 사우디에 양도될 예정이다.

이번 계약으로 악시오나는 지구상에서 물부족이 가장 높은 지역 중 하나인 중동, 더 구체적으로는 사우디아라비아에서 주요 수처리 인프라 회사 중 하나로 통합되었다. ‘주바일 3B 담수화 플랜트(Jubail 3B desalination plant)’가 완공되면 악시오나는 역삼투압을 이용해 하루 237만㎡의 담수화수를 공급해 탄소발자국(carbon footprint)이 가장 작은 가장 효율적이고 지속가능한 담수화 기술로 굳히게 된다.

이 플랜트는 담맘(Dammam)에서 약 100km 떨어진 사우디아라비아 동부 아라비아만 연안의 산업도시 주베일(Jubail)에 위치한다. 악시오나는 이전에 같은 부지에 하루 생산용량 10만㎥인 ‘주바일 RO4 담수화 플랜트(Jubail RO4 desalination plant)’를 건설했다.

ACCIONA는 토목공사와 원수의 펌핑 등 전체 역삼투 시스템 건설을 맡게 된다. 이 프로젝트에는 일일 생산을 위한 저장 탱크와 손전망에서 나오는 전력 소비를 줄이기 위한 태양광 발전소가 포함된다. 이를 위해 ACIONA는 태양광 발전 설비도 건설할 예정이다. EPC 계약에는 58km의 전력선 및 변전소 건설과 관련 해양공사도 포함된다.

■ 역삼투(Reverse osmosis)

몇 달 전, 사우디 아라비아의 SWCC(Saline Water Conversion Corporation ; 식염수 전환공사)은 ACCIONA와 파트너인 사우디 대기업인 RTCC(RTCC(AL-RASHID TRADING&CONTRACTING CO.LTD.)에게 3억8천400만 달러(3만1천500만 유로)에 ‘슈카이크1 담수화 플랜트(Shuqaiq 1 desalination plant)’의 설계 및 건설을 승인했다.

하루 생산용량이 40만㎥ 규모의 이 담수화 플랜트는 국내, 도시, 농업, 산업용으로 새로운 식수를 공급하면서, 식수 공급을 개선하고 남서부 사우디아라비아에 사는 사람들이 겪는 물 부족을 상쇄하는데 도움을 줄 예정이다.

지난해에는 같은 지역에 있는 ‘슈카이크3 담수화 플랜트(Shuqaiq3 desalination plant)’의 설계, 시공, 운영, 유지보수에 25년간 5억3천만 유로 규모의 계약이 수주된 바 있다. 현재 공사 중이며 하루 45만㎥의 처리능력을 갖추고 올해 중 서비스를 시작할 예정으로 인구 200만 명에 상당하는 서비스를 제공하고 있다. 또한 특정 에너지 소비를 줄이기 위한 태양광 발전소도 건설한다.

ACCIONA는 또한 수도 리야드에서 약 400km 떨어진 코바르(Khobar)에 있는 ‘알 코바르 RO2 플랜트(Al Khobar RO2 plant)’에 대해 4억6천만 유로의 턴키 계약을 체결했다. 이 시설은 하루에 63만㎥ 이상의 생산용량을 가지며, 이는 사우디에서 가장 큰 시설 중 하나이며 단일 단계에서 EPC 방식에 따라 지어진 세계에서 가장 큰 역삼투 플랜트 중 하나가 된다.

2018년 7월에는‘알 코바르 RO1 플랜트(Al Khobar RO1 plant)’의 건설 및 운영에 대해 약 2억 유로의 계약을 체결하였다. ‘알 코바르 RO2 플랜트(Al Khobar RO2 plant)’ 근처에 위치해 있으며, 100만 명의 주민들에게 서비스를 제공할 예정이다.

또한 ‘알 주바일 RO4 해수담수화 플랜트(Al Jubail RO4 seawater desalination plant)’는 마라피크 해수담수화 플랜(Marafiq seawater desalination plant)용으로 설계하고 건설했다. 하루 10만㎥의 생산용량을 가진 이 플랜트는 동부의 도시와 인근 산업단지에 식수 및 용수를 공급한다.

ACCIONA will build the Jubail 3B Desalination Plant, its sixth in Saudi Arabia

Together with its partner SEPCOIII, ACCIONA will undertake the construction of the Jubail 3B desalination plant. Its capacity of 570,000 m3/day will supply 2 million people in the cities of Riyadh and Qassim.

ACCIONA and its partner are the main EPC contractors in the project, which will be developed and financed by a consortium consisting of ENGIE, NESMA and AJLAN for the publicly-owned Saudi Water Partnership Company (SWCP).

SWPC has announced the financial closure of the project, which is estimated at US $ 692 million (€ 612 million). The entry into service of the plant is planned for Q1 2024, and it will be handed over under a 25-year BOO (Build-Own-Operate) agreement.

With this contract, ACCIONA consolidates itself as one of the main water treatment infrastructure companies in one of the areas with the highest water stress on the planet, the Middle East, and more specifically Saudi Arabia. Once Jubail 3 is completed, ACCIONA will supply around 2.37 million m3/day of desalinated water using reverse osmosis, consolidating it as the most efficient and sustainable desalination technology with the smallest carbon footprint.

The plant will be located in the industrial city of Jubail on the Arabian Gulf coast in eastern Saudi Arabia, around 100 kilometres from Dammam. ACCIONA previously built the Jubail RO4 desalination plant (capacity 100,000 m3/day) on the same site.

ACCIONA will undertake the construction of the entire reverse osmosis system, including the civil works and the pumping of raw water. The project will include storage tanks for daily production, as well as a solar energy plant to reduce the consumption of power from the grid. To do this, ACCIONA will also build a photovoltaic solar plant. The EPC contract will also include the construction of 58 kilometres of power lines, an electricity substation and the associated marine works.

Reverse osmosis

A few months ago the publicly-owned Saline Water Conversion Corporation (SWCC) of Saudi Arabia awarded ACCIONA and its partner RTCC the design and construction of the Shuqaiq 1 desalination plant for US$384 million (€315 million). 

The plant, with a daily capacity of 400,000 m3, will help to improve drinking water supplies and offset the water shortages suffered by people living in south-western Saudi Arabia, providing a new source of drinking water for domestic, urban, agricultural and industrial use.

Last year, a 25-year, €530-million contract was awarded for the design, construction, operation and maintenance of the Shuqaiq3 desalination plant in the same area. It is currently under construction and is expected to enter service sometime this year with a treatment capacity of 450,000 m3/day, providing a service to serve a population equivalent of two million. It will also have a photovoltaic plant to reduce specific energy consumption.

ACCIONA was also awarded a €460-million turnkey contract for the Al Khobar RO2 plant in Khobar, on the east coast of the country, around 400 kilometres from the capital Riyadh. This facility will have a capacity of just over 630,000 m3/day, making it one of the biggest in the country and the largest reverse osmosis plant in the world built under the EPC modality in a single phase.

In July 2018 the company was also awarded a contract for around €200 million for the construction and start-up of the Al Khobar RO1 desalination plant, with a capacity of 210,000 m3/day. Located near Al Khobar RO2, it would provide a service to a population of 1 million.

It has also designed and built the above-mentioned Al Jubail RO4 seawater desalination plant for Marafiq. With a daily capacity of 100,000 m3, it serves both the city and the nearby industrial complex, in the east of the country.
