[영국] 베올리아, GWS와 재생에너지 이용 정수장에 전력 공급

 

베올리아(Veolia)와 협력하고 있는 폴캣 스프링스 그룹 워터 스킴(Polcat Springs Group Water Scheme, GWS)은 재생에너지를 사용하여 직접 정수장에 전력을 공급한 최초의 집단 수자원 계획이 되었다.

로스코먼(Roscommon) 카운티 엘핀(Elphin) 근처에 위치한 이 부지는 새로운 태양 전지판 프로젝트의 발족에 따라 에너지 비용을 70%까지 절감하고 탄소 배출량을 줄일 수 있을 것이다.

광전(The photovoltaic, PV) 시스템은 CO2 배출량을 줄임으로써 환경에 직접 도움을 주고, 지역사회가 수처리 비용 절감의 혜택을 누릴 수 있도록 할 것이다.

 

 

 

폴캣 스프링스(Polecat Springs) GWS는 엘핀 타운에서 북쪽으로, 섀넌(Shannon)의 캐릭(Carrick)까지, 그리고 동쪽으로 발레나메엔(Ballinameen)에서 섀넌강(River Shannon)까지 뻗어 있는 80평방 킬로미터(㎢)의 시골지역에 물을 공급하고 있으며, 지역 공동작업으로 운영되고 있다.

새로운 태양열 집열판 설치는 이전에 국가 그리드(Grid)로부터 끌어온 전기를 이제 수처리 과정의 다양한 단계에 동력을 공급하기 위해 사용할 것이라는 것을 의미한다.

태양광 패널은 부지의 위치와 필요한 전력량 때문에 최적의 해결책을 제시했기 때문에 선정되었다.

또, 정수처리장을 100% 자급자족할 수 있는 잠재력을 가진 현장에 배터리 저장을 통합할 수 있는 미래 가능성도 있다.

베올리아의 계약에 따라 운영되는 이 프로젝트는 그룹 물계획 연맹(Group Water Schemes)의 지원을 받았고, 아일랜드(Ireland)의 지속가능한 에너지 정부 보조금의 50%를 지원받았다.

그 결과로 발생하는 에너지 비용 절감은 프로젝트가 6년 이내에 스스로 비용을 지불할 수 있게 될 것이며, 이 프로젝트는 베올리아(Veolia), 클라르 아이씨에이치(Clar ICH), 에코 스마트(Eco Smart)에 의해 설치되었다.

베올리아(Veolia)의 조 히긴스(Joe Higgins) 지역국장은 "폴캣 스프링스(Polecat Springs)에서의 발전과 유사한 발전은 시 차원에서 이루어졌지만, 지속가능한 에너지를 사용하여 수처리 공장 운영에 전력을 공급하는 것은 이번이 처음이다"라면서 "베올리아는 이 프로젝트에 참여하게 되어 기쁘고 우리는 앞으로 더 많은 물 계획이 지속 가능한 에너지에 투자하기를 희망한다"고 말했다.

로스콤몬 카운티(Roscommon County) 의회의 최고책임자인 유진 커민스(Eugene Cummins)는 "폴캣 스프링스 주변의 지역사회가 에너지를 상당히 절약하고 지역 차원에서 기후변화에 긍정적인 기여를 할 수 있는 좀 더 지속 가능한 미래에 투자하는 것을 보는 것은 멋진 일이다"라면서 "이 지역사회 이니셔티브는 모든 사람들에게 모범이 되며 다른 계획과 지역사회가 Polcat Springs Group Water Scheme(GWS)에 의해 설정된 예를 따를 수 있기를 희망한다"라고 말했다.

이 물 계획의 프로그램은 1962년에 지역 수원의 물분배 시스템 구축을 위해 농촌 지역사회에 보조금을 제공하기 위해 도입되었다.

지역사회는 이러한 수도 시스템을 개인적으로 관리하기 위해 그룹 물 계획으로 알려진 자발적인 협력구조를 수립하고, 그룹 구성원들의 기부와 중앙 정부 보조금을 통해 운영비용을 지원한다.

Veolia Help Group Water Scheme Launch Solar Energy Project

 

Polecat Springs Group Water Scheme (GWS), working with Veolia, has become the first Group Water Scheme to use renewable energy to directly power its water treatment plant.

Located near Elphin, County Roscommon, the site will be able to reduce energy costs by 70%, and cut carbon emissions, following the launch of a new solar panel project.

The photovoltaic (PV) system will directly help the environment by reducing CO2 emissions and enable the local community to benefit from water treatment cost savings.

Polecat Springs GWS supplies water to rural properties covering 80 square kilometres stretching from Elphin Town northwards to Carrick on Shannon and from Ballinameen eastwards to the River Shannon and is operated as a community co-operative.

Installation of the new solar panels means electricity, which was previously drawn from the National Grid, will now be used to power the various stages of the water treatment process.

The solar panels were chosen as they provided the best solution due to the location of the site and the amount of electricity required.

In addition, there is also the future possibility to integrate battery storage at the site, which has the potential to make the water treatment plant 100% self-sufficient.

Operated under a contract by Veolia, the project has been supported by the Federation Of Group Water Schemes and been backed by a Sustainable Energy Authority of Ireland grant covering 50% of the investment.

The resultant energy cost savings will enable the project to pay for itself within six years, and the project was installed by Veolia, Clar ICH and Eco Smart.

Joe Higgins, Regional Director, Veolia added: “While developments similar to the one at Polecat Springs have been done at a municipal level, this is the first GWS that is using sustainable energy to power its water treatment plant operations.

Veolia is delighted to have been involved in the project and we hope that more water schemes will invest in sustainable energy in the future.”

Eugene Cummins, Chief Executive, Roscommon County Council said: “It is great to see the community around Polecat Springs investing in a more sustainable future that will see significant savings in energy and will contribute in a very positive way to climate change at a local level.

This community initiative is an example to all and hopefully other schemes and communities will follow the example set by the Polecat Springs Group Water Scheme”

The Group Water Schemes’ Programme was introduced in 1962 to provide grant aid to rural communities for the construction of water distribution systems from local water sources.

Communities set up voluntary co-operative structures known as Group Water Schemes to privately manage these water systems, with operating costs funded through contributions from Group members and Central Government subsidies.

Polecat Springs GWS supplies water to a mostly rural hinterland in North East Roscommon. The scheme is operated as a Community Co-operative, is managed by a committee of 14 volunteers from the local area and has been in operation for over 18 years.
