[네덜란드] 유럽위원회, 그린라이트 대형 국제수자원 프로젝트 추진

유럽위원회(European Commission)는 혁신적인 수자원 솔루션을 시연하기 위한 1,700만 유로 프로젝트인 '워터 마이닝(WATER MINING)'에 대한 보조금 계약에 서명했다. 

이 프로젝트의 일환으로 키프로스, 스페인, 포르투갈, 이탈리아 및 네덜란드에서 산업 및 도시 하·폐수 및 해수에서 영양분, 미네랄, 에너지 및 물을 재생하는 새로운 효율적인 방법을 보여주기 위해 구축될 예정이다. 

공공-민간 컨소시엄은 12개의 국가에서 38개의 공공 및 민간 파트너와 4개의 연결된 제3 자로 구성된다. 델프트 공과대학(TU Delft)이 이끈다.

 '워터 마이닝(WATER MINING)' 프로젝트는 순환 경제로의 전환을 돕는 워크 프레임워크 디렉티브(Water Framework Directive)의 실제 구현에 대한 예를 제공하는 것을 목표로 한다. 

또한 최근 발표된 유럽 녹색거래( European Green Deal)와도 관련이 있다. 이 시연은 파트너와 이전에 자금을 지원받은 EU 프로젝트에서 개발한 선택된 혁신적인 기술을 통합한다. 

부가가치가 있는 최종 제품(물, 플랫폼 화학 물질, 에너지, 영양소 및 미네랄)은 지역 경제 발전을 촉진시킬 것으로 예상된다.

델프트 공과대학(TU Delft)의 마크 반 루즈으레트(Mark van Loosdrecht) 환경생물공학과 교수는“물은 확실히 도시 지역의 인간 건강에 필수이다. 도시 밖으로 위생 폐기물을 플러싱하는 것이 주요 기능 중 하나이다. 이 프로그램은 이 물을 회수하고 폐기물 성분을 자원으로 전환하여 순환 경제를 강화하는 데 도움이 될 것이다”라고 말했다.

■ 소셜 임베딩(Social embedding)
새로운 기술의 구현은 다양한 이해 관계자와 공동 설계될 것이다. 이 프로젝트는 네덜란드의 NEMO 및 유럽 전역의 리빙 랩스(Living Labs)와 같은 과학 박물관을 통해 사회적 영향 및 가능한 우려와 관련된 대중의 의견을 제시할 것으로 예상된다.

증강 현실을 사용하여 이 프로젝트는 과학기술, 측정된 생태 발자국 및 사회적 영향을 보여줄 것이다.

이 프로젝트는 혁신적인 기술 솔루션의 소셜 임베딩을 위한 예가 되고자 한다.

델프트 공과대학(TU Delft)의 패트리샤 오스바이저(Patricia Osseweijer) 생명공학 및 사회학 교수는 "우리는 전문가, 정책 입안자, 산업, 시민 공동체 및 대중과 함께 24개가 넘는 워크샵을 조직하여 혁신을 보여주고 생태적 발자국(ecological footprint), 지역 변화 및 결과와 같은 영향에 대해 논의할 것이다"라고 말했다.

패트리샤 오스바이저(Patricia Osseweijer) 교수는 이어 “그들의 의견은 사회에서 혁신과 구현을 개선하는 데 사용될 것이다. 정말이 과정을 기대하고 있다”라고 강조했다.

■ 협업(Collaboration)
하·폐수처리 및 담수화를 위한 새로운 기술에는 비즈니스 모델뿐만 아니라 새로운 규칙과 규정이 필요하다.

산업, 시의회 및 지역 수자원 조직과 함께 새로운 정책 및 비즈니스 모델이 개발될 예정이다. 협업은 비용을 줄이고 효율성과 사회적 이익을 높이는 데 핵심이 된다.

마크 반 루스드레흐트(Mark van Loosdrecht)와 파트리샤 오스세위저(Patricia Osseweijer)교수와 함께 코디네이팅팀의 일원인 디미트리스 제브게노스(Dimitris Xevgenos) 박사는“워터 마이닝은 밤새 세워진 개념이 아니다. 그보다는 다른 전문 지식을 보유한 연구 그룹과 함께 수행한 작업이 거의 10년이 되었다"라면서 "이 그룹은 이제 프로젝트 컨소시엄의 회원이며 순환경제 전환이 실제로 일어나기 위해 필요한 시스템 혁신에 기여하기 위해 노력하고 있다. 2010 년부터 Horizon 2020 및 LIFE 프로그램을 통해 우리를 지원 해준 유럽위원회에 감사드린다"라고 말했다.

European Commission Greenlights Large International Water Project

The European Commission has signed the grant agreement for WATER MINING, a 17 million euro project aimed at demonstrating innovative water resource solutions.

As part of the project, demonstrations in Cyprus, Spain, Portugal, Italy and The Netherlands will be built to show novel efficient ways to reclaim nutrients, minerals, energy and water from industrial and urban wastewater and seawater.

The public-private consortium consists of 38 public and private partners and 4 linked third parties in 12 countries. It will be led by Delft University of Technology (TU Delft).

The WATER MINING project aims to provide examples for real-world implementation of the Water Framework Directive to help the transition to a circular economy.

It also ties in with the recently presented European Green Deal. The demonstrations will integrate selected innovative technologies developed by partners and from previously funded EU projects.

The value-added end-products (water, platform chemicals, energy, nutrients and minerals) are expected to fuel regional economic developments.

Mark van Loosdrecht (professor of Environmental Biotechnology, TU Delft): “Water is essential for human health, certainly in urban areas. Flushing sanitary waste out of the city is one of its main functions. This program will help recover this water and convert waste components to resources, thereby contributing to a stronger circular economy.”

Social embedding
The implementation of the new technology will be co-designed with a range of stakeholders. Through science museums such as NEMO in The Netherlands and Living Labs throughout Europe the project will also invite public input related to the social impact and possible concerns.

Using augmented reality, the project will present the science behind the technology, its measured ecological footprint and any social impacts.

The project aims to be an example for the social embedding of innovative technological solutions.

“We will organise over 24 workshops with experts, policy makers, industry, civil communities and the public to show the innovations and discuss their implications, such as the ecological footprint, local changes and consequences” says Patricia Osseweijer, professor of Biotechnology and Society at TU Delft and coordinator of the project.

“Their input will be used to improve the innovations and their implementation in society. I am really looking forward to this process.”

Collaboration
Novel technology for waste water treatment and desalination requires new rules and regulations, as well as business models.

Together with industry, city councils and regional water organisations, new policies and business models will be developed. Collaboration will be key to reduce costs and increase the efficiency and social benefits.

Dr. Dimitris Xevgenos, who is part of the coordinating team with Mark van Loosdrecht and Patricia Osseweijer: “WATER-MINING is not a concept that was built over night. Rather, it has been a work of almost a decade carried out with research groups that bring different expertise on board. These groups are now members of the project consortium, committed to contribute to the systemic innovation needed for the circular economy transition to actually happen. I am thankful to them, as well as grateful to the European Commission for supporting us through Horizon 2020 and the LIFE programmes since 2010."

The WATER MINING project is set to start on 1 September 2020.
