[싱가포르] PUB와 셈콥, 텐게저수지에 수상 태양광발전 건설 착수
세계 최대 내륙 부유식 태양열 PV 시스템으로 녹색기술과 수처리 통합 가능

싱가포르의 국립수자원부(National Water Agency) PUB와 셈콥 인더스트리(Sembcorp  Industries)가 전액 출자한 자회사인 셈콥 플로팅 솔라 싱가포르(Sembcorp Floating Solar Singapore)가 텐게 저수지(Tengeh Reservoir)에 60메가와트급(MWP)의 부유식 태양열(floating solar photovoltaic : PV) 시스템을 착공한다.

이것은 화석연료와 탄소 배출에 대한 의존도를 줄일 뿐만 아니라 보다 지속 가능한 미래를 위한 국가 기후 복원력을 구축하는 세계 최대의 내륙 부유식 태양열 PV 시스템 중 하나를 구축하는 데 중요한 이정표가 된다.

태양광은 싱가포르에서 가장 실용성이 높은 재생에너지 자원이지만 도시경관이 조밀하고 토지가 한정돼 있어 태양광 패널의 대규모 설치가 난항을 겪고 있다.

지붕과 수직 공간을 넘어, PUB의 넓은 수역과 저수지는 이제 물 유입과 전기 발생이라는 두 가지 목적을 달성할 수 있다.

이는 부유식 태양 전지판이 저수지의 수질과 생물 다양성에 최소한의 영향을 미친다는 것을 보여주는 긍정적인 실험 결과와 광범위한 환경 연구를 뒤따른다.

이 지역 최초의 텐게 저수지(Tengeh Reservoir)의 대규모 부유식 태양광 발전 시스템은 싱가포르가 녹색기술과 수처리 기술을 통합하는 세계에서 몇 안 되는 나라 중 하나가 될 수 있게 해줄 것이다.

이 사업이 내년에 본격 상업운전을 시작하면 청정에너지 발생량은 PUB의 지역 정수처리장에 전력을 공급하기에 충분해 PUB의 연간 에너지 수요의 7%를 상쇄할 수 있다.

지속가능한 재료와 스마트 기술 활용한 혁신적인 설계로 운영 향상

이 프로젝트는 또한 부유식 태양열 PV 설계와 건설에 새로운 혁신을 통합시킬 것이다. 이 시스템의 모든 구성 요소는 에너지 발생을 극대화하고, 환경 및 수질 영향을 최소화하며, 25년의 서비스 수명을 충족할 수 있을 정도로 내구성을 갖출 수 있도록 싱가포르의 기후 조건에 따라 신중하게 설계되고 선택되었다.

여기에는 습하고 습한 환경에서 내구성을 높이기 위해 옥상 설치에 일반적으로 사용되는 단일 유리 변종 대신 이중 유리 PV 모듈이 포함된다.

PV 모듈은 강한 햇빛 노출로 인한 열화를 방지하기 위해 자외선 차단 기능이 있는 인증 식품 등급의 고밀도 폴리에틸렌(HDPE) 부유물로 지지된다.

이 시스템은 운영의 성능과 신뢰성을 최적화하기 위해 풍속, 일사량 조사 및 주변 온도와 같은 환경 요인을 추적하는 데 도움이 되는 안전 카메라, '실시간' 비디오 모니터링, 대시보드 및 경고 기능을 갖춘 디지털 모니터링 플랫폼을 기반으로 한다.

이 시스템은 또한 선제적 문제 해결을 위해 과열이 발생하거나 화재 위험이 있음을 나타낼 수 있는 이상을 감지한다. 직원들은 필요할 때 유지보수 팀을 신속하게 배치할 수 있는 모바일 애플리케이션을 통해 시스템을 원격으로 모니터링할 수 있을 것이다.

PUB And Sembcorp Commence Construction Of 60 MWP Floating Solar Photovoltaic System On Tengeh Reservoir
One of the world’s largest inland floating solar farms enabling integration of green technology with water treatment

National Water Agency PUB and Sembcorp Floating Solar Singapore, a wholly-owned subsidiary of Sembcorp Industries (Sembcorp), are pleased to announce the commencement of construction of the 60 megawatt-peak (MWp) floating solar photovoltaic (PV) system on Tengeh Reservoir.

This marks a significant milestone in building one of the world’s largest inland floating solar PV systems, which not only helps to reduce dependency on fossil fuels and thus carbon emissions, but also builds national climate resilience for a more sustainable future.

Solar energy is Singapore’s most viable renewable energy source, but large-scale deployment of solar panels is challenging due to its dense urban landscape and limited land.

Beyond rooftops and vertical spaces, PUB’s large expanse of water bodies and reservoirs can now serve the dual purpose of water catchment and electricity generation.

This follows positive trial outcomes and extensive environmental studies which show that floating solar panels have minimal impact on the reservoir’s water quality and biodiversity.

This large-scale floating solar PV system at Tengeh Reservoir ? the first of its kind in the region ? will enable Singapore to be one of the few countries in the world to integrate green technology with water treatment.

When the project begins full commercial operations next year, the amount of clean energy generated will be sufficient to power PUB’s local water treatment plants, offsetting 7% of PUB’s annual energy needs.

Innovative design with sustainable materials and use of smart technologies to enhance operations

The project will also incorporate new innovations in floating solar PV design and construction. Every component of the system was carefully designed and selected based on Singapore’s climate conditions in order to maximise energy generation, minimise environmental and water quality impact, and be durable enough to fulfil a service lifespan of 25 years.

These include double-glass PV modules instead of the single-glass variant commonly used for rooftops installations, to enhance durability in a wet and humid environment.

The PV modules are supported by certified food-grade quality high density polyethylene (HDPE) floats which are UV-resistant to prevent degradation from the intense sunlight exposure.

To optimise performance and reliability of operations, the system is backed by a digital monitoring platform which features safety cameras, ‘live’ video monitoring, dashboards and alerts that help to track environmental factors such as wind speed, solar irradiation and ambient temperature.

The system also detects abnormalities that may indicate potential overheating and fire hazard for preemptive troubleshooting. Staff will be able to monitor the system remotely via a mobile application which allows maintenance teams to be swiftly deployed when required.

The commencement of construction is not expected to have a material impact on the earnings per share and net asset value per share of Sembcorp, for the financial year ending December 31, 2020.
