[영국] EBRD, 루마니아 수도서비스 활성화 위해 500만 유로 제공

유럽부흥개발은행(EBRD ;  European Bank for Reconstruction and Development)은 루마니아의 상수도 부문을 지원하기 위해 SC 라자 콘스탄타 SA(SC Raja Constanta SA ; RAJA)에 약 500만 유로의 대기 유동성 설비를 제공했다.

이로써 '코로나19(Covid-19)' 대유행의 영향은 완화될 것으로 예상된다. 이는 EBRD의 연대 패키지의 필수 인프라 프로그램(Vital Infrastructure Programme)에 따른 것이다.

콘스탄타 카운티(Constanta county)는 7개 카운티의 300만 명 이상의 국내, 산업 및 공공 부문 고객을 서비스하는 전국에서 가장 큰 지역 용수 및 하·폐수처리회사인 RAJA의 대부분을 소유하고 있다.

지금까지 RAJA는 EBRD의 오랜 고객으로 101만 유로 상당의 대출을 5회 받았다. 이전의 자금조달은 그 회사가 수질, 하·폐수 수집과 처리에 관한 EU의 지시를 준수하는 것을 지원해왔다.

EBRD의 일환으로 RAJA는 물 손실을 크게 줄이겠다고 약속했다.

RAJA가 어드미니스트라장 이 게스탕 데 시스테마스 데 살루브리다데(Administracang e Gestang de Sistemas de Salubridade)와 체결한 성능 기반 계약에 따라, 포르투갈 수도회사는 성능 보장을 제공하는 동시에 필요한 업그레이드를 수행하고 있다.

EBRD는 지금까지 454개의 프로젝트를 통해 국가의 경제를 돕기 위해 88억 유로를 제공했다.

올해 4월, EBRD는 루마니아 부자우 카운티(Buzau county)의 물과 하·폐수 서비스를 업그레이드하는 프로젝트에 20만 유로를 제공하기로 합의했다.

EBRD 대출은 지역 물 및 하·폐수 유틸리티 SC 컴퍼니아 드 아파 SA 부자우(SC Compania de Apa SA Buzau)에 수여되었다.

EBRD to provide €5m liquidity facility to boost Romania’s water services

The European Bank for Reconstruction and Development (EBRD) has provided a standby liquidity facility of around €5m to SC Raja Constanta SA (RAJA) to support Romania’s water utility sector.

This is expected to mitigate the impact of the Covid-19 pandemic.

This comes under the Vital Infrastructure Programme of the Solidarity Package of EBRD.

The Constanta county owns the majority of RAJA, the largest regional water and wastewater company in the country that serves over three million domestic, industrial and public-sector clients in seven counties.

So far, RAJA has been a longstanding client of the EBRD and received five loans worth €101m. The previous financing has supported the company in achieving compliance with EU directives regarding water quality and wastewater collection and treatment.

As part of its work with EBRD, RAJA has committed to significantly reduce water losses.

Under a performance-based contract that RAJA signed with Administracao e Gestao de Sistemas de Salubridade, the Portuguese water company is undertaking necessary upgrades while providing a performance guarantee.

EBRD has so far provided €8.8bn to aid the economy of the country via 454 projects.

In April this year, EBRD agreed to provide a €20m to a project that involves upgrading water and wastewater services in Romania’s Buzau county.
