[싱가포르] PUB, 싱가포르 최초의 30만 스마트 수도계량기 설치 위해 SP 서비스 선정

싱가포르의 국립 수자원공사(National Water Agency)인 PUB가 내년 초부터 싱가포르에 30여만 대의 스마트 수도계량기(smart water meter)를 설치할 SP그룹 자회사 SP서비스유한공사(SP Services Limited ; SP)를 선임했다.

이는 조직을 미래의 스마트 유틸리티로 전환하는 것을 목표로 하는 스마트 PUB 로드맵에 따른 핵심 이니셔티브인 스마트 수도계량기 프로그램(Smart Water Meter Programme)의 첫 번째 단계의 출시를 의미한다.

이번 임명은 국내외 7개 입찰자가 참여한 공개 입찰에 이은 것이다. SP는 미국 볼티모어와 클리블랜드 등 해외에 80만개에 가까운 스마트 수도계량기(smart water meter)를 해외에 배치한 네트워크 솔루션 제공업체 이트론(Itron)의 경험과 함께 이 프로젝트를 수행하는 데 필요한 기술 리소스 능력을 보여줌으로써 선정되었다.

SP는 30만개의 스마트 미터 보급과 설치, 무선 통신 네트워크 제공, 지원 IT 시스템 개발, 15년간 운영 및 유지보수를 담당하게 된다.

스마트워터 측정기 프로그램의 첫 단계는 부킷바톡(Bukit Batok), 호강(Hougang), 주롱웨스트( Jurong West), 탐파인(Tampines), 투아스(Tuas)와 탐파인 북부( Tampines North)와 텐가( Tengah0 등 새로운 주택 단지에 시행될 예정이다.

수도계량기 설치는 2022년 초에 시작하여 2023년에 완료될 것으로 예상된다. 이러한 위치를 선택할 때, PUB는 부동산 믹스, 배치 효율성 및 오래된 기존의 수도계량기 교체 필요성을 포함한 다양한 요소를 고려했다.

계량기는 고객에게 무료로 PUB의 계량기 교체 프로그램의 일환으로 설치된다. 고객은 설치 전에 PUB로부터 통지서를 받게 된다.

스마트 수도계량기(smart water meter)를 사용하면 계량기 판독값이 매일 디지털 및 자동으로 PUB로 전송된다. 따라서 현재 두 달에 한 번씩 작업 집약적인 수동 읽기를 수행할 필요가 없다.

고객은 고객 포털과 함께 매일의 물 소비량을 확인하고 추적할 수 있으며, 이를 통해 보다 지능적인 물 사용자가 되고, 그 과정에서 물과 비용을 절약할 수 있다.

포털을 통해 사용자는 가정이나 시설에서 누수가 의심되고 용수가 많이 사용된다는 경고도 받을 수 있다. 이를 통해 누출을 해결하고 물 낭비를 줄이기 위한 즉각적인 조치를 취할 수 있다.

앞서 PUB가 실시한 풍골(Punggol)과 위화(Yuhua) 스마트 수도계량기 시험에서는 800가구 중 10% 가량이 누수현상을 경험했고, 이는 주로 수변에서 발생했다. 이러한 누수는 고객이 월말에 평소보다 높은 수도 요금을 받기 전까지는 종종 눈에 띄지 않는다.

또한 스마트 계량기는 PUB가 운영 효율성을 높일 수 있도록 지원하는 데 있어 핵심적인 역할을 한다. PUB는 하루 물 사용량 데이터를 통해 다양한 지역에 걸쳐 하루 중 다른 시간에 물 수요 패턴을 파악해 물 생산과 네트워크 관리를 최적화할 수 있게 된다. 수집된 데이터는 급수망 내의 잠재적 누출을 신속하게 감지하고 찾아내는 데도 사용할 수 있다.

싱가포르 국립수자원공사(PUB)의  물공급(네트워크) 이사인  리주안 이스마일(Ridzuan Ismail)은 "스마트 수도계량기 프로그램(Smart Water Meter Programme)은 싱가포르의 전체 물 시스템을 디지털화하려는 우리의 비전을 요약한 PUB의 스마트 로드맵(Smart Roadmap)에서 중요한 축이다"라면서 "물 네트워크를 통해 실시간에 가까운 모니터링과 데이터에 접근할 수 있기 때문에 싱가포르의 물 수요를 충족시키기 위한 운영 및 계획을 바꿀 수 있다"라고 이 말했다.

리주안 이스마일(Ridzuan Ismail) 이사는 이어 "수자원에서의 기후변화로 인해 증가하는 물 수요와 문제들로 인해, 우리는 또한 싱가포르의 물 보안을 보호하기 위해 물을 공급하고 물을 보존하는 더 효율적인 방법을 찾는 데 끊임없이 어려움을 겪고 있다"라면서 "실시간 가까운 물 사용 정보를 제공할 수 있는 스마트 물 계량기가 소비자 행동 변화에 도움을 줄 것이고, 우리의 물 절약 노력에 큰 힘을 실어줄 수 있다"고 덧붙였다.

PUB appoints SP Services to install Singapore’s first 300,000 Smart Water Meters

National Water Agency PUB has appointed SP Group’s subsidiary, SP Services Limited (SP), to install some 300,000 smart water meters in Singapore from early next year.

This marks the rollout of the first phase of the Smart Water Meter Programme, a key initiative under the Smart PUB Roadmap, which aims to transform the organisation into a smart utility of the future.

This appointment follows an open tender exercise which attracted seven local and foreign tenderers. SP was selected as they have demonstrated a strong track record and the necessary technical resource capability to undertake this project, alongside their network solutions provider Itron’s experience in deploying close to 800,000 smart water meters overseas, such as in Baltimore and Cleveland, USA.

SP will be responsible for the supply and installation of the 300,000 smart meters, provision of the wireless communications network, developing the supporting IT systems, and providing operations and maintenance for 15 years.

The first phase of the Smart Water Meter Programme will be rolled out at Bukit Batok, Hougang, Jurong West, Tampines and Tuas, as well as in the new housing estates of Tampines North and Tengah.

Meter installation is expected to start in early 2022 and complete in 2023. In selecting these locations, PUB had considered a range of factors including property mix, efficiency of deployment and the need to replace older conventional water meters.

The meters will be installed as part of PUB’s meter replacement programme at no cost to customers. Customers will receive notification letters from PUB prior to the installation.

With smart water meters, meter readings will be transmitted digitally and automatically daily to PUB. This removes the need for manual reads, currently carried out once every two months as it is labour intensive.

Paired with a customer portal, customers can view and track their daily water consumption ? this empowers them to become smarter users of water, saving water and money in the process.

Through the portal, users can also receive alerts about suspected leaks and high water usage in their household or premises. This will allow them to take prompt action to fix the leaks and reduce water wastage.

In PUB’s earlier trials of the smart water meters at Punggol and Yuhua, about 10% of the 800 households experienced leaks, which mostly occurred at the water cisterns. Such leaks often go unnoticed until the customers receive a higher than usual water bill at the end of the month.

The smart water meters are also pivotal in enabling PUB to achieve greater operational efficiencies. With the daily water usage data, PUB will be able to optimise water production and network management by understanding water demand patterns at different times of the day across various zones. The data collected can also be used to quickly detect and locate potential leaks within the water supply network.

“The Smart Water Meter Programme is an important pillar in PUB’s Smart Roadmap, which outlines our vision to digitalise Singapore’s entire water system. With access to near real-time monitoring and data across the water network, this allows us to transform our operations and planning to meet Singapore’s water needs,” said Ridzuan Ismail, Director of Water Supply (Network), PUB, Singapore’s National Water Agency.

“With increasing water demand and challenges posed by climate change on our water resources, we are also constantly challenged to find more efficient ways to supply water and conserve water, in order to safeguard Singapore’s water security. "

PUB will review the first phase rollout, build up its capabilities and expertise, and take into account advances in technology before implementing smart water meters for the rest of Singapore.
