[싱가포르] PUB, 뚜아스 물재이용시설에 세계최대 세라믹 MBR 설치

산업용수 7만5천㎥/일 처리 용량 2개의 산업용 액체 모듈(ILM) 건설

올림픽 규격의 수영장 30개에 해당…공사 규모는 2억700만 달러

싱가포르 국립 수자원공사(Singapore's National Water Agency)인 PUB(Public Utilities Board)는 뚜아스 물재이용 시설(Tuas Water Reclamation Plant ; WRP)의 2개 산업용 액체 모듈(ILM ; Industrial Liquids Modules) 중 첫 번째를 위해 기계, 전기, 계측, 제어 및 자동화(MEICA ; mechanical, electrical, instrumentation, controls and automation) 장비를 설치하는 것이 주력이며, 이는 산업용 중수도를 처리하기 위해 고브라더스 건축토목공사(Koh Brothers Building & Civil Engineering Contracto Ltd.)를 임명했다.

계약 금액은 2억700만 달러 규모로 공정 장비 및 세라믹 멤브레인 바이오 반응기(MBR) 시스템의 설치를 포함한다. 이 시설이 완공되면 싱가포르의 뚜아스 물재이용 시설(Tuas WRP)[주 ; 하단 1번 참조]에는 하루 7만5천㎥의 처리 능력을 갖춘 세계 최대의 세라믹 MBR 시설이 들어서게 된다.

세라믹 MBR 기술 사용 타당성을 평가하기 위해 PUB는 2014년부터 주롱 물재이용 시설(Jurong WRP)에서 일일 처리 용량 4천550㎥의 실증 플랜트를 운영했다.

이 시스템은 화학적 손상에 대한 복원력이 입증되었으며 고강도 공업용수를 효과적으로 처리하여 고품질의 처리된 폐수를 생산할 수 있다. 또한 세라믹 멤브레인은 고분자 멤브레인(5∼7년)에 비해 더 긴 수명(10∼5년)을 가질 것으로 예상된다.

ILM1 계약에 대한 고브라더스 건축토목공사의 입찰은 PUB가 2021년 3월 공개 입찰에서 받은 9개 제안 중 하나였다. 작업은 2021년 11월에 시작될 예정이며, ILM1(첫번째 산업용 액체 모듈)은 2025년까지 시운전될 예정이다.

PUB의 DTSS2(Deep Tunnel Sewerage System Phase 2 ; 심층터널 하수시스템 2단계) 책임자인 용웨이 힌(Yong Wei Hin)는 “이는 싱가포르에 보다 탄력 있고 지속가능한 물 공급을 보장할 것이다. 2025년 완공되면 Tuas WRP는 공업용수 처리를 위한 가장 큰 세라믹 MBR 시스템을 갖게 될 것이다”라고 말했다.

PUB가 수주한 9번째 메이저 Tuas WRP 건설 계약이다. 이전 계약에는 부지 개발 작업, 공장의 유입수 펌핑 스테이션, 바이오 고형물 처리 시설, 가정용 및 산업용 액체 모듈용 토목 구조물, 제품 용수 펌핑 시설 및 모니터링 및 제어 시스템이 포함된다.

Tuas WRP(뚜아스 물재이용 시설)는 PUB의 DTSS2 프로젝트의 핵심 구성요소로 2개의 별도 지하 심층터널에서 산업용수와 국내용수를 동시에 공급받아 처리하게 된다.

초기 처리용량이 하루 80만㎥인 이 시설은 싱가포르 환경청(NEA ; National Environment Agency)의 IWMF(Integrated Waste Management Facility ; 통합 폐기물관리 시설)와 공동 위치하여 고형 폐기물과 사용된 수처리 공정을 통합하는 뚜아스 넥서스(Tuas Nexus)를 구성한다. 전반적인 플랜트 성능을 개선하고 토지 이용을 최적화할 다양한 시너지 효과를 활용할 예정이다.

DTSS2는 65억 달러 규모의 인프라 프로젝트로 PUB의 끝없는 주기로 물을 재생하고 재활용할 수 있는 능력을 향상시켜 싱가포르의 물 지속가능성을 향상시킬 계획이다. 오는 2025년에 완공되면 싱가포르 서부에서 Tuas WRP까지 지하 깊은 터널을 통해 하·폐수를 운반해 처리할 예정이다. 싱가포르 동부와 창이 물재이용 시설(Changi WRP)에 물을 사용하는 수로를 포함하는 DTSS 1단계가 2008년에 완공되었다.

■ 싱가포르 수자원공사 PUB 소개

PUB는 싱가포르 지속가능성환경부(MSE ;  Ministry of Sustainability and the Environment ) 산하의 법정위원회이다. 싱가포르의 물 공급, 집수 및 사용된 물을 통합적으로 관리하는 국가 물기관이다. 2020년 4월부터 PUB는 국가 해안보호기관으로서 해수면 상승으로부터 싱가포르 해안선을 보호하는 책임도 맡았다.

PUB는 4개의 국가수도시설(Four National Taps)인 지역 집수(local catchment water), 수입수(imported wate), 뉴워터(NEWater), 담수(desalinated water)를 통해 싱가포르에 다양하고 지속 가능한 물 공급을 보장했다. PUB는 해수면 상승의 위협과 내륙 및 해안 홍수 위험에 대한 총체적인 관리로부터 싱가포르를 보호하기 위한 범정부적 노력을 주도하고 조정한다.

PUB awards contract to install world's largest ceramic membrane bioreactor facility at Tuas Water Reclamation Plant

Facility will treat industrial used water at a treatment capacity of 75000m3 per day - the equivalent of 30 Olympic-sized pools

 

Singapore, 26 October 2021 - PUB, Singapore's National Water Agency, has appointed Koh Brothers Building & Civil Engineering Contractor (Pte.) Ltd. to install the mechanical, electrical, instrumentation, controls and automation (MEICA) equipment for the first of Tuas Water Reclamation Plant's (WRP) two Industrial Liquids Modules (ILMs), which will treat industrial used water.  

The contract, valued at S$200.7 million, includes the installation of process equipment and a ceramic membrane bioreactor (MBR) system. When completed, Singapore's Tuas WRP?[?1] will house the world's largest ceramic MBR facility, with a treatment capacity of 75,000m3 daily. 

To assess the feasibility of deploying ceramic MBR technology, PUB operated a demonstration plant with a daily treatment capacity of 4,550m3 at Jurong WRP since 2014. 

The system proved to be resilient against chemical damage and was able to treat high-strength industrial used water effectively to produce high quality treated effluent. In addition, ceramic membranes are projected to have a longer lifespan (10-15 years) as compared to polymeric membranes (5-7 years).  

Koh Brothers' bid for the ILM1 contract was one of nine offers that PUB received from an open tender exercise in March 2021. Works are scheduled to commence in November 2021 and ILM1 will be commissioned by 2025. 

Said Mr Yong Wei Hin, Director, Deep Tunnel Sewerage System Phase 2 (DTSS2), PUB: “The deployment of ceramic MBR technology is significant in finally closing our water loop as we are now able to reclaim the industrial used water stream for reuse. This will ensure a more resilient and sustainable water supply for Singapore. When completed in 2025, Tuas WRP will have the largest ceramic MBR system to treat industrial used water." 

This is the ninth major Tuas WRP construction contract awarded by PUB. Previous contracts include site development works, construction of the plant's influent pumping stations, biosolids treatment facility, civil structures for both the Domestic and Industrial Liquids Modules, product water pumping facilities as well as its monitoring and control system. 

Tuas WRP is a key component of PUB's DTSS2 project and will be equipped to receive both industrial and domestic used water streams from two separate deep tunnels for treatment. 

The plant, with an initial treatment capacity of 800,000m3 per day, will be co-located with the National Environment Agency's (NEA) Integrated Waste Management Facility (IWMF) to collectively form Tuas Nexus, which integrates solid waste and used water treatment processes to harness various synergies that will improve overall plant performance and optimise land use. 

The DTSS2 is a S$6.5 billion infrastructure project that will enhance Singapore's water sustainability by boosting PUB's capability to reclaim and recycle water in an endless cycle. Upon completion in 2025, it will convey used water via deep tunnels from the western part of Singapore to Tuas WRP for treatment. DTSS Phase 1, which covers eastern Singapore and channels used water to Changi WRP, was completed in 2008. 

[1] There will be two ILMs at Tuas WRP with a combined daily treatment capacity of 150,000m3. The contract for installing ILM2 has yet to be tendered.
