[쿠웨이트] 남부 알무틀라 하수처리장 건설 재계약

쿠웨이트 공공사업부(Kuwait’s Ministry of Public Works)가 새 하수시설인 사우스 알무틀라 하수처리장(South Al-Mutla wastewater treatment plant)의 운영과 유지, 건설 계약을 재계약한다고 발표했다.

쿠웨이트 공공사업부에 따르면, 이 프로젝트 규모는 5억7천700만 달러로 하루 40만 입방미터(㎥/d)의 처리 능력을 갖게 될 것이며, 향후 60만㎥/일까지 확장할 계획이다.

1단계 입찰에 따라 기술제안서를 제출하는데 관심이 있는 회사들은 2021년 12월 28일까지 입찰을 마쳐야 한다. 앞으로 몇 달 안에 상업적인 제안 날짜가 정해질 예정이다.

남부 알무틀라 하수처리장은 지난 2020년 8월 공공사업부가 처음 입찰했으며, △아랍의  건설회사인 오스만 아흐메드 오스만 & 컴퍼니(Contractors-Osman Ahmed Osman & Company), △중국의 국가건설공사(State Construction Engineering Corporation), △쿠즈 토플루 코누트 인사트(Kuzu Toplu Konut insaat), △모하메드 압둘모신 알카라피 & 선스 포 제너날 트레이딩(Mohammed Abdulmoshin Al-Kharafi & Sons for General Trading) 등 4개 회사의 컨소시엄이 입찰에 응했다.

이 하수처리장 건설 사업은 42개월이 소요되며, 최초 운영 및 유지보수 계약은 운영 초기 24개월이 소요될 것으로 예상된다.

에너지 앤 유틸리티(Energy & Utilities)는 이 발전소가 총 110만1천 평방미터(㎡)의 면적을 가질 것이라고 발표했다. 이 처리장은 알무틀라 주택 프로젝트(Al-Mutla housing project) 유역의 지름 2천400㎜의 주 하수관에서 유입되는 도시하수를 처리하기 위해 설계된다.

최초 입찰의 경우, △작업 범위는 리프팅 스테이션(Lifting station) △처리장(Treatment plant) △데이터 모니터링 센터(DMC ; Data Monitoring Centre) △처리 슬러지, 저장 및 운반(Treatment sludge, storage and transport) △탱커 스테이션(급유 및 배출) 및 기타 관련 작업(Tanker Stations (filling and discharge) and other associated works) 등 건설, 운영 및 유지보수를 포함했다.

Kuwait announces retender for construction of South Al-Mutla wastewater plant

The Ministry of Public Works of Kuwait has retendered the contract for the operation, maintenance and construction of a new sewage plant, the South Al-Mutla wastewater treatment plant (WWTP), reports Energy & Utilities.

According to Utilities, the project is worth $577 million. The facility will have a treatment capacity of 400,000 cubic metres a day (cm/d), which can be expanded in the future to 600,000 cm/d.

Under the first phase of the tender, companies interested in submitting their technical proposals have until the 28 of December. A date will be set for commercial proposals in the upcoming months.

The South Al-Mutla plant was first tendered by the Public Works Ministry last year, in August 2020. Four companies and consortia sent in their bids:

Arab Contractors-Osman Ahmed Osman & Company

China State Construction Engineering Corporation

Kuzu Toplu Konut insaat

Mohammed Abdulmoshin Al-Kharafi & Sons for General Trading

The project is expected to take 42 months complete, with the initial operation and maintenance contract expected to be for the first 24 months of operation.

Energy & Utilities informs that the plant will cover a total area of 1,101,000 square metres. The plant will be designed to treat the municipal wastewater received from main gravity line 2400mm diameter of catchment area of Al-Mutla housing project.

For the original tender, the scope of work included construction and operation and maintenance of:

Lifting station

Treatment plant

Data Monitoring Centre (DMC)

Treatment sludge, storage and transport

Tanker Stations (filling and discharge) and other associated works
