[UAE] EWEC, '슈웨이하트 4단계 해수담수화 플랜트' 건설 RFQ 발행

하루 최대 7천만 갤런의 식수를 생산, 12만5천 가구에 공급 예정

아랍에미리트(UAE) 전역의 수도·전력의 계획·구매·공급 통합조정을 선도하는 EWEC(국립 에미레이트 수도·전기회사 : Emirates Water and Electric Company)가 아부다비 슈웨이하트에 건설될  '슈웨이하트 4단계 해수담수화 독립 물 프로젝트(Shuweihat S4 Reverse Osmosis Independent Water Project)' 개발에 관심을 표명한 기업과 컨소시엄에게 RFQ(견적 요청 ; Request for Qualifications)를 발급했다.

'슈웨이하트 S4 프로젝트'는 탄소 집약도가 낮은 RO 담수화 기술을 사용하여 바닷물을 담수화하여 하루 최대 7천만 갤런(MIGD ; million gallons per day)의 식수를 생산, 12만5천 가구에 식수를 공급한다.

'슈웨이하트 4단계 프로젝트'는 최근 EWEC가 하루에 8천만 갤런(MIGD)의 '미르파 2단계 해수담수화 독립 물 프로젝트(Mirfa 2(M2) RO IWP)'에 대한 제안요청서를 내는 등 EWEC의 혁신적인 RO 해수담수화 기술에 대한 전략적 투자를 이어가고 있다.

이 두 가지 새로운 프로젝트는 하루 1억5천 갤런(MIGD)의 새로운 RO 해수담수화 용량을 제공할 것이며, 급수 보안을 개선하고 아부다비의 전력 및 물 생산 용량을 분리함으로써 이 분야에서 지속적인 비용 절감 이니셔티브에 핵심적인 역할을 할 것으로 예상된다.

RFQ(견적 요청)는 관심 표현(EOI ; expression of Interest)을 제출한 선별된 입찰자에게 발행된다. 자격 검증 절차가 완료되면 자격을 갖춘 기업 또는 컨소시엄을 초청해 EWEC가 개시할 세부 제안요청서에 대해 설명을 한다. 이번 프로젝트에는 총 35개 기업과 컨소시엄이 EOI를 제출했다.

EWEC의 오트만 알 알리(Othman Al Ali) CEO는 “‘역삼투압(RO) 담수화 능력 증대가 EWEC의 전략 초점’이다. 이러한 새로운 저탄소 해수담수화 프로젝트는 전력과 물 생산을 분리하는 핵심으로, 에너지 부문의 탈탄산화에 중점을 두고 물 및 전기 생산 포트폴리오에 상당한 변화를 줄 수 있을 것이다”라고 말했다.. 

알 알리(Othman Al Ali) CEO는 이어 “역삼투 기술은 비용과 탄소 효율이 높아 아부다비의 물 안보 강화는 물론 담수화 플랜트는 탄소 배출량을 최대 95%까지 줄일 수 있다. RFQ 프로세스를 완료하고 최대한 빨리 제안 요청 단계로 넘어갈 수 있기를 기대한다”라고 덧붙였다.

'슈웨이하트 4단계 해수담수화 독립 물 프로젝트(Shuweihat S4 Reverse Osmosis Independent Water Project)' 는 아부다비시에서 서쪽으로 약 250㎞ 떨어진 슈웨이하트 전력·수자원 단지 내에 기존 ‘슈웨이하트 S3 IPP 프로젝트(Shuweihat S3 IPP Project)’와 인접한 곳에 위치한다.

물 생산량이 하루 최대 7천만 갤런(MGD)에 달하는 독립형 녹지 RO 해수담수화 플랜트의 개발, 자금 조달, 건설, 운영, 유지, 소유권과 관련 인프라가 포함된다. EWEC는 2025년 3분기까지 프로젝트 상업 운영 목표를 가지고 2022년 말까지 재무적 마무리를 달성하는 것을 목표로 하고 있다.

성공적인 개발자 또는 개발자 컨소시엄은 최대 40%의 지분을 소유하게 되며 나머지 지분은 주로 아부다비 정부가 간접적으로 보유하게 된다.

EWEC는 성공적인 개발자 및 개발자 컨소시엄이 걸프 표준시(GST)로 2021년 12월 31일 오후 12시까지 RFQ를 제출하도록 요청하고 있다. RFQ를 검토한 후, EWEC는 사전 자격을 갖춘 회사 또는 컨소시엄에 상세한 제안 요청서를 보낼 예정이다.

EWEC Issues Request for Qualifications for the Development of Shuweihat S4 Reverse Osmosis (RO) Independent Water Project

- Shuweihat S4 low-carbon seawater desalination plant will provide up to 70 million imperial gallons per day, sufficient to meet the water demand for 125,000 households

EWEC (Emirates Water and Electricity Company), a leading company in the integrated coordination of planning, purchasing and supply of water and electricity across the UAE, has issued Request for Qualifications (RFQ) to companies and consortia that had expressed interest in developing the Shuweihat S4 Reverse Osmosis (RO) Independent Water Project (IWP).

The Shuweihat S4 Project will desalinate seawater using RO desalination technology, a low carbon-intensive process, to produce up to 70 million gallons per day (MIGD) of potable water, sufficient to meet the water demand for approximately 125,000 households.

 Shuweihat S4 continues EWEC’s strategic investment in innovative RO seawater desalination technology, with EWEC also recently issuing Request for Proposals for the 80 MIGD Mirfa 2 (M2) RO IWP. 

Combined, these two new projects will provide 150 MIGD of new RO seawater desalination capacity, improving the security of water supply and playing a key role in the ongoing cost reduction initiatives in the sector by decoupling power and water generation capacity in the Emirate of Abu Dhabi.

The RFQ is being issued to selected bidders that submitted an expression of Interest (EOI). Once the qualification process has been completed, the companies or consortia that qualify will be invited to respond to a detailed Request for Proposal that will be launched by EWEC. A total of 35 companies and consortiums submitted EOIs.

Othman Al Ali, Chief Executive Officer of EWEC, said: “Increased reverse osmosis desalination capacity is a strategic focus for EWEC. These new low-carbon seawater desalination projects are the key to decoupling power and water production, which will allow us to make significant changes to our water and electricity production portfolio with a focus on decarbonising the energy sector." 

"Reverse Osmosis technology is cost and carbon efficient, reducing carbon emissions from water desalination by up to 95 percent, in addition to enhancing the water security of Abu Dhabi. We look forward to completing the RFQ process and moving to the Request for Proposal stage as quickly as possible.”

The Shuweihat S4 RO project will be located adjacent to the existing Shuweihat S3 IPP Project, within the Shuweihat power and water complex, approximately 250km west of the city of Abu Dhabi. 

It will involve the development, financing, construction, operation, maintenance, and ownership of a standalone greenfield RO seawater desalination plant with a capacity of 70 MGD of water output, together with associated infrastructure. EWEC aims to achieve financial close by the end of 2022 with a target project commercial operations date by Q3 2025.

The successful developer or developer consortium will own up to 40 percent of the entity while the remaining equity will be primarily held indirectly by the Abu Dhabi Government.

EWEC would like to invite successful developers and developer consortiums to submit the RFQ by the deadline of 31 December 2021 at 12:00 p.m. Gulf Standard Time (GST) via electronic copy to: ewec.S4RO@ewec.ae.  

Following review of the RFQs, EWEC will send pre-qualified companies or consortia a detailed Request for Proposal.
