[영국] EBRD, AFD와 세르비아 폐기물관리 인프라 개선 지원

1억5천만 유로 대출 통해 7개 폐기물 매립장 및 재활용 시설 건설 지원

유럽부흥개발은행(EBRD ; European Bank for Reconstruction and Development)과 프랑스개발청(AFD ; Agence Francaise de Developpement)는 1억5천만 유로 대출을 통해 세르비아의 고형 폐기물관리 인프라 개선을 지원하기로 했다고 12월 17일 밝혔다.

EBRD와 AFD가 각각 세르비아에 7천500만 유로의 국채 대출을 제공하는 이 공동투자는 7개의 매립지 건설 또는 연장에 자금을 지원하고, 유럽연합(EU) 기준에 따라 건설될 생분해성 폐기물의 분류 및 재활용, 처리 및 회수를 위한 인프라를 지원한다.

프로젝트의 첫 번째 단계에서 새로운 폐기물 관리 시스템은 세르비아 인구의 약 13%에 해당하는 90만 명 이상의 시민과 50개 세르비아 지방자치단체에 서비스를 제공한다. 공동 프로젝트의 목표 중 하나는 또한 가정 내의 폐기물 분류와 재활용을 위한 순환경제를 촉진하는 것이다. 칼레니치(Kalenic), 솜보르(Sombor), 두보코(Duboko), 노바 바로쉬(Nova Varos) 지역에서 공사가 시작되며, 나머지 3개 지역은 프로젝트 후반 단계에서 결정될 예정이다.

이레나 부요비치(Irena Vujovi) 세르비아 환경보호부 장관은 “2022년에 4개 지방자치단체에서 고형 폐기물 관리를 위한 4개의 지역 재활용 센터를 운영할 EBRD 및 AFD의 파트너들에게 감사드린다. 약 30개의 도시와 지방자치단체가 이 센터를 중심으로 돌아가 시민의 삶의 질을 바꾸게 될 것이다”라고 말했다.

세르비아를 담당하는 서부 발칸 반도의 EBRD 디렉터 마테오 콜란젤리(Matteo Colangeli)는 “우리는 환경 인프라를 업그레이드하는 데 세르비아를 지원하기 위해 최선을 다하고 있다. 특히 폐기물 관리 시스템을 현대화하고 재활용률을 높이는 것이 오염을 줄이고 순환 경제에서 기회를 창출하고 세르비아를 EU 표준에 더 가깝게 만드는 데 핵심적인 것이다. 우리는 환경부와의 긴밀한 파트너십을 개발하고, 베오그라드 매립지(Belgrade’s landfill)와 빈차의 폐기물-에너지 프로젝트( waste-to-energy project in Vinca)로 얻은 경험을 토대로, 이 중요한 프로젝트를 위해 AFD와 힘을 합치게 되어 기쁘게 생각한다”라고 말했다.

AFD의 유럽, 중동 및 아시아 담당 이사인 필립 오리앙지(Philippe Orliange)는 “우리는 세르비아 정부와 EBRD와 이 효과적인 파트너십을 통해 녹색 인프라에 대한 투자를 확대한 것을 자랑스럽게 생각한다. 이 프로젝트는 폐기물 관리 서비스를 개선하고 환경을 보존하는 측면에서 세르비아 시민들에게 구체적인 결과를 가져올 것이다. AFD 그룹이 제공하는 모든 기술 및 금융 도구 덕분에 세르비아와 지역의 주요 이슈에 대해 앞으로 몇 달, 몇 년 동안 적극적으로 투자할 것이다”라고 말했다. 

피에르 코차드(Pierre Cochard)  세르비아 프랑스 대사는 "세르비아 AFD가 서명한 이 대출은 유럽 회원국의 전망에 따라 세르비아의 녹색 의제를 지원하기 위한 프랑스의 광범위한 접근 방식의 일부"라고 덧붙였다.

이 투자는 폐기물 발생 및 관리의 부정적인 영향을 줄이는 데 도움이 될 것이다. CO2 배출량을 약 17만8천 톤을 감소시키고 재활용 폐기물의 양을 매년 1만9천 톤 이상으로 늘릴 것으로 예상된다.

AFD와 EBRD는 이번 투자 외에도 환경보호부와 지역 고형폐기물 관리기업을 지원하여 지역 폐기물 관리 계획을 수립할 계획이다. 이 계획은 폐기물 수거 증가, 원천 분류 및 재활용을 목표로 각 자금 조달 지역의 폐기물 관리 활동을 정의한다.

EBRD는 세르비아의 선도적인 기관 투자자 중 하나이다. 현재까지 293개 프로젝트에 68억 유로 이상을 투자했다. EBRD는 민간 부문 개발, 유틸리티 개선 및 녹색 경제로의 전환에 중점을 두고 있다.

2019년부터 서부 발칸 반도에 위치한 AFD는 유럽연합 회원국으로 가는 길과 기후 변화에 관한 파리 협정의 이행을 지원하기 위해 지역 국가들을 지원하도록 의무화되어 있으며, 포괄적이고 저탄소 성장 의 궤도를 지원하고 있다. 그 이후로 2021년 세르비아에서 2억3천만 유로를 포함하여 이 지역의 AFD 그룹이 5억3천만 유로 이상을 투입했다.

EBRD and AFD finance Serbia’s regional landfills 

Construction or extension of seven sanitary landfills and a multi-regional sorting system

It will help to reduce negative impacts related to waste production and management

The European Bank for Reconstruction and Development (EBRD) and the Agence Francaise de Developpement (AFD) are supporting Serbia’s efforts to improve its waste management infrastructure with a joint €150 million investment.

The investment, for which the EBRD and AFD are each extending a €75 million sovereign loan to Serbia, will finance the construction or extension of seven regional landfills and a multi-regional primary sorting system. It will also support the infrastructure, which will be built in line with European Union (EU) standards, for waste sorting, waste recycling, and biodegradable waste treatment and recovery.

In the first phase of the project, the new waste systems will serve 29 Serbian municipalities, with a total of over 900,000 residents, covering approximately 13 per cent of the Serbian population. One of the goals of the joint project is to promote household source separation and the circular economy of recyclable waste.

Construction will first start in the Duboko, Kaleni?, Nova Varo? and Sombor regions, while three remaining regions will be determined at a later stage of the project’s implementation.

Irena Vujovi?, Minister of Environmental Protection in the Government of Serbia, said: “Today is an extremely important day for Serbia and for the ministry I lead. I would like to thank our partners from the EBRD and AFD, because based on the signed agreements, we will implement the largest environmental projects in four local governments next year, namely four regional and recycling centres for solid waste management. Close to 30 cities and municipalities will gravitate towards those centres, and they will change the quality of life of their citizens.”

Matteo Colangeli, EBRD Director for the Western Balkans, Head of Serbia, said: “We are committed to support Serbia in upgrading its environmental infrastructure. Modernizing waste management systems and increasing recycling rates, in particular, are key to reduce pollution, create opportunities in the circular economy, and move Serbia closer to EU standards. We are pleased to expand our close partnership with the Ministry of Environmental Protection, building on the experience with Belgrade’s landfill and the waste-to-energy project in Vin?a, and join forces with ADF on this important project.”

Philippe Orliange, AFD Director for the Balkans, Middle East and Asia, commented: “We are proud of this efficient partnership with the government and the EBRD to scale up investments in green infrastructure. This project will bring concrete outcomes to the citizens of Serbia, in terms of improved waste management services and environmental preservation. We will continue to invest vigorously in the coming months and years in these key issues in Serbia and in the region, through all the financing and technical tools offered by AFD Group.”

Pierre Cochard, Ambassador of France to Serbia, added: “This third loan signed by the AFD in Serbia is part of France’s broader approach to supporting Serbia’s green agenda, in line with its EU perspective.”

The investment will help to reduce negative impacts related to waste production and management. It is expected to lead to a reduction of around 178,000 tonnes of CO2 emissions and increase the amount of recycled waste by more than 19,000 tonnes per year.

In addition to providing finance, the EBRD and AFD will support the Ministry of Environmental Protection and regional solid waste companies in preparing regional waste management plans. These plans will define waste management activities in each solid waste region financed by the investment, with objectives to increase waste collection, separation at source and recycling.

The EBRD is a leading institutional investor in Serbia and has invested more than €6.9 billion across 296 projects in the country to date. The Bank is focusing on private-sector development, improving public utility services and the overall transition to a green economy.

AFD, present in the Western Balkans since 2019 through its Belgrade-based Regional Office, has been given a mandate to support countries in the region to meet EU standards and implement the Paris Agreement on climate change towards an inclusive and low-carbon growth trajectory. Since then, more than €530 million has been committed by AFD Group in the region, of which €230 million in Serbia in 2021.
