[사우디] 아벤고아, 라빅 3단계 담수화 플랜트 인수

하루 60만㎥ 생산용량 가진 세계서 가장 큰 역삼투압 담수화 시설

인프라, 에너지, 물 분야에서 지속가능한 개발을 위한 혁신적인 기술 솔루션을 적용하는 스페인의 글로벌 물기업인 아벤고아(Abengoa)는 컨소시엄 파트너인 세프코Ⅲ(SEPCOIII ; 파워차이나), 시뎀(Sidem ; 베올리아)사와 함께 하루 6만㎥ 생산용량인 사우디아라비아 ‘라빅 3단계 담수화 플랜트(Rabigh 3 desalination plant)’를 운영 및 관리를 하기 위해 사우디 ACWA 파워(ACWA Power)로부터 인수받았다.

사우디 라빅(Rabigh)시에 위치한 이 담수화 플랜트는 상업적으로 운영되는 세계에서 가장 큰 역삼투압 담수화 플랜트(reverse osmosis desalination plant)이다.

역삼투압 담수화 플랜트 방식인 ‘라빅 3단계 담수화 플랜트(Rabigh 3 desalination plant)’는 이미 공급망에 물을 최대한 공급하고 있다. ‘코로나19(COVID-19)’와  같은 불리한 상황에 직면한 이 플랜트 건설팀이 이룬 업적은 이러한 위대한 성취를 가능하게 했다.

라빅 3단계 담수화 플랜트는 마카(Makkah), 알모카라마(Al-Mokarramah), 제다(Jeddah) 및, 마스토라(Mastorah)시의 주민 300만 명 이상에게 식수를 공급한다.

이는 규모뿐만 아니라 에너지 소비를 줄이고 발전소의 가용성을 높일 수 있는 설계 및 건설의 효율성, 혁신성 및 지속가능성의 본보기라는 점에서 전 세계 담수화 분야에서 중요한 참고 자료이다.

지금까지 라빅 3단계 담수화 플랜트는 무재해 근무 시간 600만 시간을 넘어 산업 위험 예방 기준에서 최고 수준을 달성하고 확립된 보건 및 안전 목표를 달성했다. 

이 프로젝트의 엔지니어링·공급·건설(EPC) 계약은 2018년 아벤고아(Abengoa), 세프코Ⅲ(파워차이나), 시뎀(베올리아)이 구성한 컨소시엄이 수주했다. 프로젝트가 끝나면, 담수화 된 물은 국영 사우디 워터 파트너십 컴퍼니(SWPC ; Saudi Water Partnership Company)에서 공급한다.

국제 담수화 시장의 선두주자인 아벤고아는 현재 13개국 30개 이상의 담수화 플랜트에 걸쳐 5개의 플랜트를 건설 중이며 총 설치 용량은 240만㎥/일이다. 행 포트폴리오가 완료되면 430만개로 확대될 예정이다.

Abengoa, an international company that applies innovative technological solutions for sustainable development in the infrastructure, energy and water sectors, has obtained, from its client, ACWA Power, the certificate of receipt of the 600,000 m3/day desalination plant of Rabigh 3, together with its consortium partners, SepcoIII (Power China) and Sidem (Veolia). 

Located in the city of Rabigh (Saudi Arabia), it is the largest reverse osmosis desalination plant in commercial operation in the world.

In this way, Rabigh 3 is already supplying water to the grid at full capacity. The great work done by the construction team of this plant, which has faced adverse circumstances such as those caused by the COVID-19 pandemic, has made it possible to achieve this great achievement.

The Rabigh 3 desalination plant guarantees the drinking water supply of more than three million people in the cities of Makkah, Al-Mokarramah, Jeddah and Mastorah. 

It is an important reference in the desalination sector worldwide, not only for its size, but also for being an example of efficiency, innovation and sustainability in its design and construction, which allows it to reduce energy consumption and increase the availability of the plant.

So far, Rabigh 3 has exceeded six million hours of work without accidents with sick leave, achieving the highest levels in occupational risk prevention standards and meeting the established health and safety objectives.

The contract for the engineering, supply and construction (EPC) of this project was awarded in 2018 to the consortium formed by Abengoa, SepcoIII (Power China) and Sidem (Veolia). Once the project is over, the desalinated water is supplied to the state-owned Saudi Water Partnership Company (SWPC).

Abengoa, a leader in the international desalination market, currently has five plants under construction and a total installed capacity of 2.4 million m3/day, spread over more than 30 desalination plants in 13 countries, which will be expanded to 4.3 million when the portfolio in execution is completed.
