[미국] 북미개발은행, 빈튼빌리지 물프로젝트 착공

2천만 달러 규모…EPA가 자금 지원 및 북미개발은행이 관리

북미개발은행(NADBank North American Development Bank)과 텍사스주 빈튼빌리지(Village of Vinton)는 새로운 식수 공급 시스템과 하수를 수거하고, 현장 정화 시스템을 해체하는 것을 포함하는 두 가지 프로젝트의 기공식을 1월 27일 개최했다. 두 프로젝트의 총 예상 프로젝트 비용은 2천44만 달러이다.

이러한 프로젝트는 미국 환경보호청(EPA)이 자금을 지원하고 북미개발은행(NADBank)이 관리하는 국경환경기반시설기금(BEIF ; Border Environment Infrastructure Fund)에서 최대 650만 달러의 보조금을 받고 있다. 기타 자금 지원은 미국 농업농촌개발부(Department of Agriculture-Rural Development)와 텍사스 물개발위원회(Texas Water Development Board)를 통해 제공된다.

이날 착공식에는 베로니카 에스코바르(Veronica Escobar) 하원의원(TX-16)과 마누엘 레오스(Manuel Leos) 빈튼빌리지 시장, 어그시아 낸스(Earthea Nance) EPA 6지역 행정관, 캐슬린 잭슨(Kathleen Jackson) 텍사스 물개발위원회 위원, 칼리스토 마테오스 하넬(Calixto Mateos Hanel) 북미개발은행 전무 등이 참석했다.

베로니카 에스코바르(Veronica Escobar) 하원의원은 “수백 가구에 깨끗한 식수와 하수 수거 서비스를 제공하는 두 가지 중요한 인프라 프로젝트를 착공하게 돼 북미개발은행과 빈튼빌리지에 합류하게 돼 기쁘다”라면서 “나는 의회에서 EPA의 국경 환경 인프라 기금에 대한 강력한 기금을 확보하기 위해 투표했고, 저는 이 연방 투자가 어떻게 우리의 물 인프라를 현대화하고 미국-멕시코 국경 양쪽의 빈턴과 다른 지역 주민들의 삶의 질을 향상시키는지 보게 되어 자랑스럽다”고 말했다.

빈튼빌리지는 미국-멕시코 국경에서 12마일, 엘파소 시내에서 북쪽으로 25마일 떨어진 곳에 위치해 있다. 이 마을은 엘파소(El Paso)와의 근접성과 국제적인 경계를 이용하여 제조회사들을 유치할 수 있었다. 빈튼빌리지에는 약 3천 명의 주민이 거주하고 있다.

텍사스 물개발위원회의 캐슬린 잭슨 이사는 “텍사스 전역의 농촌 지역 사회들은 현재뿐만 아니라 미래를 위해 그들이 필요로 하는 물을 확실히 얻기 위해 솔선수범하고 있다”라면서 “저는 빈튼 빌리지에 박수를 보내며, 이러한 영향력 있는 인프라 프로젝트를 추진한 것을 축하드린다. 빈턴 빌리지의 지속적인 리더십과 참여는 텍사스의 성공과 미래 세대를 위한 신뢰할 수 있는 식수 공급과 하수 서비스를 제공하는 데 있어 핵심이다”라고 강조했다.

EPA의 어그시아 낸스(Earthea Nance) 지역 행정관은 “모든 지역사회는 깨끗한 물 공급과 믿을 수 있는 하수 수거 시스템에 접근할 자격이 있다”라면서 “EPA는 빈튼 주민들의 안전과 번영을 돕기 위해 이 프로젝트에 자금을 지원하게 된 것을 자랑스럽게 생각한다. 우리는 추가적인 지역사회와 협력하여 초당적 기반시설법의 자금 지원을 통해 물 기반시설의 역량을 구축하기를 기대한다”라고 말했다.

새로운 식수 체계에는 식수 공급을 위한 수도관, 계량기, 지역 저수조 설치가 포함된다. 현행 저준위 소형 물 시스템을 교체해 완전 준수형 상수원에 접근하고, 현행 급수원에 존재하는 비소·병원성 미생물에 대한 검출을 없앰으로써 360가구 이상의 안전하고 신뢰할 수 있는 식수서비스 접근성을 높인다.

식수 프로젝트의 결과로, 홀갱 애비뉴(Holguin Avenue), 키엘리 로드(Kiely Road), 대니 보이(Danny Boy) 등 이미 엘파소 워터(EPW ; El Paso Water)에서 서비스를 받고 있는 빈턴 지역을 포함하여, 약 90%의 지역사회가 식수 시스템과 연결된다. 총 프로젝트 비용은 720만 달러이다.

새로운 하수 수거 시스템은 기존 주택 506가구에 대한 최초 서비스와 현장 하수처리 시스템 폐로 서비스를 제공할 예정이다. 이것은 처리되지 않거나 부적절하게 처리된 하수를 주거, 상업 및 산업단지 등에서 부적절하게 방출되는 27만5천 갤런을 제거할 계획이다.

빈튼 빌리지는 지역 리프트 스테이션을 포함한 수집 시스템 인프라를 소유할 것이지만 EPW는 시스템을 운영하고 유지할 것이다. 총 프로젝트 비용은 미화 1천330만 달러이다.

칼리스토 마테오스 하넬(Calixto Mateos Hanel) 북미개발은행 전무는 “오늘부터 시작되는 이 두 프로젝트는 빈튼빌리지와 같은 지역사회에 질 좋은 식수 공급과 하수 서비스를 제공하기 위해 필요한 자금을 제공하기 위해 지역, 주, 연방 기관이 공동으로 노력하는 것을 의미한다”라면서 “이런 인프라 프로젝트에서 지역사회에 이익이 되는 역할을 하게 된 것에 대해 북미개발은행은 기쁘다”라고 말했다.

NADBank, Village of Vinton, Congresswoman Escobar, EPA, TWDB Break Ground on $20 Million Water Projects

San Antonio, Texas - The North American Development Bank (NADBank) and the Village of Vinton, Texas hosted a groundbreaking ceremony for two projects that will provide new drinking water distribution and wastewater collection and will include the decommission of on-site septic systems. The total estimated project costs of both projects is US$20.44 million. 

These projects are receiving up to US$6.5 million in grants from the Border Environment Infrastructure Fund (BEIF), which is funded by the U.S. Environmental Protection Agency (EPA) and administered by NADBank. Other funding support was made available through the US Department of Agriculture-Rural Development and the Texas Water Development Board.

Special guests attending today’s ceremony included Congresswoman Veronica Escobar (TX-16), Village of Vinton Mayor Manuel Leos, EPA Region 6 Administrator Dr. Earthea Nance, Texas Water Development Board Member Kathleen Jackson, and NADBank Managing Director Calixto Mateos Hanel.

“I am delighted to join the North American Development Bank and the Village of Vinton as we break ground for two critical infrastructure projects that will provide clean drinking water and wastewater collection services to hundreds of households,” said Congresswoman Escobar.  “In Congress, I have voted to secure robust funding for the EPA’s Border Environment Infrastructure Fund and I am proud to see how this federal investment is modernizing our water infrastructure and improving the quality of life for the residents of Vinton and other communities on both sides of U.S.-Mexico border.”

The Village of Vinton is located 12 miles from the U.S.-Mexico border and 25 miles north of downtown El Paso.  The village has been able to capitalize on its proximity to El Paso and the international border to attract manufacturing companies. The Village of Vinton, “Our Times, Our History”, has a population of nearly 3,000 residents.  

“Rural communities across Texas are taking the initiative to ensure they have the water they need, not only for today but also for the future,” said Kathleen Jackson, Board Member of the Texas Water Development Board.  “I applaud the Village of Vinton and congratulate them on moving these impactful infrastructure projects forward. The Village’s continued leadership and engagement is key to the success of Texas and to providing reliable water and wastewater services for future generations.”

“Every community deserves access to clean water and a reliable wastewater system,” said Regional Administrator Dr. Earthea Nance. “EPA is proud to fund this project to help keep the residents of Vinton safe and thriving. We look forward to working with additional communities to build capacity in their water infrastructure through funding from the Bipartisan Infrastructure Law.”

The new drinking water system will include the installation of water distribution lines, meters, and a regional storage tank.  It will increase access to safe and reliable drinking water services for more than 360 households by replacing the current substandard small water systems to provide access to a fully compliant water source and eliminate exposure to arsenic and pathogenic organisms present in the current water supply. 

As a result of the drinking water project, approximately 90% of the community will be connected to the drinking water system, including areas of Vinton already receiving service from El Paso Water (EPW), such as Holguin Avenue, Kiely Road, and Danny Boy Lane.  Estimated total project cost is US$7.2 million.

The new wastewater collection system will provide first-time services for 506 existing homes and the decommissioning of on-site wastewater disposal systems.  This will eliminate discharges of 275,000 gallons per day of untreated or inadequately treated wastewater from residential, commercial, and industrial sources. 

The Village of Vinton will own the collection system infrastructure, including a local lift station; however, EPW will operate and maintain the system. Estimated total project cost is US$13.3 million.

“These two projects that are starting today represent the joint efforts of local, state, and federal entities working together to provide the required funding to make possible access to quality water and wastewater services to communities such as Vinton,” stated Mateos Hanel. “The Bank was pleased to play a role in these infrastructure projects to benefit this community.”
