[미국] EMWD, 담수화 인프라 확장 위해 450만달러 지원 받아

염분 많은 지하수 RO담수화 통해 식수화…육군공병대 자금지원 

미국 동부 시립 수자원지구(EMWD ; Eastern Municipal Water District)는 2월에 미국 육군공병대(USACE ; United States Army Corps of Engineers)로부터 EMWD의 지하수 담수화 인프라를 확장하기 위해 450만 달러에 달하는 자금을 지원 받는다.

EMWD는 오랫동안 주 및 연방 자금지원 파트너와 협력하여 외부 자금조달 기회를 확보하고 고객이 지불해야 하는 기반시설 건설비용을 줄이는 데 도움을 주는 미국에서 가장 성공적인 공공기관 중 하나다.

 

미국 EMWD(동부 시립 수자원지구)는 염분 많은 지하수를 RO담수화 통해 식수화하는 담수화 프로그램을 위해 육군공병대로부터 자금지원 450만 달러의 자금 지원을 받는다.

 

최근의 자금지원은 미래의 우물 부지와 염수 파이프라인 접근 개선을 위한 연구를 완료하는 데 449만6천 달러를 제공한다. EMWD와 로스앤젤레스의 USACE, 남태평양 지역본부 및 본부는 EMWD 서비스 지역의 거의 백만 명의 주민들에게 서비스를 제공하는 생산적인 관계를 누리고 있다.

450만 달러의 자금은 일반적으로 초당적 인프라 패키지라고 하는 「인프라 투자 및 고용법(IIJA: Infrastructure Investment and Jobs Act)」를 통해 토목사업 프로그램에서 USACE가 받은 추가 자금을 통해 가능했다.

EMWD는 페리스 II 데살터(Perris II Desalter) 작업을 완료하고 있으며, 지역 사회에서 지하수 사용을 크게 확대한다. 이 지역의 지하수는 염분이 많아 식수 시스템에 사용하기 전에 역삼투압 담수화를 통해 처리해야 한다.

EMWD의 담수화 프로그램에는 탈염기, 지하수 우물, 파이프라인 및 매년 수만 톤의 소금을 제거하고 궁극적으로 바다로 배출하는내륙 거대한 염수 라인(Inland Empire Brine Line)과의 연결이 포함된다. EMWD는 광범위한 담수화 프로그램을 지원하기 위해 연방, 주 및 지역기관으로부터 1억2천400만 달러 이상의 외부 자금을 지원 받았다.

EMWD receives $4.5 million funding authorization for desalination program

Eastern Municipal Water District (EMWD) this month was awarded nearly $4.5 million by the United States Army Corps of Engineers (USACE) to further expand EMWD’s groundwater desalination infrastructure.

EMWD has long been one of the most successful agencies in the nation at working with state and federal funding partners to secure external funding opportunities, helping to reduce the cost of infrastructure construction that would otherwise be paid for by customers.

The latest funding provides $4,496,000 for the completion of a study for future well sites and brine pipeline access improvements. EMWD and the USACE in Los Angeles, South Pacific Division and Headquarters enjoy a productive relationship that serves the nearly one million residents in EMWD’s service area. 

The $4.5 million award was made possible through additional funding the USACE received in its civil works program through the Infrastructure Investment and Jobs Act (IIJA), which is commonly referred to as the bipartisan infrastructure package.

EMWD is completing work on its Perris II Desalter, which is anticipated to start producing water this year and will greatly expand the use of groundwater in its local communities. The groundwater in this area is salty and must be treated through reverse osmosis desalination before being utilized in the drinking water system.

EMWD’s desalination program includes desalters, groundwater wells, pipelines, and connections to the Inland Empire Brine Line, which removes tens of thousands of tons of salt from the region each year and ultimately discharges it into the ocean. EMWD has received more than $124 million in external funding commitments from federal, state and local agencies to support its extensive desalination program.
