[영국] 템즈워터, 남부 런던 시가지 수도관 교체

루이샴 지역에 1.5㎞ 이상 설치…향후 폭발·누수로부터 상수도 공급 보호 위해

  

 

템즈워터(Thames Water)는 향후 수도관 파열 및 누수로부터 사우스 런던(South London) 상수도를 보호하기 위해 새로운 수도관을 설치한다. 이는 주민을 수도관 파열로부터 보호하기 위해 1.5km 이상의 새로운 수도관을 루이샴(Lewisham) 시가지에 설치키로 했다.

템즈워터는 450만 파운드(73억6천만 원)에 달하는 이 프로젝트를 가스회사인 SGN와 함께 루이샴(Lewisham) 자치구의 번화가인 사우스 서큘러(South Circular) 근처 웨손 애비뉴(Westhorne Avenue)에 직경 16∼22인치(41∼56cm)의 수도관을 설치, 현지 네트워크를 강화하고 향후 누수 및 수도관 폭발을 방지할 계획이다.

두 회사는 지역 주민의 혼란을 줄이자는 취지로 런던시장 인프라팀, 런던 자치구 루이샴(Lewisham), 그리니치(Greenwich) 및 교통담당부서와 협업해 프로젝트를 진행해 왔다. 이 작업은 2월 14일에 시작하여 2주간 지속될 예정이며, 9월까지 클리프튼(Clifton)의 로터리를 향해 계속된다. 전체 프로젝트는 11월까지 완료될 것으로 예상된다.

혁신적인 ‘디그원스(dig-once)’ 방식의 일환으로 SGN이 기존 금속가스 본관 및 서비스를 현대적인 PVC파이프로 교체해 주민과 사업체의 14일간의 혼란을 줄여주면서 수도관 교체 작업이 동시에 진행된다.

지난달 루이샴의 바링로드(Baring Road)에서 초기 작업을 시작했으며 SGN도 인근 버치그로브(Birch Grove) 교차로와 번트애쉬힐(Burnt Ash Hill) 교차로 사이 세인트 밀드레즈 로드(St Mildreds Road)에서 엔지니어 및 일반인의 안전을 위해 차선을 폐쇄하는 작업을 진행한다.

지난해 템즈워터는 런던의 빅토리아 상수도망(Victorian water network)이 템즈워터 소유주로부터 3억 파운드의 기부 덕분에 물 복원력을 높이기 위해 대대적인 점검을 받게 될 것이라고 발표했다.

이 전례 없는 투자는 2020∼2025년 투자기간에 대한 회사의 지출 계획에 이미 포함된 3억 파운드와 일치한다. 템즈워터는 누수 및 파열을 줄이기 위한 작업을 가속화하여 서비스를 개선하고 기후변화의 영향에 대한 수도 파이프 네트워크의 탄력성을 높이고 미래 세대를 위한 안전한 물 공급을 돕는다.

남동부는 인구 증가와 기후변화로 인해 ‘심각한 물부족(seriously water stressed)’으로 분류되며, 지금 조치가 취해지지 않으면 2040년까지 이 지역의 수요가 약 200만 명이 필요로 하는 4억1400만 리터(41만4천㎥)의 공급을 능가할 것으로 예측된다.

다만 최근 물산업 소비자 챔피언(water industry consumer champions) CCW의 설문조사에 따르면 영국 남동부 등 물부족 지역에 사는 인구 5명 중 2명은 “물이 풍부한 자원”이라고 생각하는 것으로 나타났다.

템즈워터의 수도 네트워크 책임자인 키어런 잉그램(Kieran Ingram)은 “템즈워터의 전환 계획의 핵심 부분은 기본을 고치는 것이고, 이 중요한 프로젝트는 우리가 미래를 위해 수천 명의 런던 시민들의 물 공급을 보호하는 것을 도울 것이다”라면서 “SGN과 협력하여 수도 및 가스 작업을 위해 한 번만 굴착함으로써 주민들과 운전자들의 혼란을 줄이고 2주간의 추가 작업을 줄일 수 있기를 바란다”라고 말했다.

그는 이어 “런던의 인구가 계속 증가하고 기후변화의 영향에 대처함에 따라, 우리가 수도망을 관리하고 가능한 한 많은 물이 필요한 곳으로 공급되도록 하는 것이 그 어느 때보다 중요하다”라면서 “이 작업을 통해 우리는 이 지역에 강력한 물 네트워크를 확보하고 고객들에게 안정적인 물 공급을 계속할 수 있게 될 것이다”라고 덧붙였다.

SGN의 이해관계자 겸 협업 프로젝트 매니저인 닐 백스터(Neil Baxter)는 “SGN는 템즈워터 및 지역 당국과 긴밀히 협력하여 이 작업을 계획했으며, 필수적인 프로젝트 동안 중단을 막기 위해 할 수 있는 모든 것을 할 것”이라고 말했다.

Thames Water lays new pipes to protect South London water supply from future bursts and leaks

More than 1.5km of new water pipes will be installed in Lewisham to protect residents from disruptive bursts.

The ￡4.5 million project will see Thames Water working alongside gas company SGN to install pipes between 16 and 22 inches in diameter in Westhorne Avenue, near the busy South Circular in Lewisham borough, strengthening the local network and preventing future leaks and bursts.

The two companies have been working with the Mayor of London’s Infrastructure Team, the London boroughs of Lewisham and Greenwich and Transport for London to deliver the project collaboratively with the aim of reducing disruption for local residents.

Work is due to start on Monday (February 14) and will last for two weeks, before continuing on the road towards Clifton’s roundabout until September. The entire project is expected to be completed by November.

As part of an innovative “dig-once” approach, the water pipe replacement works will be carried out simultaneously as SGN replaces existing metal gas mains and services with modern plastic pipes, saving 14 days of disruption for residents and businesses. 

Initial work started in Baring Road, Lewisham, last month and SGN will also be working in nearby St Mildreds Road, between the junctions of Birch Grove and Burnt Ash Hill, with a lane closure to ensure the safety of engineers and members of the public.

Last year, Thames Water announced London’s Victorian water network is set to receive a major overhaul to increase water resilience thanks to a ￡300 million contribution from Thames Water’s owners.

The unprecedented investment matches the ￡300 million already included in the company’s spending plans for the 2020-2025 investment period. It will improve service by accelerating work to reduce leaks and bursts - increasing the resilience of the capital’s pipe network to the impacts of climate change and helping secure water supplies for future generations.

The South East is classified as “seriously water stressed” due to population increases and climate change and by 2040 it is forecast that demand in the region will outstrip supply by 414 million litres - the equivalent needed by around two million people - unless action is taken now. 

However, a recent survey by water industry consumer champions CCW showed two in five people living in water stressed areas, including the south-east of England, think water is a plentiful resource(1).

Kieran Ingram, Thames Water’s head of water networks, said: “A key part of our company turnaround plan is fixing the basics, and this important project will help us protect the water supply of thousands of Londoners for the future.

“By working collaboratively with SGN and digging just once for both water and gas works, we hope to reduce disruption for residents and motorists, saving an extra two weeks of work.

“As London’s population continues to grow and we deal with the impact of climate change, it’s more important than ever that we look after our water networks and ensure as much water as possible makes it to where it is needed.

“This work will ensure we have a robust water network in the area and allow us to continue providing a reliable water supply to our customers.”

Neil Baxter, Stakeholder and Collaboration Projects Manager at SGN, added: “We’ve worked closely with Thames Water and the local authorities in planning this work and we will be doing everything we can to limit disruption during our essential project.

“We appreciate that roadworks can be frustrating, however, the new plastic pipe has a minimum lifespan of 80 years. This means once the work has been completed, Lewisham homes and businesses will enjoy the benefits of a continued safe and reliable gas supply for many years to come."
