지난 3월 22일 다카르에서 열린 세계물포럼에서 합의된 '물 부문 기금(Water Sector Fund)'의 확대 적용에 따라 세계 최대 규모의 물 프로젝트 국제금융기관인 유럽투자은행(EIB ; European Investment Bank)의 개발도상국 신규 물 투자가 강화된다.

네덜란드 정부는 물 부문 기금에 2천500만 유로의 신규 지원을 제공하기로 합의했다고 밝혔다. EIB가 물 프로젝트를 보다 지속가능하게 만들고, 기반시설의 기후 복원력을 향상시키며, 다른 금융기관이나 투자자로부터 추가 자금을 동원하는 데 도움이 될 것이다.

헹크 오빈크(Henk Ovink) 네덜란드 국제 수자원 담당 특사는 “안전한 물과 위생은 건강하고 존엄한 삶과 경제, 사회 발전을 위해서는 이 필수적이다. 지식, 경험 및 혁신을 공유하는 것은 안전한 물에 대한 지속 가능한 접근을 증가시키고 홍수로부터 사람과 기반 시설을 보호하며 물 부족 문제를 대처하기 위해 매우 중요하다. 물 부문 기금은 전 세계의 물 문제를 해결하기 위한 네덜란드의 독특한 약속과 전 세계 물에 투자하는 유럽 투자 은행의 광범위한 경험을 결합시킨다. 확장된 물 부문 기금은 우리가 물 및 위생 프로젝트를 보다 지속 가능하고 포괄적으로 만들 수 있도록 하고 다른 금융 기관이나 투자자로부터 추가 자금을 동원하는 데 도움이 될 것이다”고 전했다. 

개발 및 기후 행동을 담당하는 앙브루아즈 페이욜(Ambroise Fayolle)  EBI 부사장은 “안전한 물과 위생에 대한 투자는 인류와 지구를 위한 더 나은 미래에 투자하는 것이다. 물 부문 기금은 분쟁 지역, 가뭄의 영향을 받는 지역 및 취약한 해안 지역 사회에서 물에 대한 접근성을 높이기 위해 기술 전문성이 물 투자를 향상시킬 수 있는 방법을 보여주었다. EBI는 앞으로 몇 년 동안 취약한 지역에 혜택을 주기 위해 물 투자의 영향을 증가시킬 물 부문 기금을 확대하기 위해 네덜란드 정부가 2천500만 유로를 지원하는 것을 환영한다”고 말했다.

 

 

전 세계 물 프로젝트 지원

 

물 부문 기금은 저소득 및 중하위 소득 국가의 물 및 위생 프로젝트 구현을 지원하기 위해 2017년 네덜란드와 EBI가 설립했다.

물 부문 기금은 창설 이래로 물 공급을 늘리고, 위생을 개선하고, 변화하는 기후에 대한 물 기반 시설의 회복력을 강화하기 위한 프로젝트에 기술 지원을 제공했다.

물 부문 펀드는 이제 SDG 6을 위한 민간 부문 투자를 동원하기 위한 보증과 같은 금융 수단을 사용하여 확장된 범위의 혜택을 받을 것이다.

아프리카 전역의 물 투자 강화

물 부문 기금은 니제르의 식수 접근성을 개선하기 위한 투자했으며, 말라위에서 물을 공급하기 위한 태양열 발전 사용, 상투메 프린시페의 해안 지역 사회를 더 잘 보호하기 위한 투자를 포함하여 아프리카 전역의 물 투자를 지원했다.

지난 10년 동안 EIB는 전 세계적으로 장기 물 투자를 위해 320억 유로를 제공했다.

The impact of new water investment in developing countries by the European Investment Bank, the world’s largest international financier for water projects, will be enhanced by an extended scope of the Water Sector Fund, confirmed today at the World Water Forum in Dakar.

The Dutch government has agreed to provide EUR 25 million of new support for the Water Sector Fund. The replenishment will enable the EIB to make water projects more sustainable, improve climate resilience of infrastructure and help mobilise additional funding from other financiers or investors.

“Safe water and sanitation is essential for a healthy and dignified life and economic and social development.  Sharing knowledge, experience and innovation is crucial to increase sustainable access to safe water, to protect people and infrastructure from flooding, and to address water scarcity. The Water Sector Fund combines the unique commitment of the Netherlands to address global water challenges and the extensive experience of the European Investment Bank investing in water worldwide. The expanded Water Sector Fund will enable us to make water and sanitation projects more sustainable and inclusive and help mobilise additional funding from other financiers or investors.” said Henk Ovink, Special Envoy for International Water Affairs of the Netherlands.

Supporting water projects around the world

The Water Sector Fund was established by the Netherlands and the European Investment Bank in 2017 to support implementation of water and sanitation projects in low and lower-middle income countries.

Since its creation the Water Sector Fund has provided technical assistance for projects to increase water supply, improve sanitation and strengthen the resilience of water infrastructure to a changing climate.

The Water Sector Fund will now also benefit from an extended scope by using financial instruments such as guarantees to mobilise private sector investments for SDG 6.

Strengthening water investment across Africa

The Water Sector Fund has supported water investment across Africa, including investment to improve access to drinking water in Niger, using solar power to supply water in Malawi and to better protect coastal communities in Sao Tome and Principe.

Over the last decade the EIB has provided EUR 32 billion for long-term water investment around the world.
